East Kalimantan Money Follow Program Policy

Budget policyn The Government of the Republic of Indonesia through President Joko Widodo (Jokowi) has asked all ministers in the working cabinet to use their budgets in accordance with priority programs. Jokowi want that the spending budget disbursed will no longer be money following function, but rather money following the program in the work plan government (RKP) 2017 and of course the Regional Government must also accommodate the policies of the Central Government.

Based on the opinion of the Coordinating Minister (Menko) for the Economy Darmin Nasution, ministers must be 'courageous' to organize their subordinates such as echelon I and II officials regarding the preparation of priority programs. "Because whether or not the size of the budget that will be provided in the 2017 RKP depends on priority programs," he said. "That's why the order was handed down to the minister. That was a test for the minister," said Darmin at the State Palace, Jakarta, Thursday (11/2/2016). Quoting from the mass media.

Darmin explained that what President Jokowi meant was the expenditure budget for projects and goods used according to priority programs that had been neatly prepared. Jokowi does not want a budget request first, but there is no priority program.

"The President wants us to have the policy first at the ministry level. Only after there is a policy, there is a program, then it can be reduced to projects. Don't let every year if the APBN goes up by 12 percent, everything goes up by 12 percent. Yes, you can't do that," said Darmin.

According to Jokowi, if the budget for each ministry and institution is only in accordance with the function of the position without being followed by priority programs, then the results that the government will provide to the community will not be visible.

Kaltim Budget Use Policy

In line with the budget usage policy of the Central Government, the East Kalimantan Provincial Government starting in 2017 and the following year has implemented the Money Follow Program policy. The implementation of the Money Follow Program policy by the East Kalimantan Provincial Government certainly aims to increase the efficiency of priority spending for the 2017 and 2018 fiscal years.
The Money Follow Program principle is carried out to secure the allocation of funds for priority programs and increase efficiency for priority program spending. Implementation of this approach is carried out by narrowing or focusing on proposed priority programs/activities, integrating various funding sources (Ministries/Institutions, subsidies, grants, Special Allocation Funds, Village Funds and Financing through BUMN), as well as detailed discussions for project preparation.

Based on the 2013-2018 East Kalimantan RPJMD, in the 2018 budget year there were 12 development priorities, then focused on the 2018 RKPD into 6 development priority sectors, including:
1. Education and Health;
2. Acceleration of poverty alleviation;
3. Expansion of employment opportunities;
4. Community economic development;
5. Agribusiness Development and
6. Improving the Quality of Basic Infrastructure.

While the priority programs were originally 119 according to the 2013-2018 East Kalimantan RPJMD, then the 2018 East Kalimantan RKPD was focused on becoming 29 priority programs. (Public Relations of the East Kalimantan Bappeda/Sukandar, S.Sos).
