Cooperation between communities

The Head of the East Kalimantan Province Bappeda gave a speech and at the same time opened the 2013 Regency/City Regional Development Work Plan (RKPD) Results Evaluation Meeting for the second semester in the Merror Ballroom meeting room, Hotel Gran Senyiur Jl. ARS. Mohammad Number 7 Balikpapan City, East Kalimantan Province, Indonesia.

Approximately 85 people attended the meeting from SKPDs within the East Kalimantan Provincial Government and Regency/City Governments throughout East Kalimantan and Regency/City Governments throughout North Kalimantan Province, the presence of participants and invitees was in order to fulfill the mandate of the laws and regulations regarding PP 08 of 2008, PP 21 of 2011 and Permendagri No. 54 of 2010.

Meeting event for evaluating the results of the Regional Development Work Plan (RKPD) Regency / City 2013 semester This was held from 14 to 16 November 2013, starting with the reading of a prayer by Ismawardi, SE from the staff of the Government and Apparatus Sector of the Bappeda of East Kalimantan Province, then continued with the report of the implementing committee delivered by Rahmawaty, SE., M.Si from the Regional Development Assessment and Financing Sector, Bappeda of East Kalimantan Province and then continued with the delivery of remarks as well as opening the 2013 RKPD Kaltim evaluation meeting by Plh. Head of East Kalimantan Bappeda represented by Kabid. Government and Apparatus, Bappeda of East Kalimantan Province, then the event continued with the presentation of four resource persons in a panel starting with three speakers from the Ministry of Home Affairs of the Republic of Indonesia, Ir. Suprayitno, MA; and then continued with Helda Nusi's presentation and continued with M.S. Rizal M's presentation and the final presentation was delivered by Yusliando, ST Head of the Regional Development Assessment Sub Division, Bappeda of East Kalimantan Province guided by Ir. Ujang Rachmad, M.Si Head of Economics, Bappeda Kaltim.

In his speech the Head of Division. PA said that evaluation activities are the most important because they have 2 (two) functions, namely: 1). As an absolute basis to support the preparation of development plans (function in the upstream position of development); 2). Related to the evaluation function is very important, so in an effort to support the implementation of special evaluation activities for the 2013 RKPD Results Evaluation, the Ministry of Home Affairs provided allocations through Deconcentration funds for the activities in question.

Of course, this is a big responsibility as well as an opportunity to study and carry out Control and Evaluation of regional development planning which in the end can produce quality planning and can support the achievement of East Kalimantan and National development targets.

Furthermore, Siti Sugiyanti said that the regencies/cities at the 2013 RKPD evaluation meeting presented the results of the 2013 development implementation with the hope that the results would be of "high distinction". If this predicate cannot be achieved, then this opportunity can be used as material for discussion to find a solution which will then be submitted to the Ministry of Home Affairs at the 2013 Regency/City RKPD Evaluation National Meeting for Semester II, which is planned to be held on 21 – 23 November 2013

To support this, the East Kalimantan Provincial Government has formed the 2013 Regency/Municipal RKPD Control and Evaluation Coordination Team established by the decision of the Governor of East Kalimantan, which today will scrutinize Regency/Municipal Reports for:
1. Ensure that the RKPD results evaluation report format has been filled in completely and correctly
2. Conclude the extent of regional support for national achievements
3. Calculating average achievements and performance predicates up to Quarter III and estimates for Quarter IV
4. Calculate the average absorption up to the third quarter and estimates for the fourth quarter.

For this reason, it is hoped that the Team together with Regency/City BAPPEDA elements can examine the RKPD documents and the 2013 RKPD Results Evaluation report regarding the substance and its inclusion in the RKPD Results Evaluation form.

In this way, it can produce a comprehensive 2013 East Kalimantan Regency/City RKPD Results Evaluation report (reporting techniques, depiction of target achievements, factors driving and inhibiting target achievement as well as support for National targets). Proper and accurate evaluation of results will be an important asset for preparing plans for 2015.

_3._narasource_105East Kalimantan Provincial Government since the enactment of Minister of Home Affairs Regulation Number 54 of the Year 2010 has carried out control and evaluation of regional development plan documents at both provincial and district/city levels.

In this regard, we express our highest thanks and appreciation to:
1. Regency/City Governments have implemented the mandate of Permendagri 54/2010 regarding the preparation of plans, namely conducting consultations on district/city regional development plan documents (RPJPD and RPJMD) so that they can realize synergy of National, Provincial and Regency/City development;
2. The Regency/City Government has submitted the 2013 RKPD Evaluation Results report for the first semester, which we brought to the National Meeting, and placed East Kalimantan among 150 (one hundred and fifty) regencies/cities out of 253 (two hundred and fifty three) regencies/cities that submitted evaluation reports on the results of the regency/city RKPD. Also placing East Kalimantan as one of the 6 (six) Provinces that expressed support for National priorities. So at that time the East Kalimantan Report was complete, although there were several things that were not perfect;
3. The West Kutai Regency Government has submitted a complete Evaluation Report on the 2013 Semester II RKPD Results.

As we said, control and evaluation activities for provincial and district/city regional development plans based on Permendagri 54 of 2010 have been implemented starting in 2011. However, it is still felt that this is not optimal. One of the things that is reflected in the results of the inspection by the Inspector General of the Ministry of Home Affairs is that East Kalimantan Province has not yet carried out an Evaluation of Regency/Municipal RPJPD Results, in which case districts/cities whose RPJMD implementation period has ended are required to carry out an Evaluation of RPJPD Results. Apart from that, there are still regencies/cities that have not yet established RPJPD regulations.

In this regard, it is hoped that the Regency/City Government can review the mandate of Permendagri 54 of 2010 to become a reference in preparing plans, controlling and evaluating all regional development plan documents.

In this case, several things that should be of concern to us are as follows:
1. Based on the mapping of Regency/City regional development plan documents in East Kalimantan Province, there is still one Regency/City that has not yet established an RPJPD regional regulation, namely the City of Samarinda. For this reason, it is hoped that the RPJPD regional regulations will be immediately prepared and established, so that development implementation has legality;
2. To regencies/cities whose RPJMD implementation period has ended to prepare an evaluation of RPJPD results (Tarakan City, North Penajam Paser Regency);
3. Minister of Home Affairs Regulation Number 54 of 2010 mandates the Regent/Mayor to control and evaluate regional development planning and report the results of the control and evaluation to the Governor of East Kalimantan, namely: a). Evaluation of RKPD Results (at the end of each year); b). Evaluation of RPJMD Results (every year); c). Evaluation of RPJPD Results (every five years/end of RPJMD period).

Carry out Control and evaluation of the Regency/City scope by the Regency/City BAPPEDA and submit it to the Regent/Mayor, which includes: Policy Control, Implementation and Evaluation of Results of regional development plan documents (RPJPD, RPJMD, SKPD Renstra, RKPD and SKPD Renja), including: a). Controlling the policy for preparing the SKPD Strategic Plan (every five years), controlling the implementation of the SKPD Strategic Plan into the SKPD Renja (every year) and evaluating the results of the SKPD Strategic Plan (every year); b). Control of RKPD Preparation Policy (every year, Implementation of RKPD in KUA-PPAS (every year) and Evaluation of RKPD Results (every year).

Regencies/cities that will and have held regional head elections in 2013 are asked to immediately prepare an initial draft of the RPJMD and carry out the final draft consultation stage with the Province, so that the deadline for the adoption of the document into a Regional Regulation can be met.

From 2013 to June 2014 the Bappeda of East Kalimantan Province was in the process of preparing the 2013-2018 RPJMD. For this reason, districts/cities are asked to actively convey problems and strategic issues so that they can be accommodated in the RPJMD of East Kalimantan Province.
