Socialization of the Preparation of Employee Performance Targets (SKP) for Functional Planner Positions within the East Kalimantan Provincial Government

In line with policy changes in PermenPANRB No. 1 of 2023 and Perka BKN 2023 regarding the functional position of planners, changes in SKP assessment and obtaining PAK values ​​also occurred. Bappeda of East Kalimantan Province as the Supervisor of the Functional Position of Provincial Scope Planner held a Socialization on the Preparation of SKP for the Functional Planner Position on Thursday (25/01/2024) via Zoom Meeting, with Dr. Guspika, M.B.A from Pusbindiklatren Bappenas as speaker.

During the meeting, the preparation of SKP Assessment Guidelines, Credit Scores, the working mechanism of the Functional Planner Position, and also consultations regarding the promotion system for the Functional Planner Position were discussed.

According to PermenPANRB No. 1/2023 and BKN Perka No. 3/2023, Credit Scores (AK) are replaced with talent points from the conversion of functional officials' performance predicates, which will later be used as eligibility requirements for Functional Positions.

Credit figures are obtained from the January-December 2023 performance assessment, with conversion of the Annual Performance Evaluation predicate in accordance with PermenPANRB No. 6 of 2022. Employees who continue formal education will receive a 25% promotion credit score with a minimum performance requirement of good.

Meanwhile, filling out the SKP includes planning, implementing, monitoring and evaluating performance, as well as behavior based on the ASN Core Value indicator "Being Moral".

For information, the levels of planning positions include First Expert Planner, Junior Expert Planner, Middle Expert Planner, and Main Expert Planner, with the determination of Functional Position groups by MENPAN RB based on knowledge and expertise.

This new policy also allows Echelon II Officials to directly assign Planning Functional Positions without involving Echelon III, in accordance with PermenPANRB No. 7 of 2022, to support agile and collaborative work systems.

By holding this socialization, it is hoped that it will provide in-depth understanding to both the Provincial OPD and the employees of the Functional Plan Positions.
