BAPPENAS Working Visit 2015

Samarinda, 12/28/2015. Ministry of National Development Planning (PPN) of the Republic of Indonesia/National Development Planning Agency 1b._kunker_bappenas_RR_Propeda_smd_28_des_2015(BAPPENAS) paid a working visit to BAPPEDA East Kalimantan Province with the agenda of a Focus Group Discussion on Spatial-Based Regional Data and Information Management Activities and was received directly by the Head of the Regional Development Division for Regional Development Infrastructure Sector, Denny Wardhana, SR., M.Si representing the Head of Bappeda East Kalimantan Province and at the same time led the working visit in the Propeda meeting room on the second floor of the East Kalimantan Province Bappeda office, Jln. Kusuma Bangsa Number 2 Samarinda.

Working visit participants from BAPPENAS led by Fedilia Silvana came from the Regional Development Directorate of BAPPENAS with members Ika Norlela Sofa, Setya Rusidianto and Setpa Mulyono and Also attended by the East Kalimantan Provincial Central Statistics Agency, Qunardi Irianto as well as participants from the East Kalimantan Province Bappeda from the Regional Development Infrastructure Sector, Regional Development Assessment and Financing Sector, Statistics and Development Control Sector, and the Secretariat.

Discussion of the Focus Group Discussion agenda for Spatially Based Regional Data and Information Management activities began with a presentation from BAPPENAS by presenting Regional Data and Information in Support of Regional Planning and Development with support using the SIMREG online application (Regional Basic Data Information and Management System). The SIMREG BAPPENAS application is divided into two groups of Basic Data, namely National Basic Data and Regional Basic Data.

Regional Basic Data is divided into seven (7) Regional Basic Data groups, namely:
1. Kalimantan Regional Basics;
2. Sumatra Regional;
3. Sulawesi Regional;
4. Papua Regional;
5. Java Bali Regional;
6. Nusa Tenggara Regional;
7. Maluku Regional.

BAPPENAS expects regional involvement in submitting the data needed for regional development and will always adapt to regional data.

Apart from that, in the presentation, BAPPENAS conveyed 4 important points, including:
1. Regional Data and Information as a Basis for Formulating Development Policies;
2. Benefits of Regional Database Development for Regional Interests;
3. Regional input for the development of the Bappenas regional database;
4. Bappenas regional database.

Based on these 4 points, it has a bigger goal, namely Towards a Much Better Indonesia, namely:
1. Pursue increased competitiveness;
2. Improving human quality, including through mental development;
3. Utilizing and restoring lost potential in the maritime and marine sector;
4. Increasing economic growth with a strong and quality base;
5. Reducing disparities between regions;
6. Restoring environmental damage;
7. Advancing social life.

Meanwhile, the National Development Strategy in accordance with the Working Cabinet Development Norms includes:
1. Building for people and society;
2. Efforts to increase welfare, prosperity and productivity must not create ever-widening inequality. Special attention is given to increasing the productivity of the lower middle class of people, without hindering, impeding, discouraging and reducing the freedom of big actors to continue to be agents of growth;
3. Development activities must not damage, reduce the carrying capacity of the environment and the balance of the ecosystem.

Regional data and information have been the domain of the Deputy for Regional Development and Management of regional data and information is in the Regional Data and Information Unit at the Directorate of Regional Development has been in development since 1998.

The benefits of developing regional databases for regional interests include:
1. Regional databases can be accessed and utilized continuously as a source of information for planning needs and various development analyses;
2. Regional databases can be used as a guide and basis for analysis in preparing and formulating future regional development policies;
3. Regional databases can be a means of synergizing basic planning at the center and regions;
4. Regional databases can be a means of two-way communication, especially in providing input to the central government regarding development potential and problems faced by regional governments as material for formulating development policies by the central government.

Regional Governments expect regional databases including:
1. Data Quality
a. The quality of data and information, or expected development studies and analysis?
b. Expected unit of analysis?
c. Completion and improvement of Regional Database applications related to data structures, variables, presentation forms and output according to needs for central and regional planning
d. Enrichment of content, data analysis models, and presentation of output for improvement and perfection of Regional Development Analysis Publications and Regional Development Profiles in Figures (PDDA).
2. Data Accuracy
a. Accuracy of the data and information presented?
3. Data Services
a. Ease of accessing regional data and information?
b. Problems faced in accessing data?
c. Integration of central and regional database systems, so far data and information systems are still carried out independently.

Meanwhile, the needs and support in developing the Bappenas regional database are:
1. Contribution and role of regional governments in providing data and information quickly, precisely and accurately for updating regional databases;
2. Developing development issues and problems (economy, infrastructure, environment, etc.) as input in preparing regional development analysis; and
3. Good coordination between central and regional governments in providing data and information for planning.

SIMREG (Regional Basic Data Information and Management System) is a means of providing data and information online, and supporting planning and decision making.
