A Big APBD Must Be a Big Achievement

Java Island APBD, a fairly large APBD should also be balanced with large achievements, said the Regional Secretary of East Kalimantan Province, DR.Ir.H. Irianto Lambrie when giving a speech and opening the Bappeda Coordination Meeting throughout East Kalimantan at the Royal Crown Restaurant Jl. Mulawarwan Tarakan City.
Participants and invitees on the day were officials from II, echelon III, and echelon IV as well as competent staff in the fields of the Central Government, East Kalimantan Provincial Government and Regencies/Cities throughout East Kalimantan, approximately three hundred people, among the invitees who attended and sat with the Head of the East Kalimantan Bappeda, DR.Ir.H. Rusmadi includes the Regional Secretary of East Kalimantan Province, DR.Ir. Irianto Lambrie, Mayor of Tarakan, H. Udin Hianggio, Regional Secretary of Tarakan City, Drs.H. Badrun, M.Si Head of Tarakan City Bappeda, Ir. Sofian, M.Si; Tarakan City Development and Economics Assistant, DR.H. M. Yunus Abbas; Assistant for Economics and Development for the City of Balikpapan and Bappenas. The invited guests for the East Kalimantan Bappeda Coordination Meeting were coordinated by the Tarakan City Bappeda.
The opening of the East Kalimantan Bappeda Coordination Meeting began with a performance of typical East Kalimantan regional arts, then the reading of prayers, then continued with a report from the chairman of the Organizing Committee, Ir.H. Djoko Susilo Handono, Head of Regional Development Studies and Financing, Bappeda Kaltim, and then continued with remarks from the Mayor of Tarakan, and at the end of the event the Governor of East Kalimantan, represented by the Regional Secretary of East Kalimantan Province, DR.Ir.H. Irianto Lambrie.
In his speech, the Governor of East Kalimantan, which was read by the Regional Secretary of East Kalimantan Province, said that the implementation of the Coordination Meeting for Bappeda throughout East Kalimantan was a very important event to evaluate the performance of the previous year (2012) and plan better programs and activities for the upcoming year 2014.
In addition to conveying data and facts from the 2012 APBD silva amounting to Rp. 6 trillion more, both within the East Kalimantan Provincial Government and the Regencies/Cities throughout East Kalimantan are the largest silva in Indonesia. This should be a serious concern for the East Kalimantan Provincial Government and Regencies/Cities throughout East Kalimantan to plan seriously and better in order to increase better realization of the APBD in the coming year.

who was pleased to attend and the Tarakan City Government for helping to facilitate the holding of this Coordination Meeting.
The implementation of the BAPPEDA Coordination Meeting throughout East Kalimantan is an important and strategic agenda in the context of the process of preparing the RKPD for East Kalimantan Province and Regencies/Cities throughout East Kalimantan in 2014.
With this coordination meeting, it is hoped that problems, strategic issues and priority programs of the Provincial and Regency/City governments will be identified that are mutually synergistic and harmonious for the just and sustainable development of East Kalimantan for the sake of improving the quality of life and welfare of the people.
As we all know, the East Kalimantan Provincial Government has established a Long Term Regional Development Plan for 2005 to 2025 which has been described in detail in the Five Year Development Stages (RPJMD) for East Kalimantan Province.
2013 is the fifth or final year of implementation of the RPJMD phase II (2009-2013).
The 2014 Development Plan is a transition period and the first year of implementation of the RPJMD phase III 2014–2018 which will later be prepared by the elected regional heads.
The preparation of the Regional Development Work Plan for 2014, in accordance with Permendagri 54 of 2010, still uses the 2009–2013 RPJMD as a guideline in order to complete targets that have not been addressed.
The performance of the 4 years of development implementation in 2009 – 2012 and the estimated achievements in 2013 must be used as material for analysis to formulate strategic problems and issues which will then become the basis for establishing priority development programs for East Kalimantan in 2014, taking into account the 2014 National development targets.
In accordance with the RPJMD of East Kalimantan Province in 2013 economic growth is targeted to reach >4%, opportunities open work or unemployment decreased to the level of 7.42%, the poverty rate was 7%.
We are grateful that after 4 years of hard work we have achieved a number of successes and the 2013 Kaltim Bangkit development target. This can be seen by GRDP increasing from Rp. 285.59 trillion in 2009 to Rp. 419.10 Trillion.
Economic growth in 2012 reached 3.98%. The number of poor people in 2012 reached 6.68%, exceeding the 2013 RPJMD target. The unemployment rate decreased from 10.83% in 2009 to 8.90% in 2012, but is still far from the target of 7.42% in 2013. Likewise, investment and export performance is increasing.
Similarly, in the field of Bureaucratic Reform, government performance has become better. This is proven by the receipt of the Government Performance Accountability award for four consecutive years from 2009 to 2012. The financial management of the provincial government has received WDP Opinions in 2010 and 2011. We hope that the BPK Opinion in 2012 will increase its status to WTP.
In the field of Procurement of Goods and Services, the East Kalimantan Provincial Government has used E-Procurement. Apart from that, public services are increasingly of better quality in the sectors of tax services, hospitals, education, population administration (E-KTP), libraries, civil service and other public services.
Overall there has been an increase in the quality of life and welfare of the people in East Kalimantan, marked by the HDI which continues to increase and in 2012 it was 76.22 which was ranked 5th nationally.
In connection with the preparation of the 2014 Regional Government Work Plan (RKPD), this Coordination Meeting needs to give serious attention to efforts to formulate development priority programs in accordance with the 2014 RKPD theme plan, namely "Strengthening Regional Economic Competitiveness Based on Renewable Economic Resources Supported by Improved Apparatus Resource Management".
In accordance with the vision of Kaltim Bangkit 2013 which makes 2013 a momentum for economic transformation towards renewable natural resources through the development of industrial areas such as the Kariangau Industrial Area, the Maloy International Port and Industrial Area and the Maritime Tourism Industrial Area on Derawan Island and its surroundings, the Food Estate Industrial Area in Delta Kayan Bulungan and the plan to develop Border Strategic Areas with the Green Belt Program which prioritizes the plantation sector. Therefore, priority development programs for 2014 need to be more directed at infrastructure development and development of production centers by utilizing the potential of renewable natural resources; such as agriculture, plantations, fisheries, the tourism sector and the creative economy as well as other community economic sectors that support the realization of the development of these industrial areas.
Development of production centers and the infrastructure that supports them in rural areas, not only to supply raw material needs for industrial areas but also to be able to open and absorb labor so that the problem of unemployment which is still high in East Kalimantan can be resolved. Strengthening economic competitiveness needs to be accompanied by improving the quality of public services through improving professional management of apparatus resources.
Efforts to formulate quality development planning through establishing clear and focused priority programs with measurable targets and precise loci will be meaningless, if not accompanied by monitoring and discipline efforts in the realization of regional spending.
Based on the evaluation of the Provincial Government's Budget Absorption Evaluation and Monitoring Team (TEPPA), the 2012 East Kalimantan Province APBD was worth IDR. 13.137 Trillion absorbed up to 31 December 2012 amounting to Rp. 11.31 Trillion or 86.14%. Meanwhile, based on the evaluation of the Presidential Work Unit for Development Supervision and Control (UKP4), the aggregate SILPA of East Kalimantan Province and Regency/City is in first position. The highest SILPA of 33 provinces in Indonesia, reaching IDR. 6.28 Trillion. Of the total SILPA Rp. 4.78 trillion (76.11%) came from Regency/City APBD SILPA.
Seeing the huge impact of the low realization of budget absorption on people's lives and the regional economy, it is mandatory for us to control and supervise the acceleration of budget absorption.
In accordance with the directive of the President of the Republic of Indonesia, through UKP4/TEPPA, the Center assigned the Governor as the representative of the Central Government in the regions to supervise Regency/City TEPPA starting in 2013. Therefore, this Coordination Meeting opportunity will be used to socialize the importance of TEPPA and at the same time a TEPPA Desk will be held in the context of reporting the realization of Regency/City APBD.
At the end of his speech, the Governor of East Kalimantan expressed the hope that this Coordination Meeting would result in an agreement indicating the development priority program for 2014 between the Provincial Government and Regency/City Government, to move forward together with the spirit of Building East Kalimantan for All in order to create a prosperous East Kalimantan society.
