In order to increase the harmony of regional development, it is necessary to increase harmony between sectoral development and regional development and to ensure the pace of development, balance and continuity of development in the regions, more comprehensive, directed and integrated planning is needed. Based on these considerations, a Regional Development Planning Agency was formed as stipulated in Presidential Decree Number 15 of 1974 dated 18 March 1974 which was updated through Presidential Decree of the Republic of Indonesia Number 27 of 1980 concerning the Establishment of Regional Development Planning Agencies and Decree of the Minister of Home Affairs dated 7 July 1974 concerning the organizational structure and work procedures of regional development planning bodies which were further regulated by the Minister of Home Affairs in Decree Number 185 of 1980 concerning Guidelines for the Organization and Work Procedures of the Agency. Level I Regional Development Planning and Level II Regional Development Planning Agency.
The Level I Regional Provincial Government of East Kalimantan, prior to the enactment of these two provisions, had a Level I Regional Development Planning Agency which was established by Decree of the Governor of the Head of the Level I Region of East Kalimantan Number 161 of 1974. In accordance with the intent of article 107 paragraph (1) of the Decree of the Minister of Home Affairs Number 185 of 1980, the Regional Regulation of the Level I Province of East Kalimantan was stipulated Number 3 of 1981 concerning the Formation, Organizational Structure and Work Procedures of the Level I Regional Development Planning Agency. East Kalimantan which is a replacement for Decree Number 161 of 1974.
The existence of the East Kalimantan Province Bappeda as a planning element for regional government administration is contained in East Kalimantan Governor Regulation Number 46 of 2008 and Regional Regulation Number 9 of 2016 concerning the Formation and Structure of East Kalimantan Province Regional Apparatus, while in carrying out its duties and functions the East Kalimantan Province Bappeda refers to Governor Regulation Number 76 of 2016 concerning the Organizational Structure, Duties, Functions and Work Procedures of the Kalimantan Province Bappeda East.
Then, in accordance with the mandate of Minister of Home Affairs Regulation Number 5 of 2017 concerning Guidelines for the Nomenclature of Provincial and Regency/City Regional Apparatus that Carry Out Supporting Functions in the Implementation of Government Affairs and a Letter from the Head of the Provincial Bappeda. East Kalimantan Number 060/95/B.Um-Bapp/2019 January 8 2019 concerning Changes to the Provincial Bappeda SOTK. East Kalimantan, East Kalimantan Governor Regulation Number 76 of 2016 concerning the Formation and Organizational Structure, Duties, Functions and Work Procedures of the Regional Development Planning Agency of East Kalimantan Province is no longer in accordance with developments in the situation so it needs to be replaced. On March 30 2020, Regulation of the Governor of East Kalimantan Number 11 of 2020 was stipulated concerning the Formation and Organizational Structure, Duties, Functions and Work Procedures of the new East Kalimantan Province Regional Development Planning Agency.
