The Government of the Republic of Indonesia set the theme for National Development in 2013 as "Strengthening the Potential of the Domestic Economy for the Improvement and Expansion of People's Welfare". The four main elements in this theme are: (1) Competitiveness, (2) Economic resilience, (3) Increasing and expanding people's welfare and (4) Social and political stability. It is hoped that the four main elements mentioned above will be able to synergize with regional potential.
Meanwhile, increasing competitiveness is the government's performance which focuses on improving the investment and business climate, accelerating the provision of infrastructure or building connecting routes between regions which have long been a problem with distribution, increasing industrial development in various economic corridors, and creating jobs, especially for young workers who have competencies that suit regional needs.
Economic resilience includes issues of food security, namely planning to achieve a rice surplus with a target of 10 million tons in 2014 and increasing the electrification and energy conversion ratio.
Meanwhile, improving and expanding people's welfare originates from two main axes, namely: increasing human resource development so that they are able to produce quality performance and improving the quality of human resources, and accelerating poverty reduction which is summarized in synergy of clusters one to four.
Consolidating social and political stability, including preparation for the 2014 General Election, improving bureaucratic performance and eradicating corruption, as well as accelerating the development of the minimum essential force (MEF). National priorities and strategic issues in 2013 include 11 priorities, namely:
(1) Bureaucratic and governance reform;
(2) Education;
(3) Health;
(4) Poverty alleviation;
(5) Food security;
(6) Infrastructure;
(7) Investment climate and business climate;
(8) Energy;
(9) Environment and disaster management;
(10) Underdeveloped, frontier, outermost and post-conflict areas;
(11) Culture, creativity and technological innovation.
Apart from the 11 priorities, there are three other priorities, namely:
(12) Politics, law and security;
(13) Economic sector;
(14) People's welfare sector.
The preparation of the 2013 RKP will present the integration of the government program Masterplan for the Acceleration and Expansion of Indonesian Economic Development (MP3EI) with the Masterplan for the Acceleration and Expansion of Indonesian Poverty Reduction (MP3KI).
