2015 Pre-Musrenbangnas Socialization
Jakarta, 10/4/15. The Ministry of National Development Planning/BAPPENAS held a Pre-Musrenbangnas Forum Socialization
Year 2015 to Bappeda Provinces throughout Indonesia in the ground floor meeting room which was attended by approximately 400 participants, including participants from Bappeda of East Kalimantan Province.
In accordance with the direction from the Ministry of National Development Planning/Bappenas, the agenda for the implementation of the Pre-Musrenbangnas is from 16 to 24 April 2015 at the BAPPENAS office, Jalan Taman Suropati Number 2 Menteng, Central Jakarta and the closing of the Pre-Musrenbangnas on 28 April 2015. Meanwhile, the implementation of the Musrenbangnas on 29 April 2015 is also held at the same place.
Guidelines for the Pre-Musrenbangnas mechanism presented by speakers or resource persons include:
1. Pre-Musrenbangnas was held to discuss the synergy of Ministries/Institutions and Regions towards achieving the targets of the Nawa Cita agenda, which were divided into agenda discussion groups: (i) Mental Revolution, (ii) Food Sovereignty, (iii) Energy Sovereignty, (iv) Maritime, (v) Industry and Tourism, (vi) Borders of Countries and Disadvantaged Regions, and (vii) Education, and (viii) Health;
2. Each discussion agenda group has several Ministries/Institutions that take part in the group session whose programs will be integrated in achieving the Nawa Cita agenda in each province;
3. Each discussion session in each agenda group lasts 1.5 hours to discuss the integration of programs/activities in one province;
4. Each session discusses material comparing provincial proposals and Ministry/Agency plans which have been classified in achieving the Nawa Cita agenda above;
5. The discussion will end with the signing of a discussion agreement by the Provincial Bappeda, several related Ministries/Institutions, and the Group Session Coordinator (Deputy/Director of Bappenas);
6. Deputy Coordinator of the Session Group ensures that the discussion is focused on each target of the Nawa Cita agenda;
7. The deputy coordinator is accompanied by the Director of the core sector and the Head of the Planning Bureau of the Ministry/Agency Responsible for the Agenda (Lead Sector): a). Karoren Ministry of Agriculture for Food Sovereignty; b). Karoren Ministry of Energy and Mineral Resources for Energy Sovereignty; c). Karoren KKP for Maritime Affairs; d). Karoren of the Ministry of Tourism, Karoren of the Ministry of Industry, and Secretary of the KEK for Tourism and Industry; e). Karoren Kemenbuddikdasmen for Mental and Educational Revolution; f). Karoren Ministry of Health for Health; g). Karoren BNPP and Karoren Kemendes PDTT for State Borders and Disadvantaged Regions;
8. Directors of other related sectors also accompany each group according to the discussion group. If there are several groups that require assistance, then other groups can assign the relevant Head of Sub-Directorate/Staff;
9. The Deputy Coordinator invited the Head of the Planning Bureau of the Ministry/Institution Responsible for the Agenda (Lead Sector) to convey the policy and distribution of targets to be achieved in the province concerned in 2016 (for example: how much area, how many tonnes of production, how long, how many, and in which districts/cities) briefly;
10. The Deputy Coordinator will direct the discussion to confirm the Nawa Cita Targets based on the K/L Program and proposals from the regional government as well as the Nawa Cita Targets based on location;
11. The Deputy Coordinator assigns 2 staff members in his area to be note takers: a). Notewriter-1 is tasked with operating the E-Musrenbang matrix as discussion material; b). Notewriter-2 is responsible for recording the progress of the discussion.
Meanwhile, the duties of the Ministry/Agency responsible for the agenda (Lead Sector) in accompanying the deputy coordinator are:
1. Prepare data on distribution of targets for achieving the Nawa Cita agenda: (i) Mental Revolution, (ii) Food Sovereignty, (iii) Energy Sovereignty, (iv) Maritime, (v) Tourism and Industry, (vi) Borders of Disadvantaged Countries and Regions, and (vii) Education, and (viii) Health in each province/region for 2016 briefly;
2. Assist the Deputy Coordinator to complete explanations/responses regarding policies and strategies for achieving the Nawa Cita agenda in each province/region;
3. As Lead Sector, oversee the commitment to support other Ministries/Institutions and the commitment of the Regional Government in achieving the Nawa Cita agenda in an integrated manner.
Meanwhile, the Pre-Musrenbangnas mechanism guidelines for Regional Governments are:
1. Each Regional Government discussion session is given the opportunity to involve a maximum of 10 people (Provincial Bappeda is permitted to involve Provincial SKPDs related to the agenda group);
2. If there is a session where one province must discuss 2 agenda groups at the same time/session, it is necessary to arrange for representatives of the Provincial Bappeda and the relevant Provincial SKPD to be included in the two agenda groups. Each province has a maximum of 10 people;
3. The spokesperson for the discussion is the Provincial Bappeda, while the Provincial SKPD is permitted to speak briefly as long as the Provincial Bappeda gives him the opportunity;
4. After discussing an agenda, the representative of the Head of Bappeda or his representative will sign the Minutes of Agreement;
5. After the Province has finished discussing one agenda group, it will move to another agenda group according to the schedule;
6. Each session, the Ministry/Institution assigns its Planning Bureau and/or Technical Unit to attend agenda groups that require program/activity support from the Ministry/Institution (see distribution of forum participants);
7. For ministries/institutions that are responsible for the agenda (lead sector), the Head of the Planning Bureau accompanies the Deputy Group Session Coordinator;
8. For Ministries/Institutions that are required in several agenda groups, as far as possible assign officials/staff who can make decisions;
9. Every time a session changes, the Ministry/Agency will remain in the group room, the one that changes room is the Regional Government;
10.After discussing a province, representatives of Ministries/Agencies will sign the Minutes of Agreement.

1. Each session, the Ministry/Institution assigns its Planning Bureau and/or Technical Unit to attend agenda groups that require program/activity support from the Ministry/Institution (see distribution of forum participants);

3. For Ministries/Institutions that are required in several agenda groups, as far as possible assign officials/staff who can make decisions;
4. Every time a session changes, the Ministry/Agency will remain in the group room, the one that changes room is the Regional Government;
5. After discussing one province, representatives of Ministries/Institutions will sign the Minutes of Agreement.
At the end of his presentation, the resource person conveyed the mechanism for implementing the Pre-Musrenbangnas forum to get the attention of the participants present so that they could provide outreach in the regions, including:
1. The forum was held for 7 days (16-24 April 2015);
2. The number of Provinces present per day is 4-5 Provinces, and what is discussed is per province in each discussion session;
3. Ministries/Institutions (K/L) present were K/L as the lead sector for each Nawa Cita agenda and K/L which had programs/activities supporting the achievement of Nawa Cita;
4. Time allocation is 1.5 hours for each discussion (starting at 08.30 ending at 17.20);
5. Each group discusses the comparison of regional proposals and K/L plans;
6. The discussion focused on achieving each target of the Nawa Cita agenda in each province;
7. The discussion was directed at creating synergy between K/L programs in achieving each target of the Nawa Cita agenda.
