Consultation on the Final Draft of the 2016-2021 Bontang City RPJMD
Samarinda, Monday 1/8/2016. Bontang City Bappeda held a consultation on the final design of the development plan
Regional Medium Term (RPJMD) Bontang City 2016-2021 led by Head of Regional Development Assessment and Financing (P3D), Bappeda East Kalimantan Province, Ir.Hj. Farida Hydro Foilyani, M.Si accompanied by the Head of Bontang City Bappeda Zulkifli in the Propeda Bappeda meeting room of East Kalimantan Province, Jln. Kusuma Bangsa Number 2 Samarinda was attended by SKPD within the East Kalimantan Provincial Government.
In chairing the meeting, Head of P3D Bappeda Kaltim Hj. Farida Hydro Foilyani said that the Bontang City RPJMD for 2016-2021 must be in line with the East Kalimantan RPJMD for 2013-2018 so that the focus of development planning is according to the desired targets.
The preparation of RPJMD in the administration of the government of an autonomous region is a statutory mandate, which in this case is regulated in Law Number 25 of 2004 concerning the National Development Planning System and Law of the Republic of Indonesia Number 2 of 2015 concerning the Determination of Government Regulations in Lieu of Law Number 2 of 2014 concerning Amendments to Law Number 23 of 2014 concerning Regional Government. Law.
With the election and inauguration of the Mayor of Bontang and Deputy Mayor of Bontang (dr Neni Moerniaeni and Basri Rase) for the 2016-2021 period, on March 23 2016, there is an obligation to prepare the Regional Medium Term Development Plan (RPJMD) for the City of Bontang for 2016-2021 as a guideline for development for 5 (five) years and the realization of the regulatory mandate as regulated in Article 65 paragraph (1) letter (c) Law Number 23 of 2014 concerning Regional Government, which states that one of the duties of regional heads is to prepare and submit a draft RPJMD Regional Regulation to the DPRD for discussion with the DPRD.
Furthermore, based on article 15 paragraph (2) of Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and Evaluation of Regional Development Plans, it is stated that Regional Regulations concerning RPJMD are stipulated no later than 6 (six) months after the Regional Head is appointed.
As a regional development planning document, the RPJMD is an elaboration of the vision, mission and program of the regional head which contains goals, targets, strategies, policy direction, regional development and regional finance, as well as regional apparatus and cross-regional apparatus programs accompanied by an indicative funding framework for a period of 5 (five) years prepared based on the RPJPD and RPJMN.
Regional development planning is a process of preparing stages of activities involving various stakeholder elements in it, in order to utilize and allocate existing resources in order to improve social welfare in a regional/regional environment within a certain period of time which includes: Regional Long Term Development Plan (RPJPD), Regional Medium Term Development Plan (RPJMD), and Regional Development Work Plan (RKPD).
In the context of preparing the Bontang City RPJMD 2016-2021 period, as regulated in Minister of Home Affairs Regulation Number 54 of 2010 concerning Implementation of Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and Evaluation of the Implementation of Regional Development Plans.
