Socialization of the Preparation of Employee Performance Targets (SKP) of Planning Functional Positions in the Scope of the Provincial Government of East Kalimantan

Along with changes in PermenpanRB policy No. 1 of 2023 and Perka BKN in 2023 regarding the functional position of planners, changes in the SKP assessment and the acquisition of PAK also occurred. Bappeda of East Kalimantan Province as the Trustees of the Functional Position of the Provincial Planner held a Socialization of the Preparation of SKP Planning Functional Position on Thursday (01/25/2024) through the Zoom Meeting, together with Dr. Guspika, M.B.A from Pusbindiklatren Bappenas as a speaker.

In the meeting, it was discussed about the preparation of the SKP assessment guidelines, credit numbers, work mechanisms for functional planning positions, and also consultations related to the system of promoting plans' functional positions.

according to PermenpanRB No. 1/2023 and Perka BKN No. 3/2023, Credit Score (AK) was replaced by talent points from the conversion of the performance predicate of functional officials, which will be used as a requirement for functional feasibility.

Credit scores are obtained from January-December 2023 performance appraisal, with the conversion of annual performance evaluation predicate according to PermenpanRB No. 6 of 2022. Employees who continue formal education get 25% of promotion credit scores with a good minimum performance requirement.

Meanwhile, filling in the SKP includes planning, implementation, monitoring, and performance evaluation, and behavior based on indicators of Core Value ASN "morality".

As information, the level of planning positions includes the first expert planner, young expert planning, an intermediate expert planning, and the main expert planning, with the determination of functional positions by the RB Menpan based on science and expertise.

In this new policy also allows echelon II officials to directly assign functional positions of the planners without involving echelon III, in accordance with PermenpanRB No. 7 of 2022, to support agile and collaborative work systems.

With the holding of this socialization, it is expected to provide in-depth understanding both to the Provincial Scope OPD and to the functional position employee of the plan.
