TEPPA Kaltim's achievements are extraordinary
bappeda.kaltimprov.go.id. Governor of East Kalimantan, DR.H. Aang Faroek Ishak received congratulations from the Head of the Presidential Working Unit for
Development Supervision and Control (UKP4), Kuntoro Mangkusubroto as winner of the first (one) best award from UKP4 in implementation of the Budget Absorption Evaluation and Monitoring Team (TEPPA) for the Provincial Government category. The second best achievement (two) was achieved by the West Java Provincial Government, and the third (three) achievement was achieved by the East Java Provincial Government.
This proud achievement was received by the Governor of East Kalimantan and handed over by the Chair of UKP4 after the TEPPA Kick Off Meeting in the Ballroom of the Le Meridien Hotel Jakarta, 24/2/14.
"This award is a form of appreciation that can stimulate the performance of government institutions. With this, it is hoped that government institutions can use the budget and actual expenditure can reach targets," said East Kalimantan Governor Awang Faroek Ishak after receiving the TEPPA TA 2013 award. quoted from the website diskominfo.kaltimprov.go.id.
On that occasion, Awang expressed his gratitude for the performance of all elements in the East Kalimantan Provincial Government. The main and important thing is to realize and maintain success with performance. "Apart from the discipline of each SKPD, what would be more perfect would be if it was supported by the Regency/City," he said. Quoted from the website diskominfo.kaltimprov.go.id
The performance of the East Kalimantan Provincial Government was extraordinary and received very high appreciation from the Governor of East Kalimantan and gave appreciation to all officials and staff within the East Kalimantan Provincial Government for their hard work, smart work and high enthusiasm so that they were able to achieve the first best award, and invited all levels of the East Kalimantan Provincial Government to work even better in the future.
The first best award ceremony for TEPPA Kaltim, apart from being attended by the Governor of East Kalimantan, was also attended by the Regional Secretary of East Kalimantan Province, DR.H. Irianto Lambrie, who is also the Acting Governor of the Main Kalimantan Province, was also attended by Plt. Regional Secretary of East Kalimantan Province, as well as Head of Bappeda of East Kalimantan Province, DR. Ir. H. Rusmadi.MS and Head of Statistics and Development Control, Bappeda East Kalimantan Province, Drs.H. Taufik Hermawan and other officials and staff involved in the management of TEPPA East Kalimantan Province.
As a flashback to the implementation of TEPPA in several regions, the evaluation results show that the disbursement level is not an indicator that can represent the performance of ministries/institutions or provinces. On the one hand, the value of the APBN and APBD during 2010-2013, especially the size of the expenditure components, increased by an average of 21% per year. However, on the other hand, the budget implementing organizations, namely ministries/institutions and provincial governments, tend to be fixed (as indicated by the average growth in the number of civil servants between 2010-2013 which was below zero). This means that the effectiveness and efficiency of the implementing organization in executing the budget is the key.
Based on the evaluation results, this year TEPPA awarded the TEPPA TA 2013 Award. This is an award for K/L/Regional which is considered successful in managing its budget according to the performance assessment criteria by TEPPA. This is also an effort to stimulate and encourage K/L/Regional Ministries to better carry out their budget evaluation, supervision and control functions.
The TEPPA achievements of East Kalimantan Province feel very special for the Governor of East Kalimantan, DR.H. Awang Farong Ishak and his staff because at the end of the government DR.H. Awang Faroek Ishak - H. Farid Wadjady received extraordinary achievements.
According to the general evaluation results, the performance assessment criteria include, among others: deviation between targets and achievements, the size of the budget ceiling, the amount of capital expenditure, the characteristics of activity output, the geographical distribution of work, the implementation of e-procurement, and the intensity of reporting as an indicator. These points are weighted based on their level of importance. As a result, six K/Ls and six provinces deserved to be awarded the 2013 TEPPA Award.
