Public Consultation Initial Draft RKPD and RPJMD East Kalimantan Province

Samarinda, (25/03)-All East Kalimantan Provincial Government with stakeholders from various sectors, including academics, community organizations, and related institutions, attended the public consultation of the initial RKPD draft in 2026 and RPJMD in 2025-2029 East Kalimantan Province. The meeting was also attended by the Chairperson of the East Kalimantan DPRD and the Regional Secretary of the Province of East Kalimantan.

In this forum, the Head of East Kalimantan Bappeda highlighted various regional economic and social achievements. Among these, the Gross Regional Domestic Product (GRDP) per capita of East Kalimantan has increased significantly and is above the national average, as well as the Human Development Index (HDI) in 2024 successfully ranked third nationally. In addition, open unemployment rates and poverty rates have decreased and are below the national figure. The Gini index also shows the trend of decline, indicating the reduced economic inequality.

However, the problem of stunting is still the main challenge that must be resolved. On the other hand, the environmental quality index shows improvement, as well as the reduction in carbon emissions increasingly show positive results.

2. Development of Economic Superhub Areas in the area around IKN

3. Development of large urban areas of Samarinda and Balikpapan

4. Development of a Fisheries -Based Commodity -Based Area Cultivation and Revitalization of People's Ponds.

5. Development of Rural Areas of Kutai Kartanegara Agroecotourism Priority

6. Development of Balikpapan Sepingan Airport, Apt Pranoto Samarinda, Ikn Baru Airport, Kalimarau Berau Airport, Ujoh said Mahakam Ulu

7. Development of Shellfigration Areas in Paser Regency

8. Improved management of water conservation and coastal ecosystems and small islands.

9. Management of Ecological/Ecosystem Based Areas is accompanied by an increase in disaster management mitigation efforts

10. Management of Sustainable Logistics Sector Facilities and Infrastructure

11. Circular economy from household waste sources

12. Electricity connectivity, especially for households that are unable to be in affirmation areas and the implementation of energy transitions.

13. The increase in type D hospital to type C in Mahakam Ulu

14. Improving the quality of referral services

15. Embodiment of a Socio -Economic Registration System (REGSOSEK)

16. Strengthening basic, medium, high education, and development of the Steam field, as well as strengthening vocational education and labor productivity

17. Development of cultural heritage and customary land customary land through fostering cultural arts talents.

Formulation of the Problem of Regional Development

Based on evaluation, there are several main challenges in the development of East Kalimantan, including:

1. Unexpectedly the quality of competitiveness and human resources (HR).

2. Economic transformation is still slow.

3. Gaps in infrastructure development in various regions.

4. Regional income and development gaps

5. High risk of decreased environmental quality

6. Not optimal governance is good

From these various challenges, the government formulates nine strategic issues of regional development that will be the focus of policies in the RPJMD including:

1. Improving the quality and competitiveness of HR

2. Poverty alleviation and gap

3. Inclusive Industrialization -Based Economy Transformation

4. Equitable development of the area

5. Basic Infrastructure and Economic Support Infrastructure

6. Opportunities for the development of the Economic Superhub and Mita Ikn

7. Environmental quality and decreased greenhouse gas emissions

8. Good governance.

As part of development planning, the Vision and Mission of the 2025-2029 RPJMD has been compiled in harmony with the 2025-2029 RPJMN, the vision and mission of the Governor of East Kalimantan, and the RPJMD technocratic design and other supporting documents. Vision of the RPJMD of East Kalimantan Province based on the derivative of the RPJMN namely "East Kalimantan Success Towards the Golden Generation"

As for the regional development mission in 2025-2029:

1. Realizing superior and prosperous human resources

2. Realizing East Kalimantan as an Inclusive New Economic Center based on Industrialization of Leading Commodities Region

3. Increase infrastructure development to support the economic and health service economic activities.

4. Realizing good governance, professional and integrity based on information technology

5. Realizing sustainable environmental development

The objectives and objectives of the development of RKPD in 2026 include:

1. Downstreaming agricultural industry through the improvement and expansion of modern agricultural planting areas

4. Encourage the creative and digital economy -based inclusive economy to support MSMEs

5. Developing Tourism and Village -Based Culture

6. Build and improve health and education infrastructure.

7. Infrastructure development throughout East Kalimantan such as roads, bridges, public transportation, communication networks, and international ports.

8. Revitalization of the Mahakam River for public transportation, industrial transportation and tourism

9. Facilitate investment including providing incentives and cooperation between regional governments, central and private centers.

With various strategies that have been designed, East Kalimantan is expected to be an increasingly advanced province and contribute greatly to the national economy, especially in the era of economic transformation and environmental sustainability.
