Industrial Development and Downstreaming

Balikpapan, 11/27/14. One of the points in the agreement at the Coordination Meeting of Governors throughout Kalimantan with the theme "Harmonization, Synchronization and 1a._para_gubernur_DSC_0036Synergy and Certainty in Investing in a Sustainable Management of Natural Resources for the Welfare of the People" means that the Provincial Governments throughout Kalimantan have agreed to urge the Central Government to prioritize the development of industrial areas and downstreaming with the aim of equitable development and improving the welfare of the people on the island of Kalimantan.

This is an agreement from all Provincial Governments throughout Kalimantan in the coordination meeting of Governors throughout Kalimantan opened by the Deputy Governor of East Kalimantan, H.M. Mukmin Faisyal HP, SH, MH was attended by the Governor of Central Kalimantan, the Governor of South Kalimantan and the Regional Secretary of West Kalimantan Province, while Acting. The Governor of North Kalimantan was not present and was also attended by officials from the provincial government throughout Kalimantan, especially from Bappeda.

The meeting of Governors throughout Kalimantan is a routine meeting which is part of the Kalimantan Regional Development Revitalization and Acceleration Cooperation Forum (FKRP2RK) with the aim of discussing various regional programs.

The East Kalimantan Provincial Government as coordinator of the Kalimantan Regional Development Revitalization and Acceleration Cooperation Forum, abbreviated as FKRP2RK, in the 2013-2014 period was led by the Governor of East Kalimantan and the next forum coordinator will be led by the Governor of Central Kalimantan.

This forum aims to be a forum for cooperation to accelerate the improvement of people's welfare in a just and sustainable manner through: 1). Regional Coordination and Cooperation to accelerate development on Kalimantan Island; 2). Sustainable development of regional economic competitiveness; 3). Development of Kalimantan Island in an integrated, effective and efficient manner.

In an effort to accelerate improving people's welfare in Kalimantan, development cooperation is focused on 3 (three) areas of development, namely: (1) increasing connectivity (2) energy supply and (3) food security.

This development focus is motivated by the common problems faced by the island of Kalimantan, namely that even though it has abundant natural resource potential (SDA), intra- and inter-regional connectivity is still low, as is access to energy sources, fuel quotas, electricity availability and food (rice) availability.

The three development focuses were chosen with the aim, firstly, to make the discussion and proposal of program priorities submitted to the Central Government more focused and effective and secondly to overcome fundamental problems which are strategic development issues on the island of Kalimantan.

The Governor of East Kalimantan conveyed the message that he represented to the Deputy Governor of East Kalimantan, namely to ensure that discussions and proposals for development priorities to the central government require special strategies for the governors, such as visits to relevant ministers or visits to the Coordinating Economy and conveying the formulation of the results of the Kalimantan Governor's Working Meeting on November 5 2014 at the Borobudur Hotel, Jakarta. Among other things:

3. To accelerate the completion of the RTRW for provinces on the island of Kalimantan which have not yet been completed using a one-stop procedure through the Indonesian Ministry of Agrarian Affairs and Spatial Planning;
4. To overcome the problem of land control in forest areas by the community, for example, to issue land certificates in forest areas for the community, they can use the legal basis of a joint regulation of the Minister of Forestry, Minister of Home Affairs, Minister of Public Works and the head of BPN regarding how to resolve land control in forest areas. For this, the readiness of each provincial and Regency/City government is required to utilize this joint decision;
5. To support food security, the government will build an irrigation network covering an area of ​​1 million hectares and rehabilitate reservoirs and dams. Therefore, it must be ensured that Kalimantan Island gets part of the irrigation network development plan;
6. Accelerate the construction of inter-provincial roads on the island of Kalimantan which are still cut off and bridges, as well as building a road network to the center of industrial areas and central growth areas;
7. Increasing the efficiency of resources in the agricultural sector, especially in land use, as well as improving agricultural infrastructure to increase agricultural production while increasing the number of farming households and increasing the use of machinery, therefore funding support from the APBN for proposed programs/activities in the field of food security is highly expected;
8. There must be a licensing revolution in all aspects and giving authority to regional governments. Next, it is hoped that Governors throughout Kalimantan will submit a proposal for deregulation of licensing in the energy sector to the Ministry of Energy and Mineral Resources, as a form of policy restructuring, especially in the energy sector on the island of Kalimantan.

Priority development programs are directed at exploiting the extraordinary potential of natural resources with a manufacturing approach as what is traded is not a primary product but in the form of processed goods, both intermediate products and final products.

Evidence of serious regional governments throughout Kalimantan carrying out economic transformation towards manufacturing with the establishment of an industrial area in Maloy, East Kalimantan as an MBTK KEK based on the PP. No. 85/2014 we hope that industrial areas will grow in Kalimantan.

To support the development of industrial areas, the government throughout Kalimantan has and will continue to pay attention to the readiness of human resources through the construction of the Kalimantan technology institute, ISBI and student scholarships to medical programs, for example Kaltim Cemerlang with a target of 250,000 scholarships in 5 years and supports the central government's policy to carry out a licensing revolution.

Implementation of the Coordination Meeting of Governors throughout Kalimantan who are members of the Kalimantan Regional Development Revitalization and Acceleration Cooperation Forum (FKRP2RK) with the theme "Harmonization, Synchronization and Synergy and Certainty of Sustainable Investment Management of Natural Resources for People's Welfare" in the meeting room of the Novotel Hotel Jln. The agreement that will be submitted to the Central Government is as follows:
1. The Central Government must prioritize the development of industrial areas and downstreaming with the aim of equitable development and improving the welfare of the people on the island of Kalimantan;
2. The Central Government is accelerating the provision of electrical energy on the island of Kalimantan through the construction of power plants, a connected transmission network, expansion of the distribution network throughout Kalimantan and must be completed no later than 2017;
3. The government must immediately complete the Kalimantan Province Spatial Planning Plan no later than February 2015;
4. Based on the results of the study, it is known that there is no relationship between large-scale coal exploitation on the island of Kalimantan and the welfare of the people, so in order to control coal production for the greatest prosperity of the people, the Governors of Kalimantan are considering implementing a shipping moratorium. coal production outside the region for a certain period of time;
5. Request special attention to the Central Government to immediately provide justice to the people of Kalimantan in all aspects of development;
6. Strengthening the Revitalization Cooperation Forum for the Acceleration of Regional Development in Kalimantan (FKRP2K) so that it can become an effective forum for accelerating development in Kalimantan;
7. In preparation for the meeting between the Governors of Kalimantan and the President of the Republic of Indonesia at the 2015-2020 RPJMN Regional Musrenbang event in Tarakan on 10 December 2014, a meeting of the Governors of Kalimantan will be held on 9 December 2014 in Tarakan to prepare materials;
8. Regarding the 2015-2020 RPJMN Regional Musrenbang in Tarakan, matters that will be conveyed to the President of the Republic of Indonesia include: a). Proposed Kalimantan priority program; b). Declaration of FKRP2RK as a joint forum with Kalimantan in the context of accelerating Kalimantan regional development in the infrastructure sector; Transportation, communications and informatics; Education; Health, Food Sovereignty; culture and tourism; industry; Border Region; c). For border areas, it must be a strategic program and national priority for regional resilience and improving community welfare.
