Public Consultation on Preliminary Draft RKPD and RPJMD for East Kalimantan Province

Samarinda, (25/03) – All levels of the East Kalimantan Provincial Government together with stakeholders from various sectors, including academics, community organizations and related institutions, attended the Public Consultation on the Preliminary Draft RKPD for 2026 and RPJMD for 2025-2029 for East Kalimantan Province. This meeting was also attended by the Chair of the East Kalimantan DPRD and the Regional Secretary of East Kalimantan Province.


In this forum, the Head of the East Kalimantan Bappeda highlighted various regional economic and social achievements. Among other things, East Kalimantan's Gross Regional Domestic Product (GRDP) per capita has increased significantly and is above the national average, and the Human Development Index (HDI) in 2024 managed to rank third nationally. Apart from that, the open unemployment rate and poverty rate have decreased and are below the national figure. The Gini Index also shows a downward trend, indicating a reduction in economic inequality.


However, the problem of stunting is still a major challenge that must be resolved. On the other hand, the environmental quality index shows improvement, and efforts to reduce carbon emissions are increasingly showing positive results.


The preparation of the initial draft of the Regional Medium Term Development Plan (RPJMD) takes into account the vision and mission and superior programs of the Governor and Deputy Governor, RPJMN 2025-2029, as well as the technocratic design of the RPJMD which must be aligned with RPJMD.


Based on the data obtained, there are three focus development targets for East Kalimantan contained in the 2025-2029 RPJMN, namely, increasing GRDP per Capita, Provincial GRDP Contribution and reducing poverty levels.


For this reason, highlighted policy interventions have been designed to achieve the focus of development targets. including:

1. Development of the Derawan tourism area, Berau.

2. Development of an economic superhub area in the area around IKN

3. Development of the large urban areas of Samarinda and Balikpapan

4. Development of areas based on superior aquaculture commodities and revitalization of community ponds.

5. Development of Kutai Kartanegara agroecotourism priority rural areas

6. Development of Sepingan Balikpapan Airport, APT Pranoto Samarinda, new IKN Airport, Kalimarau Berau Airport, Ujoh Bilang Mahakam Ulu Airport

7. Development of Shellfish Transmigration Areas in Paser Regency

8. Improved conservation management of waters and coastal ecosystems and small islands.

9. Regional management based on ecological/ecosystem unity accompanied by increased mitigation and disaster management efforts

10. Sustainable management of logistics sector facilities and infrastructure

11. Circular economy from household waste sources

12. Electrical connectivity, especially for households that cannot afford to live in affirmative areas and the implementation of the energy transition.

13. Upgrade of Type D Hospital to Type C in Mahakam Ulu

14. Improving the quality of referral services

15. Realization of a Socio-Economic Registration system (Regsosek)

16. Strengthening primary, secondary and higher education, and developing the STEAM field, as well as strengthening vocational education and workforce productivity

17. Development of cultural heritage and customary land of indigenous communities through cultivating artistic and cultural talents.


Regional Development Problem Formulation

Based on the evaluation, there are several main challenges in the development of East Kalimantan, including:

1. The quality of competitiveness and human resources (HR) is not evenly distributed.

2. Economic transformation is still progressing slowly.

3. Gaps in infrastructure development in various regions.

4. Income inequality and regional development

5. High risk of decreasing environmental quality

6. Good governance is not yet optimal


From these various challenges, the government has formulated nine strategic regional development issues which will be the focus of policy in the RPJMD, including:

1. Improving the quality and competitiveness of human resources

2. Alleviation of poverty and inequality

3. Inclusive industrialization-based economic transformation

4. Equal distribution of regional development

5. Basic infrastructure and economic supporting infrastructure

6. Opportunities for developing economic superhubs and IKN targets

7. Environmental quality and reduction of Green House Gas emissions

8. Good governance.


As part of development planning, the 2025-2029 RPJMD Vision and Mission has been prepared which is in line with the 2025-2029 RPJMN, the East Kalimantan Governor's Vision and Mission, as well as the RPJMD technocratic draft and other supporting documents. The vision of the RPJMD for East Kalimantan Province is based on a derivative of the RPJMN, namely "KALTIM SUCCESSFUL TOWARDS A GOLDEN GENERATION"


The regional development mission for 2025-2029 is prepared:


1. Creating Superior and Prosperous Human Resources

2. Realizing East Kalimantan as an inclusive New Economic Center Based on Industrialization of Leading Regional Commodities

3. Increasing Infrastructure Development to Support Economic Activities in Public Services and Health.

4. Realizing Good Governance, Professionalism and Integrity Based on Information Technology

5. Achieving Sustainable Environmentally Minded Development


The goals and objectives for the 2026 RKPD development include:

1. The Realization of East Kalimantan Success

2. Awakening of the Golden Generation

3. Good Governance


Indications for the 2026 RKPD Major Project are also prepared:

1. Downstreaming the agricultural industry through increasing and expanding planting areas based on modern agriculture

2. Development of technology and innovation in all sectors of fisheries, marine, industry and public services

3. Increased incentives for public school teachers, Islamic boarding schools and house of worship guards

4. Encouraging an inclusive economy based on the creative and digital economy to support MSMEs

5. Developing village-based tourism and culture

6. Building and improving health and education infrastructure.

7. Infrastructure development throughout East Kalimantan such as roads, bridges, public transportation, communications networks and international ports.

8. Revitalization of the Mahakam River for public transportation, industrial transportation and tourism

9. Facilitate investment, including providing incentives and cooperation between local government, central government and the private sector.


With the various strategies that have been designed, it is hoped that East Kalimantan will be able to become an increasingly advanced province and make a major contribution to the national economy, especially in the era of economic transformation and environmental sustainability.
