PPID profile

The transition of democracy in Indonesia that occurred since 1998, has changed the paradigm of state administration which was originally closed to become more open and provided a wider space for public participation. One of the regulatory products from the new paradigm is Law Number 14 of 2008 concerning Public Information Openness (KIP Law). The KIP Law explicitly provides obligations to public bodies to open information relating to its institution, the policies produced, as well as the activities carried out, including financial conditions and the use of the budget. In other words, the public has the right to information from public bodies.

All activities of the preparation, implementation, monitoring and evaluation of the Open Government Indonesia Strategic Plan (OGI) are under the coordination of the Presidential Work Unit for Development Supervision and Control (UKP4). One of the action plans that has been prepared at the OGI level is to optimize the implementation of the KIP Law, which is to encourage the acceleration of the operational formation of information services in the scope of the regional government through the formation of information and documentation (PPID) officials (PPID) of the Regional Government (Pemda) and its devices.

The implementation of the Action Plan related to PPID is under the responsibility of the Ministry of State (Ministry of Home Affairs). In the context of the regional government, PPID is an official determined through the Governor/ Regent/ Mayor's decree, who is responsible for the storage, documentation, provision and information services that are directly responsible to the Regional Secretary as PPID superiors. To provide guidance to the Provincial and Regency/City Regional Governments in forming and operating the PPID regional government, it is necessary to prepare a guidebook for the establishment and operation of PPID provincial and district/city governments.

Information and Documentation Management Officer is formed based on the mandate of the Law of the Republic of Indonesia No. 14 of 2008 concerning Public Information. Information and Documentation Management Officials, hereinafter abbreviated as PPID, are officials who are responsible for the collection, documentation, storage, maintenance, provision, distribution, and information and documentation services in the provincial government environment, which consists of the main PPID and PPID auxiliary.

The main PPID of the East Kalimantan Provincial Government has been formed since September 8, 2011 marked by the issuance of the Decree of the Governor of East Kalimantan Number 491/K.555/2011 and then renewed with the Decree of the Governor Number 0480.15/K.68.2018 concerning the formation of the Information and Documentation Service Management Officer (PLID) of the Provincial Government of East Kalimantan.

PLID in the East Kalimantan Provincial Government consists of the Governor as the Trustees, Regional Secretary as PPID and PPID Main Supervisory and Consideration Teams where their members are echelon II officials in the East Kalimantan Provincial Government. The Utama PPID is chaired by the Head of the East Kalimantan Province Communication and Information Office. Whereas for PPID the provincial government of East Kalimantan Provincial Government is determined through the Decree of the Head of Agency/Office (OPD) in the East Kalimantan Provincial Government

The right to obtain information is a human rights (human rights) which is certainly the obligation of the government apparatus to fulfill it. The purpose of this KIP Law is to invite the community to be actively involved in development, especially in terms of supervision, so that the development carried out by the government is increasingly qualified. In addition, the implementation of the KIP Law is one of the efforts to realize an open government and transparency of governance towards a clean and authorized government (clean and good governance).

A. Information and Documentation Management Officer (PPID)

Based on Law Number 14 of 2008 concerning Public Information Openness, to realize fast, precise, and simple services, each public agency forms information management and documentation. Furthermore, in Government Regulation Number 61 of 2010 concerning Implementation of Law Number 14 of 2008 concerning Public Information Openness, PPID must have been appointed no later than 1 (one) year since the Government Regulation was enacted.

PPID Duties:

  1. compile and implement information policies and compile reports on the implementation of information and documentation policies;
  2. Coordinate and consolidate the collection of information and documentation materials from auxiliary PPID;
  3. save, document, provide and provide information services to the public;
  4. verify public information materials;
  5. conduct a test consequence of the excluded information;
  6. update information and documentation;
  7. Providing information and documentation to be accessed by the public;
  8. Conducting guidance, supervision, evaluation and monitoring for the implementation of information and documentation policies carried out by PPID Supporters;
  9. carry out coordination meetings and work meetings regularly and or as needed;
  10. Assign PPID auxiliary and/or functional officials to collect, manage and maintain information and documentation;
  11. Form a team of facilitation of handling information disputes determined by the Governor's Decree.

PPID Duties:

  1. help PPID carry out its responsibilities, duties and authorities;
  2. Delivering information and documentation to the main PPID is carried out at least 6 (six) months or as needed;
  3. Implement information and documentation technical policies in accordance with their main tasks and functions;
  4. guarantee the availability and acceleration of information and documentation services for information applicants quickly, precisely, quality by promoting the principles of excellent service;
  5. gather, process, and compile materials and data on the scope of components in the Government of East Kalimantan Province becomes the material of public information;
  6. Submit a report on the implementation of technical policies and information and documentation services to the main PPID regularly and as needed.

B. PPID Operating Procedure Standards (SOP)

PPID SOP is a completeness needed to facilitate PPID in managing and providing information services to the public. The preparation of a PPID SOP for the Regional Government is based on:

  1. PP 61 of 2010 concerning Implementation of Law Number 14 of 2008 concerning Public Information Openness;
  2. Regulation of the Minister of Home Affairs Number 35 of 2010 concerning Guidelines for Management of Information and Documentation Services within the Ministry of Home Affairs and Regional Government;
  3. Regulation of the Minister of Home Affairs Number 52 of 2011 concerning Standard Operating Procedures within the Provincial and Regency/City Governments;
  4. Information Commission Regulation Number 1 of 2010 concerning Public Information Services Standards.

C. List of Public Information (DIP)

The list of public information is a record that contains systematic information about all public information under the control of public bodies. The list of public information can be used to assist the preparation of information databases and find out what information is mastered and the existence of the information in the work unit/unit. The list of public information also makes it easier for the public when searching for information and informing the public about what information is in a public body.

D. Information Services Room

The information service room is a place for public information services and various other information aimed at facilitating the delivery of public information. Information services do not have to be understood narrowly as a physical form of the table, but also function as other information media. In this case it is necessary to prepare supporting facilities and infrastructure and information service officers.

E. PPID Applications for Regional Government Websites

The PPID application for local government websites is a system that integrates the service process of service with information management by PPID regional government both by PPID and PPID auxiliary and is used to assist PPID regional government in carrying out the duties and authorities effectively, efficiently and accountably. While the website implanted by the PPID application of the Regional Government functions to spread information and bridge the local government with the community.

F. Information Services Report

The KIP Law regulates the obligation of the Public Agency to create and announce its information service report as an evaluation process of the implementation of the performance of the PPID Pemda. In addition to being announced to the public, the report was also submitted to the PPID supervisor, namely the Regional Secretary to the Regional Head (Governor/Regent/Mayor). The regional head will report the implementation of PPID performance as part of the Regional Government Implementation Report (LPPD). The PPID Performance Implementation Report in the LPPD, then by PPID the Regional Government was continued into a report to the Ministry of Home Affairs PPID.

G. Funding

PPID funding is needed to support the implementation of the management of public information services to the community. Sources of PPID Funding as regulated in Article 15 of Permendagri No. 35 of 2010 concerning Guidelines for Management of Information and Documentation Services within the Ministry of Home Affairs and Regional Government, are as follows:

  1. Paragraph (2): all costs required for the management of information and documentation services in the provincial government environment are charged to the Provincial Regional Revenue and Expenditure Budget;
  2. Paragraph (3): All costs required for the management of information and documentation services in the district/city government environment are charged to the Regency/City Regional Revenue and Expenditure Budget.
