Initial Coordination Meeting Action Changes in the Preparation of the Pergub Draft Regarding the Proposed Aspirations of Aspirations in the Preparation of RKPD
Samarinda - In the framework of implementing Action for Change in the Administrator Leadership Training (PKA) series, the East Kalimantan Province Bappeda held an initial coordination meeting on Monday (29/07). The main agenda of the meeting was a discussion of the preparation of a Draft Governor's Regulation regarding procedures for submitting and reviewing aspiration proposals in the preparation of Regional Government Work Plans (RKPD). Alfino Rinaldi Arief, as a form of innovation in supporting improving the quality of regional development planning.
The meeting was held in the Propeda Meeting Room, and was attended by all heads of fields, functional planners/team leaders, as well as field staff P2EPD.
The two main things discussed were the explanation of the action implementation plan and the formation of an Effective Change Action Team. This team will prepare a regulatory instrument in the form of a Draft Gubernatorial Regulation, as a solution to problems that often arise related to aligning proposed aspirations from DPRD, district/city, and community groups into RKPD and APBD documents. implement the process of internalizing proposed aspirations into the RKPD, in accordance with participatory, political, technocratic, top-down and bottom-up planning approaches as mandated in Minister of Home Affairs Regulation Number 86 of 2017 and in line with priority development targets.
This action targeting the preparation of the initial Gubernatorial Draft document and the formation of an Effective Team capable of coordinating the implementation of actions collaboratively. Apart from that, this action aims to increase understanding of the flow of conveying aspirations of DPRD leadership, the flow of conveying bottom-up aspiration proposals by Regency/City Bappeda, as well as verification and validation mechanisms related to aspiration proposals by regional officials.
Through this change action, The process of conveying and reviewing aspirations is expected to be more systematic, measurable and in accordance with regulations. So, submitted proposals can be more easily internalized in the RKPD and have a real impact on regional development.
