The East Kutai Regency Government continues to develop data collection from the Budget Monitoring and Absorption Evaluation Team (TEPPA), today conducting TEPPA Technical Guidance (Bimtek) in the Repetada meeting room on the second floor of the East Kalimantan Province Bappeda office, Jalan Kusuma Bangsa Number 2 Samarinda.
The TEPPA Bimtek participants numbered approximately 40 people from all SKPD within the East Kutai Regency Government and were guided by resource persons from the Bappeda of East Kalimantan Province, including Charmarijaty, ST., M.Si assisted by a team including Muhammad Hamsani, Baskoro, Andrei and others.
The TEPPA application really helps SKPD in making project reports, both physical and financial. So that once every three months, the project progress of each SKPD can be reported to the Presidential Work Unit for Development Supervision and Control (UKP-PPP). "With this application, each SKPD can update its project report every month. So once every third of the month, the results of the report can be sent to UKP-PPP to be forwarded to the president.
Another benefit of the TEPPA application is that each SKPD head can have real knowledge and can monitor project conditions in the field. Previously, the SKPD head did not know the progress of the project. With TEPPA, they know whether the project has progressed according to target or not.
The TEPPA application also displays report cards for each SKPD. For those who receive a blue report card, this means that the SKPD concerned has completed the project. A green report card indicates that the project is still ongoing. A yellow report card means the project is still in progress. Meanwhile, a red report card indicates that the project is behind schedule. Indeed, there are no awards or punishments for SKPDs that receive red report cards. But at least, they received moral punishment.
Another important advantage of the TEPPA application is that it is able to reduce excess budget calculations (Silpa). With a report card, each SKPD will maximize budget absorption. Doesn't the budget come from the people? Therefore, the budget must be used as optimally as possible for the welfare of the people as well. This is where TEPPA plays an important role. In the future, his party asked SKPD to advance the auction schedule to the beginning of the year. At least by March, the auction must be completed. This will be useful if the auction fails to find a winner. So there is still time to carry out a re-auction.
Apart from these benefits, it is also beneficial to the project results. With plenty of time, project quality is guaranteed to be maintained. The case is different if the auction is held towards the end of the year. The quality of the project will certainly be disrupted due to chasing targets. Project planning and land are also expected to be completed at least a year before implementation. Don't let both things be done in the same year.
