The democratic transition in Indonesia that has occurred since 1998 has changed the paradigm of state administration from being closed to being more open and providing wider space for public participation. One of the regulatory products of this new paradigm is Law Number 14 of 2008 concerning Openness of Public Information (UU KIP). The KIP Law expressly places an obligation on public bodies to disclose information relating to their institutions, the policies produced, and the activities carried out, including financial conditions and budget use. In other words, the public has the right to information from public bodies.

All activities for preparing, implementing, monitoring and evaluating the Open Government Indonesia (OGI) strategic plan are under the coordination of the Presidential Work Unit for Development Supervision and Control (UKP4). One of the action plans that has been prepared at the OGI level is to optimize the implementation of the KIP Law, namely encouraging the acceleration of the operational establishment of information services within the Regional Government through the formation of Regional Government Information and Documentation Management Officers (PPID) and their apparatus.

Implementation of this PPID-related action plan is under the responsibility of the Ministry of Home Affairs (Kemendagri). In the context of regional government, PPID is an official appointed through a Decree of the Governor/Regent/Mayor, who is responsible for storing, documenting, providing and providing information services who are directly responsible to the Regional Secretary as PPID's superior. To provide guidance to Provincial and Regency/City Governments in establishing and operationalizing Regional Government PPIDs, a Guidebook for the Establishment and Operation of Provincial and Regency/City Government PPIDs needs to be prepared.

The Information and Documentation Management Officer was formed based on the mandate of Law of the Republic of Indonesia No. 14 of 2008 concerning Openness of Public Information. Information and Documentation Management Officer, hereinafter abbreviated as PPID, is an official responsible for collecting, documenting, storing, maintaining, providing, distributing and providing information and documentation services within the Provincial Government, consisting of Main PPID and Assistant PPID.

The Main PPID of the East Kalimantan Provincial Government was formed on September 8 2011, marked by the issuance of the Governor of East Kalimantan's Decree Number 491/K.555/2011 and then updated with the Governor's Decree Number 0480.15/K.68.2018 concerning the Establishment of Information and Documentation Services Management Officers (PLID) of the East Kalimantan Provincial Government.

PLID within the East Kalimantan Provincial Government consists of the Governor as Supervisor, Regional Secretary as PPID Superior and Main PPID as well as an Advisory Team whose members are Echelon II Officials within the East Kalimantan Provincial Government. The Main PPID is chaired by the Head of the East Kalimantan Province Communication and Information Service. Meanwhile, PPID assistants to the East Kalimantan Provincial Government are determined through a Decree from the Head of Agency/Department (OPD) within the East Kalimantan Provincial Government.

The right to obtain information is a human right which of course is the obligation of government officials to fulfill it. The aim of the KIP Law is to invite the public to be actively involved in development, especially in terms of supervision, so that the development carried out by the government is of higher quality. Apart from that, the implementation of the KIP Law is an effort to realize open government and transparency in government governance towards a clean and authoritative government.

A. Information and Documentation Management Officer (PPID)

Based on Law Number 14 of 2008 concerning Openness of Public Information, to provide fast, precise and simple services, every Public Agency establishes an Information and Documentation Management Officer. Furthermore, in Government Regulation Number 61 of 2010 concerning the Implementation of Law Number 14 of 2008 concerning Public Information Openness, PPID must be appointed no later than 1 (one) year after this Government Regulation is promulgated.

PPID Duties:

  1. prepare and implement information policies and prepare information policy implementation reports and documentation;
  2. coordinate and consolidate the collection of information and documentation materials from the Assistant PPID;
  3. store, document, provide and provide information services to the public;
  4. verifying public information materials;
  5. carry out consequence tests on excluded information;
  6. updating information and documentation;
  7. providing information and documentation to be accessed by the public;
  8. carry out guidance, supervision, evaluation and monitoring of the implementation of information and documentation policies carried out by the Assistant PPID;
  9. carry out coordination meetings and work meetings periodically and/or as needed;
  10. assign Assistant PPIDs and/or Functional Officials to collect, manage and maintain information and documentation;
  11. form a Facilitation Team for handling information disputes as determined by the Governor's Decree.

PPID Duties:

  1. assist PPID in carrying out its responsibilities, duties and authority;
  2. submit information and documentation to the Main PPID at least once every 6 (six) months or as needed;
  3. implement technical information and documentation policies in accordance with its main tasks and functions;
  4. guarantee the availability and acceleration of information and documentation services for information applicants quickly, accurately and with quality by prioritizing the principles of excellent service;
  5. collect, process and compile materials and data on the scope of components within the East Kalimantan Provincial Government to become public information material;
  6. submit reports on the implementation of technical policies and information and documentation services to the Main PPID periodically and as needed.

B. PPID Standard Operating Procedures (SOP).

PPID SOP is one of the necessary equipment to make it easier for PPID to manage and provide information services to the public. Preparation of a Regional Government PPID SOP based on:

  1. PP 61 of 2010 concerning Implementation of Law Number 14 of 2008 concerning Openness of Public Information;
  2. Minister of Home Affairs Regulation Number 35 of 2010 concerning Guidelines for Management of Information and Documentation Services within the Ministry of Home Affairs and Regional Government;
  3. Minister of Home Affairs Regulation Number 52 of 2011 concerning Standard Operational Procedures within Provincial and Regency/City Governments;
  4. Information Commission Regulation Number 1 of 2010 concerning Public Information Service Standards.

C. Public Information List (DIP)

The Public Information Register is a record that contains systematic information about all public information that is under the control of a Public Body. The Public Information List can be used to help prepare an information database and find out what information is controlled and the whereabouts of that information in the unit/work unit. The Public Information Register also makes it easier for the public to search for information and inform the public about what information is available in Public Bodies.

D. Information Services Room

The information service room is a place for public information services and various other information which aims to facilitate the delivery of public information. Information services do not have to be understood narrowly as physical forms of tables, but also function as other information media. In this case, it is necessary to prepare supporting facilities and infrastructure and information service officers.

E. Regional Government PPID Application on the Regional Government Website

The PPID Pemda application on the Regional Government Website is a system that integrates service work processes with information management by PPID Pemda both by PPID and PPID Assistant and is used to assist PPID Pemda in carrying out its duties and authority effectively, efficiently and accountably. Meanwhile, the website embedded with the Regional Government PPID application functions to disseminate information and bridge the Regional Government with the community.

F. Information Services Report

The KIP Law regulates the obligation of Public Bodies to create and publish information service reports as an evaluation process for the implementation of the Regional Government PPID performance. Apart from being announced to the public, the report is also submitted to PPID superiors, namely the Regional Secretary to the Regional Head (Governor/Regent/Mayor). The Regional Head will report on the implementation of PPID performance as part of the Regional Government Implementation Report (LPPD). The PPID performance implementation report within the LPPD is then forwarded by the Regional Government PPID as a report to the Ministry of Home Affairs PPID.

G. Funding

PPID funding is needed to support the implementation of managing public information services to the community. PPID funding sources as regulated in Article 15 of Permendagri No. 35 of 2010 concerning Guidelines for Management of Information and Documentation Services within the Ministry of Home Affairs and Regional Government, are as follows:

  1. Paragraph (2): All costs required for managing information and documentation services within the Provincial Government are charged to the Provincial Regional Revenue and Expenditure Budget;
  2. Paragraph (3): All costs required for managing information and documentation services within the Regency/City Government are borne by the Regency/City Regional Revenue and Expenditure Budget.
