Samarinda, 6/3/13. Pangripta Nusantara Anugerah was first given to the provincial government in 2011. In 2011 award Pangripta Nusantara is given to the provincial region with the best regional medium -term RPJMD (RPJMD). Whereas in 2012 the Pangripta Nusantara Anugerah was given to the provincial region with the best 2012 Regional Development RKPD (Regional Development Plan). While for 2013, the Anugerah Pangripta Nusantara will be given to the provincial and district/city governments for the best 2013 RKPD.
This was revealed at the time of socialization of the 2013 Nusantara Pengipta Awarding Guidelines led by the Head of the Regional Development Assessment and Financing (P3D) of East Kalimantan Bappeda, Ir.H. Djoko Susilo Handono who represented the Head of East Kalimantan Bappeda, accompanied by the Head of Government and Apparatus, Siti Sugiyanti, SE., M.Sc and from the Bangda Setwilda Bureau of East Kalimantan Province starting at 09.00 WITA in the Second Floor Propeda Meeting Room Number 2 Samarinda.
Socialization of the 2013 Nusantara Pastoring Guidelines was attended by participants of approximately fifty people who came from officials and staff of the Bappeda of East Kalimantan Province all SKPD related to the scope of the East Kalimantan Provincial Government and the NGO.
According to the presentation of the Head of P3D Bappeda Kaltim, Ir.H. Djoko Susilo Handono who comes from the Ministry of PPN/Bappenas that in line with the implementation of regional autonomy, each region has different issues, characteristics and capacities in the preparation of development plan documents, one step to improve the quality of development plans is to give awards to the regions that have succeeded in compiling good development plan document.
This award assessment is expected to provide encouragement for each region to improve the quality of development plan documents. In addition, the awarding can also strengthen cooperation and partnership in realizing higher quality development planning.
Purpose of Giving Pangripta Nusantara Planning Award
While the purpose of the granting of the Pangripta Nusantara Planning Award to the Provincial and Regency/City Governments is to prepare a better, consistent, comprehensive, measurable and implemented development plan for the development plan, as well as being able to create incentives for the Regional Government to realize more planning good and quality.
Targets of Giving Pangripta Nusantara Planning Award
While the targets to be achieved from the Pangripta Nusantara Perusanan Award Guidelines include:
1. Compilation of methods and criteria for assessment of development plan documents; 2. The spread of information about the methods and criteria for evaluating the development plan document; 3. Implementation of the Assessment of Development Plan Documents;
4. The election of the best development plan for the criteria that have been determined.
Provision of the Best City Development Work Plan (RKPD) is carried out through a series of activities including:
1. Determination of Development Plan Documents assessed
Development Plan Documents assessed are district/city regional development work plan documents (RKPD) that are legally valid both in the form of Regent Regulations and Regional Regulations;
2. Selection of Assessment Methods and Criteria
Assessment Methods are carried out by weighting methods using four (4) parameters and fifteen (15) indicators;
3. Assessment Phase I Assessment Phase I is carried out on Regency /City RKPD documents in each province. The assessment is carried out based on 4 parameters and 15 indicators that have been determined. Assessment of planning documents in phase I has a weight of 30% of all assessments.
4. Phase II Assessment
Phase II Assessment is carried out through interviews with the 3 best regency /city regions. Wawancana Assessment In phase II is the weight of a value of 40% of all assessments.
The results of the assessment of phase II will produce 1 of the best regencies /cities. The results of the second phase of assessment were submitted to the Ministry of National Development Planning /Bappenas to continue the assessment on the national scale of the Central Assessment Team
5. Final Stage Assessment
In the final assessment, the central assessment team receives the results of the Best Regency /City RKPD assessment 1 (one) from each province. The assessment team will assess 33 regency/city RKPD. The assessment will be carried out in the form of interviews at the Ministry of National Development Planning/Bappenas with a weight of 30%. The final assessment will produce 3 best regency/city winners and 3 regency/city hope winners. (Public Relations Bappeda Kaltim/Sukandar, S. Sos).
