Bappeda West Kutai Regency conducted a Consultation on the Final Draft Draft Regional Medium-Term Development Plan (RPJMD) of West Kutai Regency in 2016-2021 led by the Head of the Regional Development Assessment and Financing (P3D), Bappeda Province of Kalimantan Province East, Ir.Hj. Farida Hydro Foilyani, M.Si together with the Head of West Kutai Regency Bappeda, Ir. Finsen Allotodang, M.Sc in the Bappeda Propeda Meeting Room of East Kalimantan Province, Jln. Kusuma Bangsa Number 2 Samarinda was attended by the SKPD Scope of the Provincial Government of East Kalimantan, Bappeda Kubar Regency, Bappeda Kutai Kartanegara Regency, Bappeda Mahulu Regency.
Head of P3D Bappeda Kaltim, Hj. Farida Hydro Foilyani said that Samarinda City RPJMD in 2016-2021 must be in line with the East Kalimantan RPJMD in 2013-2018 and the 2015-2019 RPJMN so that the focus of development planning in Samarinda is according to the desired target.
Furthermore, the leader of the meeting said that the preparation of the RPJMD in the administration of an autonomous region is the mandate of the law, which in this case is regulated in Law Number 25 of 2004 concerning the Development Planning System National and Law of the Republic of Indonesia Number 2 of 2015 concerning the Establishment of Government Regulation in lieu of Law Number 2 of 2014 concerning Amendment to Law Number 23 of 2014 concerning Regional Government to Law.
RPJMD is prepared to meet the provisions of Law No. 25 of 2004 concerning the National Development Planning System so that the RPJMD is a planning document that is integrated with national planning in order to achieve synchronization. The 2016-2021 RPJMD Kutai 2016-2021 was prepared as an umbrella or guidance in the preparation of the SKPD strategic plan and the Regional Government Work Plan. The RPJMD is prepared so that the regions have a clear direction and focus in carrying out the stages of development in accordance with the strengths, weaknesses, opportunities, and challenges faced both at the regional, provincial, national, even international levels.
The preparation of the West Kutai RPJMD refers to the Minister of Home Affairs Regulation No. 54 of 2010 concerning Implementation of Government Regulation No. 8 of 2008 concerning Stages, Penjaruan Penaluan, Gendalian Pen, and Evaluation of the Implementation of Regional Development Plans. In the regulation explained the stages of preparing the RPJMD, including various things that need to be observed by the regions in preparing planning. Nevertheless, Permendagri No. 54 of 2010 it still allows each region to prepare the RPJMD in accordance with the limitations and constraints of data and information possessed by each region.
The existence of this West Kutai RPJMD will facilitate the executive in compiling, implementing, and evaluating
planning and implementation of regional development. The RPJMD also allows West Kutai to compile various programs in accordance with the priority scale along with indicators of success for evaluation tools. The programs arranged in the RPJMD are carried out coordinatively on the SKPD, so that each program will be completed and mutually supportive, so as to avoid the possibility of overlapping.
Through the 2016-2021 West Kutai RPJMD it is expected that regional development and implementation can run more rationally, effectively, and efficiently because each of the programs that have been composed of considering various aspects. Excavation and utilization of resources can also be planned and better allocated.
Legal Basis for Preparation
RPJMD of West Kutai Regency 2016-2021 is compiled in the framework of harmonization and synchronization with national, even international situations and conditions. Thus regional development can be integrated with national development. On this basis, the RPJM is arranged based on the following foundation:

Relationship between RPJMD and RPJP Kutai Barat
RPJMD Kutai Barat 2016-2021 is part of the achievement of West Kutai RPJP 2025. RPJMD 2016-2021 is a continuation of the 2011-2016 RPJMD that has been implemented, evaluated, and reported by the Regional Head. Substantively, the contents of the 2016-2021 RPJMD are further planning in order to achieve the condition of West Kutai in 2025 as stated in the West Kutai RPJP. Various evaluations of RJPMD were previously used to perfect the 2016-2021 RJPMD planning documents. 2021 describes the efforts of the local government in describing the vision and mission and RPJP. The implementation of the RPJMD is poured through each SKPD in the form of a SKPD strategic plan (SKPD Strategic Plan) according to the RPJMD lines, which are focused on the parts as are the SKPD TUPOKSI. The translation of the RPJMD into the SKPD Strategic Plan is poured into programs compiled by each regional apparatus, based on the RPJMD. Implementation of the RPJMD every year is described in the form of RKPD. Each SKPD compiles annual program priorities, so that the achievement of goals is more focused, efficient, and effective. RKPD which is a short -term planning document is prepared based on the consideration of the results of the Musrenbang carried out in stages. In the West Kutai RTRW that had been arranged previously. Physical development as an implementation of the RPJMD is carried out by following the RTRW that have been prepared. This is intended to further guarantee synchronization and harmonization between development areas, as well as paying attention to harmony or harmonization between West Kutai and other regions.
