East Kalimantan Natural Resources Management Opportunities

Balikpapan, 7/1/13. Ir. Rusmadi.MS and echelon III and IV officials and staff involved in natural resource management.

The Governor of East Kalimantan said that the management of Natural Resources in East Kalimantan has obstacles, threats and also enormous opportunities in improving community welfare. Geographically, East Kalimantan has an area of ​​20.8 million ha and is located in the middle of the Unitary State of the Republic of Indonesia.

With an area that is around 1.5 times the islands of Java and Madura, East Kalimantan is only home to around 3.7 million people, so it will be a driver of national economic growth. In 2011, East Kalimantan was the province with the 6th largest GRDP value in Indonesia after DKI Jakarta, East Java, West Java, Central Java and Riua. With this GRDP value, East Kalimantan contributes around 67.9% of Kalimantan's Regional GRDP and 36.85% of Eastern Indonesia's Regional GRDP.

Nationally, East Kalimantan is the province with the largest GDP per capita in Indonesia, namely IDR 105.8 million. Regional products in 2011 Rp. 390.64 trillion, 50.29% supported by the mining and processing industry sectors 23.36%. Meanwhile, these two sectors are sectors that cannot be renewed and will one day run out. Meanwhile, GRDP for the third quarter of 2012 was IDR. 321.77 Trillion.

East Kalimantan's economic growth for the last three years has been fluctuating, namely in 2008, the East Kalimantan economy grew by 4.90%, in 2009 it fell to 2.28%, then in 2010 it increased again to 5.04% and in 2011 it became 3.93%. Most of East Kalimantan's GRDP comes from the extraction of non-renewable natural resources with a contribution of around 50.3% of the total GRDP in 2011.

This is in line with the large wealth of mining and excavation materials in East Kalimantan. East Kalimantan has around 37% of national coal reserves with production reaching 51% of national product in 2011. 11% of national oil reserves with production of 16.3 of national production, 24.3% of national natural gas reserves with production of 36%. Apart from that, East Kalimantan also has 23.5% of the National Coal Mentana Gas reserves.

The East Kalimantan Medium Term Development Vision 2009-2013, also known as the Kaltim Bangkit 2013 vision, namely "Making East Kalimantan a Leading Agro-Industry and Energy Center Towards a Just and Prosperous Society" is East Kalimantan's ideal to reduce economic dependence on non-renewable resources, which will eventually run out.

Two major strategies referred to by the East Kalimantan Provincial Government in implementing this vision are: (1). Develop existing industries such as the oil refining industry, fertilizer industry, gas industry and coal mining business; (2). Building and developing agriculture-based industries using an economic scale and industrial cluster approach.

The industrial cluster approach is also used by the East Kalimantan Provincial Government in an effort to change the economic structure of production from being just an exporter of raw materials, to an exporter of finished/processed materials (final/processed products) which have competitiveness value added and are able to provide multiplier effects that more significant for the sustainable welfare of the people(sustainable welfare).

To answer the above challenges, the East Kalimantan Provincial Government has developed a policy that begins with the development slogan "Building East Kalimantan for All" which is the ultimate development goal, inclusive and equitable development aimed at improving the welfare of the people of East Kalimantan, without distinction between ethnicity, religion, political parties and others.

The vision of Kaltim Bangkit 2013 is to realize East Kalimantan as "a leading Agro-Industry and Energy Center towards a Just and Prosperous Society", having three regional development agendas, namely: (1). Creating a safe, democratic and peaceful East Kalimantan supported by a clean and authoritative government; (2). Realizing a regional economy that is competitive and pro-people; (4). Improving the quality of human resources and people's welfare.

With the East Kalimantan Rise 2013 Vision, the East Kalimantan Provincial Government has chosen a strategy to shift the economic structure from the use of non-renewable natural resources to economic development based on renewable resources, from exporters of raw materials to exporters of competitive final/processed products. (competitiveness),has added value (value added) and is able to provide more significant multiplier effects for people's welfare and sustainable (sustainable wealth).
