Evaluation of 2013 District/City RKPDs throughout East Kalimantan
Balikpapan, 15/11/13. Regency/City Governments throughout East Kalimantan and Regency/City Governments throughout North Kalimantan delivered presentations
respectively regarding Plan Evaluation Regional Government Work (RKPD) 2013 in the Merror Ballroom meeting room, Gran Senyiur Hotel Jalan ARS. Mohammad Number 7 Balikpapan City, East Kalimantan, Indonesia.
The presentation of the evaluation of the RKPD results of Regencies/Cities throughout East Kalimantan and North Kalimantan in the first session was guided by the Head of Economics, Bappeda of East Kalimantan Province, Ir. Ujang Rachmad, M.Si and continued in the second session guided by the Head of the Government and Apparatus Division of the East Kalimantan Province Bappeda, Siti Sugiyanti, SE., M.Si and in the third session guided by Plh. Head of the Human Resources Development Division, Bappeda East Kalimantan Province and in the final fourth session guided by the Head of the Regional Development Assessment Sub-Section, Yusliando, ST who represented the Head of the Regional Development Assessment and Financing Division, then continued with the closing.
Based on the presentation of the evaluation of the results of the RKPD of Regencies/Cities throughout East Kalimantan and North Kalimantan and the discussions of the participants present, the resulting formulation of the results of the 2013 second semester Regional Development Work Plan (RKPD) Results Evaluation Meeting for Regencies/Cities throughout East Kalimantan and North Kalimantan is as follows:

Today is Saturday, November 16 2013 at the Gran Senyiur Hotel, Jalan ARS. Mohamad 7, Balikpapan produced a formulation for an evaluation meeting of the results of the 2013 Regency/City Regional Development Work Plan for East Kalimantan, semester II, which was carried out based on:
Invitation Letter from the Head of BAPPEDA East Kalimantan Province Number 050/1027/B.P3D/BAPP/2013 Dated 1 November 2013, Concerning the Meeting for Discussion of the 2013 Regency/City RKPD Results Evaluation Report for Semester II;
With the following results:
1. In an effort to strengthen the Governor's role as a representative of the Central Government and as Regional Head in guiding and supervising the evaluation of regional development at the district/city level, deconcentration activities for control and evaluation of the 2013 district/city annual development plans were carried out by the East Kalimantan Provincial Government in accordance with the Technical Instructions as stated in the Circular Letter of the Minister of Home Affairs Number 050/1576/II/Bangda dated 19 February 2013;
2. For regions that have held Regional Head Elections in 2013, namely: East Kalimantan Province, Tarakan City and North Penajam Paser, they must immediately prepare a preliminary draft of the RPJMD and SKPD RENSTRA based on Minister of Home Affairs Regulation Number 54 of 2010 concerning Implementation of Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and Evaluation of the Implementation of Regional Development Plans;
3. It is hoped that an understanding of the substance of control and evaluation of provincial, district/city annual development plans is not only within the provincial and district/city BAPPEDA, but also needs to be extended to all provincial and district/city SKPDs in East Kalimantan and North Kalimantan so that it is hoped that the evaluation of regional development results will be facilitated;
4. In order to optimize the control and evaluation of regional development work plan documents, it is necessary to develop a program based on strengthening institutional and apparatus capacity in districts/cities by creating a control and evaluation application system implemented by BAPPEDA of East Kalimantan Province;
5. Regency/city governments that submit reports on the results of control and evaluation of the 2013 second semester of regency/city RKPD must complete them in accordance with the letter above, namely: 1). Evaluation Report of 2013 Regency/City RKPD Results Semester II; 2). Table of Regency/City Support for National Priorities (RKP) 2013 (Per Priority); 3). Table of Regency/City Support for National Priorities (RKP) 2013 (Recapitulation); 4. Regency/City presentation on 15 November 2013 in a timely manner and with the right substance to the East Kalimantan Provincial Government through BAPPEDA no later than 21 November 2013 which will then be submitted to the Ministry of Home Affairs as part of performance accountability in order to optimize the achievement of targets for implementing deconcentration control and evaluation activities of the 2013 regency/city annual plan which will be submitted on the first week of December 2013;
6. Regarding matters that still require clarification, explanation and confirmation will be carried out in stages starting from district/city, provincial and national c.q. Directorate General of Regional Development, Ministry of Home Affairs;
7. In accordance with the mandate of the Minister of Home Affairs Regulation Number 54 of 2010 that in order to ensure consistency between documents and between documents, when preparing the plan document, from the formulation of the initial design to the determination, policy and implementation control is carried out;
8. Minister of Home Affairs Regulation Number 54 of 2010 requires simplifying the format for the planning and evaluation system.
This is the formulation of the results of the meeting agreed upon jointly by elements of the Ministry of Home Affairs of the Republic of Indonesia, BAPPEDA of East Kalimantan Province and BAPPEDA of Regencies and Cities throughout East Kalimantan Province and North Kalimantan Province. Knowing, a.n Head of BAPPEDA East Kalimantan Province, Head of Government and Apparatus Division, Siti Sugiyanti, SE., Msi and attached all Heads of Regency/City Bappeda in East Kalimantan Province and North Kalimantan Province or their representatives signed the results of the meeting agreement.
