Data & information for development
Balikpapan, Monday 9/6/14. Governor of East Kalimantan DR.H.Awang Faroek Ishak was represented by the Head of the Central Statistics Agency of East Kalimantan Province,
Aden Gultom delivered a speech and opened the 2014 Synchronization and Consolidation of Development Data event for East Kalimantan and North Kalimantan at the Ball Room of the Pasifik Hotel, Jalan Jenderal Achmad Yani The City of Balikpapan was attended by the Deputy Mayor of Balikpapan, BPS of the Republic of Indonesia, SKPD of East Kalimantan Province and SKPD of Regencies/Cities throughout East Kalimantan and North Kalimantan totaling approximately 75 people.
The 2014 East Kalimantan Development Data Synchronization and Consolidation Event with the theme "Building 'One Data One Map' to Realize Economic Competitiveness Based on Natural Resources and Environmentally Friendly Energy", started with a welcome dance presented by the Department of Youth, Sports, Culture and Tourism of Balikpapan City, then continued with reading prayers followed by singing the song Indonesia Raya, then the presentation of the chairman of the committee's report was delivered by the Head of the City Bappeda Balikpapan, Drs. statistics.
With this meeting, it is hoped that we will be able to produce recommendations for improvements and improvements in the arrangement of regional statistical data, both basic statistics and sectoral statistics in the Provincial and Regency/City governments for the just and sustainable development of East Kalimantan, as well as improving the quality of life and welfare of the people. Said the Governor of East Kalimantan.
2014, as the beginning of my leadership in the second term as Governor of East Kalimantan, was declared the Performance Era, where measurable performance must be the main reference for future government administration, from the planning, implementation, evaluation to reporting stages. For this reason, in 2015 and beyond, we must improve the achievement of government performance both at the provincial and district/city levels as a cumulative achievement of SKPD performance.
In order to achieve good development performance, the support and active participation of all the people of East Kalimantan, especially the SKPD of the Provinces and Districts of Cities throughout East Kalimantan, is therefore necessary, therefore the determination and promulgation of the "PERFORMANCE ERA" means the main reference for the administration of our government in the future which must be measurable and integrated in managing development problems. Measurability to determine the effectiveness of the bureaucracy in handling various problems as well as being accountable to society.
For this reason, the Provincial and District/City Governments must always have a database (data base) that is reliable, valid, constantly updated with a fast information system, so that the implementation of development related to technical institutions can be measured directly and achievement targets known. This is in line with one of the stages in preparing these documents in the form of data and information in accordance with Permendagri 54/2010, and is mandated by Law No. 16/1997 concerning statistics where Sectoral Statistics are prepared by regional governments through SKPD (sectors) while Basic Statistics are provided by BPS. The availability of valid data is one of the main variables that determines the success of development, both at the planning, process and development evaluation stages. This is because accurate data plays a very important role at the planning stage so that it is able to identify the needs and problems faced by the community.
As development implementers, Regional Governments should collect and inventory all data and information needed for development.
We need to know that the lack of data in quantity or quality will not produce in-depth analysis of a problem and will not be strong enough to be used as material for decision making or planning.
Don't let the sectoral data needed for the preparation and implementation of development programs that are right on target and able to reach remote areas be difficult to obtain, both from the central and regional government levels.
Jika data yang diperoleh sudah tidak update dan accurate, then the work program prepared and implemented by the government will be hampered and lead to failure. Of course we don't want that to happen in East Kalimantan Province. This is our shared responsibility, don't let development in East Kalimantan be slow just because of the slow flow of data information
To support the implementation of integrated and measurable development in achieving good government performance, it is necessary to support data and maps that are valid and always updated. Therefore, the East Kalimantan Provincial Government, in collaboration with the Geospatial Information Agency, has developed the One Data One Map Program, with the hope that by January 1 2015 there will be a system that is reliable in managing data and will become a reference for implementing development in both the Province and City Districts, including in carrying out evaluations of development results.
The goal we want to achieve from the one data one map system is to have an accurate, centralized and integrated development database, so that development policy analysis is produced that is precise, actual, high quality and accountable for the Province, Regency/City and stakeholders.
With the construction of the one data one map system, it is hoped that it will produce measurable and comprehensive development planning, which in the end will make it easier for us to carry out reliable development control, monitoring, evaluation and reporting, besides making it easier to exchange data between SKPDs and also be useful for the public
Hadirin yang saya hormati,
Provinsi Kalimantan Timur dihadapkan berbagai tantangan diantaranya :
From the population in 2010 the census results were 3.58 million people, apart from that Life Expectancy reached 74.7 years, on the other hand the population is more concentrated in urban areas at 68.9%, this requires the Provincial Government to:
a. Memberikan layanan pendidikan, kesehatan dan pengembangan keterampilan.
b. Population and Family Planning.
c. Economic policies that support workforce flexibility work and markets.
2. Increasing food supply in line with increasing demand due to increasing population,
3. There is still a high development gap between districts/cities where the highest contributor to GRDP is only in urban areas.
4. Energy supply in the context of growing modern economic activities.
5. In the next five years there is a tendency for regional income from the balancing fund to decrease. This is due to the decline in oil and gas production.
In view of the various existing challenges, the "One Data One Map" that will be built will contain various information that will be presented and mapped, including:
- Population potential and distribution;
- Distribution of agricultural land, plantations, mining and other natural resources;
- Transportation networks;
- Development of growth and development centers;
- Reliable infrastructure;
- 8 Kawasan utama pembangunan ekonomi.
At the end of his speech, the Governor of East Kalimantan hoped that by mapping this various information, it would produce in-depth analysis to solve all development problems and challenges in East Kalimantan as material for decision making or future planning as an effort to realize economic competitiveness based on Natural Resources and Environmentally Friendly Energy.
