Samarinda City Flood Control Coordination

Samarinda, Monday 23/1/2017. East Kalimantan Provincial Government through the Regional Apparatus Bappeda Province East Kalimantan under the leadership of Dr.Ir.H. Zairin Zain, M.Si continues to make efforts to control floods in the City of Samarinda in collaboration with all parties, including the Regional Apparatus within the East Kalimantan Provincial Government and the Samarinda City Government.

This was revealed at the coordination meeting for the acceleration of flood control in the City of Samarinda on Monday, 23/1/2017 in the meeting room of the Deputy Mayor of Samarinda and attended by the Mayor of Samarinda, H. Syarie Jaang.

Based on the results of the meeting, various problems and solutions have been revealed as well as what has been done by both the East Kalimantan Provincial Government and the Samarinda City Government through the performance of each Regional Apparatus. The notes from the meeting include:

Samarinda City Government through the Mayor of Samarinda
1. The rapid development of Samarinda City means that the government and all stakeholders must be more concerned about the impact of development on the environment;
2. The short-term management concept is to reduce flooding, especially in vital locations. It is hoped that the impact will be felt by the implementation, for example reducing flood points, reducing inundation height & duration of inundation;
3. All officials within the City Government are expected to provide full support in implementing flood control activities carried out by both the Provincial Government and the Ministry of Public Works (BWSK III);
4. Regarding the normalization & strengthening of river banks by BWS on the Karang Mumus River (Ruhui Rahayu Bridge - Unmul), especially on the side of the mayor's house, it can already be implemented;
5. The playground land for the construction of the Mahakam IV Bridge can now be used. If there are still individuals who are obstructing it, it is hoped that the Satpol PP will immediately act;
6. All activities on the Karang Mumus River behind the Sekiri market must be brought under control.

The East Kalimantan Provincial Government through the East Kalimantan Provincial Bappeda
1. The Provincial Government together with BWS have conducted a field survey on the Jl. Antasari & DI Panjaitan. Short-term flood management plans will be implemented at both points;
2. The main support expected from the Samarinda City Government is related to land, handling social problems, and security while work is underway
3. Provincial Bappeda. East Kalimantan and related SKPDs are ready to join & contribute to the Samarinda City flood control team
4. Flood management in the Benangan Reservoir area can be carried out if all the problems are clear
5. A letter from the Samarinda City Government is required stating that the land is free/cleared and ready to be used for flood control activities. Both for disposal land and land that will be used for construction work
6. Regarding the normalization of the Karang Mumus River on the Ruhui Rahayu – Unmul Bridge, if both sides are free, BWS offers to carry out the work through MYC
7. To handle the normalization of the Karang Asam Kecil River, land is needed for the disposal area
8. City Government support is needed to immediately relocate houses on the Karang Asam Kecil River so that river normalization activities can be carried out immediately
9. Bendali Ardans is currently not functioning optimally. There are still 11 Ha of land that has not been cleared
10. Flooding at the intersection of Jl. Suryanata – Kadrie Oenind needs to review the cause because it is handled differently with the presence of Bendali Ardans
11. The provincial government has closed mining permits in the city. Mines that are still operating are illegal mines.

Samarinda City Government through the Deputy Mayor of Samarinda
1. The results of implementing flood control must be measurable
2. If there are social problems in implementing activities, please immediately communicate with the Samarida City Government. The City Government is ready to help handle these problems in the field
3. An integrated flood control team will be formed. This team is tasked with providing technical advice regarding flood management and accelerating the implementation of activities in the field
4. Currently the City Government is planning to clear the Karang Mumus border on the Arif Rahman Hakim - Lambung Mangkurat Bridge
5. The obstacle in providing replacement buildings is that the Regional Government cannot provide grants to the community. It is only permissible to grant leases to residents affected by relocation. Another solution that is being initiated is joining the low-cost housing program
6. Regarding 9 houses in Benanga, letters have been sent since October 2016. If the person concerned does not move, then Satpol PP can go to the field to carry out demolition so that flood control activities can be carried out
7. The disposal area in Benanga can now be used. The community is ready.
8. The City Government hopes to optimize the presence of Bendali HM Ardans for flood control at the Jalan Suryanata - Antasari intersection
9. There is a sediment trap in Wahid Hasyim which comes from the direction of the mirror rock, for attention
10. Flood management must be carried out comprehensively so that floods do not just move from location to place
11. Regarding flooding in Voorfo, a new approach is needed so that the results are more realistic
12. For the relocation of buildings at Ijabah Market, they will be immediately identified in the field, coordinated by Assistant II for the City of Samarinda
13. The City Settlement Service should take a closer look & find solutions for providing houses/buildings for residents affected by relocation
14. The Provincial Government is invited to coordinate actively with the OPD within the City Government

The East Kalimantan Provincial Government through the Provincial Public Works Department. East Kalimantan
1. The relocation of the house will be assisted by the Provincial CK through the Livable Homes program. The plan is to allocate 20 units. City Government to prepare land;
2. Bendali Ardans still needs expansion. Land for expansion has not currently been acquired
3. It is necessary to accelerate the demolition of residents' houses, especially those located above river bodies, so that the program can be implemented
4. The voorfo & Ruhui Rahayu folder was handed over to the City Government in 2013
5. Regarding the construction of Mahakam Bridge IV, it is necessary to accelerate the transfer of the playground so that activities can begin immediately

River Regional Hall III
1. BWS is ready to support the implementation of Samarida flood control
2. Handling must be carried out in an integrated upstream – downstream manner so that flooding can be resolved
3. The auction for the SKM anointing activity at Ruhui Rahayu has been held since October 2016
4. A letter from the Mayor of Samarinda is required explaining that the land along the SKM that will be worked on is free. This letter is used for work purposes in the field as well as for proposals for the next year's APBN
5. For embankment strengthening activities in the Benanga Reservoir, a written statement is required that the land is free & can be used
6. Currently, no dredging will be carried out, only embankment strengthening
7. Bendana reservoir must be dredged immediately. Currently only 10% of its capacity can be used & the water quality is no longer good. Apart from being related to flood control, Benanga is also prepared to provide BSB raw water;
8. In 2017, BWS conducted a study of the Karang Mumus River border.

Provincial Financial & Asset Management Agency. East Kalimantan
1. Regarding handling social problems & implementing activities in the field, a time schedule must be made;
2. There needs to be outreach to affected residents. During this socialization, a letter of agreement must be made which is signed by the residents
3. Regarding the land issue in the Benanga inundation area, Satpol PP is keen to remove the stakes installed by unscrupulous individuals.

The Samarinda Sekot Urban Section is of the opinion that the land for the 11 ha expansion of Bendali Ardans has been socialized. In principle, the residents have agreed to land acquisition at prices in accordance with the law.

Head of the Samarinda City Land Office
1. The land in the Benanga inundation area was acquired in 1976 and the owner received compensation from the province. No further compensation can be given
2. The length of the land acquisition process is 376 days

Assistant II for the City of Samarinda is of the opinion that the work implementer should provide suggestions for disposal locations so that they are affordable for project activities.

Meanwhile, the Samarinda City PDAM is of the opinion that the work implementer should submit a design in advance so that the PDAM can anticipate service disruptions to the community.

The Karang Asam Village Head is of the opinion that the disposal land for the normalization of the Karang Mumus River can use the Roda Mas land. or at TPA Pinang.

The conclusions of the coordination meeting between the East Kalimantan Provincial Government and the Samarinda City Government in flood control include:
1. The Mayor of Samarinda instructed all Samarinda City Government officials to assist in carrying out flood control work;
2. The City Government is ready to assist in implementing the flood control program. If there are problems in the field, especially social problems, implementers must immediately communicate with the Samarinda City Government;
3. Regarding the handling of flooding in the Benanga & Karang Mumus River (Ruhui Rahayu Bridge - Unmul), a letter from the Samarinda City Government is needed stating that all problems have been resolved, both for land disposal and the problem of relocating residents' houses
4. It is necessary to ensure an accelerated schedule for handling land & social issues so that work in the field can be carried out immediately
