Facilitating Final Draft RKPD East Kalimantan Province in 2023
Secretary of the Bappeda of East Kalimantan Province, Mrs. Charmarijaty, ST, M.Si together with all Heads of Divisions and functional officials within the Bappeda of East Kalimantan Province were present at the event "Facilitation of the Final Draft RKPD of East Kalimantan Province 2023" which will be held in a hybrid manner online and offline at the Four Point Hotel Balikpapan on June 23 2022.

This activity was also attended online by representatives of regional apparatus within the provincial government. East Kalimantan, as well as facilitators from the Ministry of Home Affairs (Inspectorate General, Polpum, Keuda, Otda) and the Ministry of National Development Planning/Bappenas.

This event was held to follow up on the letter of the Secretary of the Directorate General of Regional Development of the Ministry of Home Affairs Number 005/4362/Bangda on June 7 2022 regarding the invitation to a facilitation event for the final draft of the RKPD for East Kalimantan Province in 2023 which was sent to Bappeda of East Kalimantan Province.

Mr Drs. Nyoto Suwignyo, MM as Director of Regional Development Planning, Evaluation and Information, Directorate General of Regional Development, Ministry of Home Affairs, had the opportunity to give direction and open the implementation of this facilitation activity.

It was stated that East Kalimantan Province is the 27th province out of 34 provinces in the series of facilitating the final draft (Rankhir) of the 2023 Provincial RKPD throughout Indonesia. This facilitation is an agenda that will be carried out before the 2023 East Kalimantan Province RKPD is determined on June 30 2022. In this facilitation, there are several formats used in the assessment mechanism for the 2023 East Kalimantan Province RKPD Ranking, namely format 1 is a format for monitoring consistency between RKPD towards RPJMD, format 2 recap of program activities, sub-activities and RKPD ceiling for 2023, format 3 looks at support for activity output and program outcomes towards achieving performance indicator targets for the implementation of regional government affairs, and format 4 for monitoring the consistency of RKPD with RKP.

Next, the Head of Bappeda for East Kalimantan Province, Mr. Prof. Dr. Ir. HM. Aswin, MM delivered a presentation regarding important and fundamental matters in the final draft of the 2023 East Kalimantan Province RKPD which is the result of improvements to the 2023 East Kalimantan Province RKPD draft which was discussed during the implementation of the East Kalimantan Province RKPD Musrenbang forum in Odah Etam, 20 April 2022 ago.

Prof. Aswin conveyed the RKPD theme and 6 (six) RKPD development priorities for East Kalimantan Province for 2023 which had been aligned with the RKP theme and national priorities for 2023. Then he also conveyed the opportunities and challenges in developing East Kalimantan in 2023; projections for regional income and expenditure in 2023; target indicators for development goals and objectives in 2023; as well as priority programs that will be implemented in 2023.

Furthermore, in the response and input session by the facilitators, several notes were summarized, including those conveyed by M. Roudo and Mr. Priyadi from the Ministry of National Development Planning/Bappenas who conveyed the development focus on KEK MBTK , IKN, Development of disadvantaged areas and transmigration, calculation of several macro development indicator targets for 2023 which are set to still be lower than the targets projected by the Central Government, as well as determining indicators for goals, targets, programs, activities and sub-activities must consistent and mutually compatible (supportive).

Furthermore, Mr. Deni Cahyandi from the Inspectorate General of the Ministry of Home Affairs who conveyed the results of the APIP Review so that they could be followed up in full, especially regarding the conformity between the calculation of the projected real financial capacity of the RKPD region and the regional financial picture of the RPMJD; related to the compatibility between regional development targets and priorities of the RKPD and RPJMD; related to the suitability between the performance of regional government administration RKPD and RPJMD; related to the compatibility between the RKPD regional work plan and funding with the development framework and regional instruments stipulated in the RPJMD; related to the suitability of program nomenclature, activities, sub-activities and performance indicators and targets along with indicative ceilings in the Regional Apparatus work plan.

Then continued by Mr. Rooy Salmony from the Director General of Regional Financial Development, Ministry of Home Affairs, Mr. Nurzam Ramadhan from the Director General of Politics and General Government, Ministry of Home Affairs, and Mr. Moses from Sekber SPM, Director General of Regional Development, Ministry of Home Affairs. prioritized in the field of basic services and allocated in accordance with the mandate of the provisions of the applicable laws and regulations; budget allocation for successful elections in 2024, stunting and PKK as well as 6 (six) types of services included in the SPM.

All divisions in Bappeda of East Kalimantan Province at the end of the meeting provided clarification on the responses and notes submitted by the facilitator.
