2015 Bappeda Coordination Agreement for East Kalimantan

Awang Faroek Ishak delivered a speech and opened the 2015 East Kalimantan BAPPEDA Coordination Meeting with the theme "Increasing the Economic Added Value of Superior Regional Products and Strengthening Intra and Inter-Regional Connectivity" in the Multipurpose Building, Bukit Pelangi Office Complex, East Kutai Regent's Office, Sangatta - Kutim on Wednesday 4/2/15 and continued with the implementation of the East Kalimantan Bappeda Coordination Meeting in the Building Regent of East Kutai on Thursday 5/2/15 attended by participants approximately 500 SKPD people related to the East Kalimantan Provincial Government from Regency/City Bappeda throughout East Kalimantan.
Results of the 2015 East Kalimantan Coordination Meeting
1. Develop development planning consistently through a regional dimension approach that prioritizes the accelerated development of leading sector-based economic growth centers focused on increasing added value and employment opportunities, and reducing disparities between regions;
2. Jointly resolving strategic issues and development problems faced by the East Kalimantan region through the implementation of Programs/Activities in synergy to achieve priority targets and objectives for the Development of East Kalimantan Province and Regency/City in 2016 as described in the priority programs/activities in the attached table which is an inseparable part of this agreement by taking into account regional financial capacity;
3. Preparation of Regency/City Regional Medium Term Development Plans (RPJMD) guided by the National Medium Term Development Plan (RPJMN) and East Kalimantan Province Regional Medium Term Development Plan (RPJMD), which are synergistic with National and Provincial development themes and issues in order to achieve National, Provincial and Regency/City development targets and objectives;
4. Develop superior regional commodities that have a broad economic scale as a buffer for the future economy supported by regional development-based infrastructure;
5. Allocate funding sharing for priority activity programs as agreed in point 2 (second) above, in order to achieve the East Kalimantan Province and National development targets in 2016;
6. Provincial priority programs/activities that require Regency/City support and are agreed to be implemented by the Regency/City through consistent allocation of Provincial financial assistance funds must be based on the results of the development planning process supported by planning documents such as the master plan (Master Plan), feasibility study (FS), design plan (DED), environmental impact analysis (AMDAL) and land readiness as evidenced by a certificate of land having been acquired;
7. Following up on the cooperation agreement between Regencies/Cities throughout East Kalimantan in 2014 in West Kutai, and the Provincial Bappeda is expected to facilitate collaboration between Regencies/Cities through meetings and letters to the Regent/Mayor to commit to implementing the collaboration, as well as monitoring the progress of implementing the collaboration in question;
8. Striving to take steps to improve the performance of regional financial management through determining the APBD according to a predetermined schedule, appointing a budget manager in January, forming an evaluation team to accelerate budget absorption in all districts/cities and holding auctions immediately after the APBD is determined, so that it is hoped that in 2016 the WTP predicate can be realized in all districts/cities;
9. The 2015 Regency/City RKPD Musrenbang will be implemented no later than the third week of March 2015 and the East Kalimantan Province RKPD Musrenbang in the first week of April 2015;
10. Agree on mutually agreed priority development programs to be accommodated in the 2016 Provincial RKPD and 2016 Regency/City RKPD;
11. The 2016 East Kalimantan Bappeda Coordination Meeting will be held in Paser Regency no later than the first week of February 2016.
