Consultation on the Final Draft of the Samarinda City RPJMD 2016-2021

Samarinda, Thursday 11/8/2016. Samarinda City Government through the City Bappeda Regional Work Unit (SKPD) Samarinda conducted a consultation on the final draft of the 2016-2021 Samarinda City Regional Medium Term Development Plan (RPJMD) led by the Head of Regional Development Assessment and Financing (P3D), East Kalimantan Province Bappeda, Ir.Hj. Farida Hydro Foilyani, M.Si accompanied by the Head of Samarinda City Bappeda, Sugeng Chairuddin in the East Kalimantan Province Bappeda Propeda meeting room, Jln. Kusuma Bangsa Number 2 Samarinda was attended by SKPD within the East Kalimantan Provincial Government.

Hj. Farida Hydro Foilyani said that the 2016-2021 Samarinda City RPJMD must be in line with the 2013-2018 East Kalimantan RPJMD and the 2015-2019 RPJMN so that the focus of development planning in Samarinda City is according to the desired targets.

The meeting leader further said that the preparation of the RPJMD in administering the government of an autonomous region is a statutory mandate, which in this case is regulated in Law Number 25 of 2004 concerning the National Development Planning System and Law of the Republic of Indonesia Number 2 of 2015 concerning the Determination of Government Regulations in Lieu of Law Number 2 of 2014 concerning Amendments to Law Number 23 of 2014 concerning Government Region Becomes Law.


Based on the results of the Simultaneous Regional Head Election on Wednesday, 9/12/2015, including in the City of Samarinda, the pair of Candidates for Mayor and Deputy Mayor of Samarinda, H.Syaharie Jaang and H.Nusyirwan Ismail, were re-elected and inaugurated by the Governor of East Kalimantan, DR.H. Awang Faroek Ishak at the Sempaja Convention Hall, Samarinda on 17 February 2016 with a service period of 2016-2021, so there is an obligation to prepare a Regional Medium Term Development Plan (RPJMD) for the City of Samarinda for 2016-2021 as a development guideline for 5 (five) years and the realization of regulatory mandates as regulated in Article 65 paragraph (1) letter (c) of Law Number 23 of the Year 2014 concerning Regional Government, which states that one of the duties of regional heads is to prepare and submit draft RPJMD Regional Regulation to the DPRD to be discussed with the DPRD.

Furthermore, based on article 15 paragraph (2) of Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and Evaluation of Regional Development Plans, it is stated that Regional Regulations concerning RPJMD are stipulated no later than 6 (six) months after the Regional Head is appointed.

As a regional development planning document, the RPJMD is an elaboration of the vision, mission and programs regional heads containing goals, targets, strategies, policy directions, regional development and regional finances, as well as regional apparatus and cross-regional apparatus programs accompanied by an indicative funding framework for a period of 5 (five) years prepared based on the RPJPD and RPJMN.

Regional development planning is a process of preparing stages of activities involving various stakeholder elements in it, in order to utilize and allocate existing resources in order to improve social welfare in a regional/regional environment within a certain period of time which includes: Regional Long Term Development Plan (RPJPD), Regional Medium Term Development Plan (RPJMD), and Regional Development Work Plan (RKPD).

Based on all the stages of preparing the RPJMD, both before and after the inauguration of the Mayor and Deputy Mayor of Samarinda H. Syaharie Jaang and H. Nusyirwan Ismail on February 17 2016, it was carried out simultaneously with the preparation of the Samarinda City SKPD Strategic Plan using the basic planning documents contained in Government Regulation Number 8 of 2008 concerning Stages, Procedures, Preparation of Control and Evaluation Regional Development Plan.

The legal basis for preparing the 2016-2021 Samarinda City RPJMD includes:
1. Law Number 25 of 2004 concerning the National Development Planning System (State Gazette of the Republic of Indonesia of 2004 Number 104, Supplement to the State Gazette of the Republic of Indonesia Number 4421);
2. Law Number 23 of 2014 concerning Regional Government (State Gazette of the Republic of Indonesia of 2014 No. 244);
3. Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and Evaluation of the Implementation of Regional Development Plans (State Gazette of the Republic of Indonesia of 2008 Number 21; Supplement to the State Gazette of the Republic of Indonesia Number 4817);
4. Presidential Regulation of the Republic of Indonesia Number 2 of 2015 concerning the 2015-2019 National Medium Term Development Plan (State Gazette of the Republic of Indonesia of 2015 Number 3);
5. Minister of Home Affairs Regulation Number 54 of 2010 concerning Implementation of Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and Evaluation of Implementation of Regional Development Plans (State Gazette of the Republic of Indonesia of 2010 Number 517);
6. East Kalimantan Province Regional Regulation Number 7 of 2014 concerning Regional Medium Term Development Plans for 2013-2018 (East Kalimantan Province Regional Gazette 2014 Number 7; Supplement to East Kalimantan Province Regional Gazette Number 66);
7. Samarinda City Regional Regulation Number 02 of 2014 concerning Samarinda City Regional Spatial Planning for 2014 – 2034; and
8. Regional Regulation Number 4 of 2015 concerning the Long Term Regional Development Plan for the City of Samarinda for 2005-2025.

Relationships Between Documents

The RPJMD is an elaboration of the vision, mission and program of the elected regional head. Apart from that, the RPJMD is a medium-term development plan (5 years) which is not only an elaboration of long-term planning (RPJPD), but will also be a reference for sectoral and regional planning for all lines of government in carrying out their duties, principal and functions. The RPJMD is part of the regional development planning system at the provincial level as part of the national development planning system, including the regional development planning system at the district/city level.

Apart from being based on the 2005-2025 Samarinda City RPJMN and RPJPD documents, the 2016-2021 Samarinda City RPJMD must also refer to the National RTRW and Provincial RTRW documents. This aims to align regional development planning with central government development planning so that the RPJMD becomes a synergistic and integrated document.

Relationship Between RPJMD and RPJPD Samarinda City

The 2016-2021 Samarinda City RPJMD is the elaboration and implementation of the policy direction and main targets of the Samarinda City RPJPD 2005-2025 in the third phase. The 2016-2021 Samarinda City RPJMD is a continuation of the 2011-2015 RPJMD which has been implemented, evaluated and reported by the Mayor. Substantively, the contents of the 2016-2021 Samarinda City RPJMD are advanced planning in order to achieve the conditions of Samarinda City in 2025 as stated in the vision of the Samarinda City RPJPD.

Relationship Between RPJMD and Samarinda City SKPD Strategic Plan

The SKPD Strategic Plan is a sectoral planning document that cannot be separated from the RPJMD, because The RPJMD is a reference for the SKPD strategic plan. The RPJMD targets and priority programs will be achieved through SKPD Strategic Plan programs/activities over the next five years. The implementation of the Samarinda City RPJMD is outlined in the Strategic Plan of each SKPD according to its duties and functions. The Mayor is responsible for achieving the RPJMD targets, while the SKPD Head is responsible for achieving the SKPD strategic plan targets which must be accounted for every year and at the end of the term of office. Here, the success of the SKPD head in achieving the impact and outcome performance targets in the SKPD Strategic Plan will directly and indirectly influence the achievement of the Mayor's vision and mission which has been outlined in the RPJMD.

Relationship Between RPJMD and Regional Government Work Plans (RKPD)

The RPJMD is explained year after year through the RKPD. The annual targets and policy direction of the RPJMD must be guided in determining each year's development priorities and targets in the RKPD. The regional development program, which is actually the Mayor's priority program in achieving the vision and mission of the RPJMD, must be mapped well and specifically from one RKPD to the next RKPD. SKPD prepares annual priority programs and activities in the SKPD Renja. In the context of synergy and synchronization between the RPJMD, RKPD and Renja SKPD, every year a RKPD musrenbang is held for the purpose of sharpening, aligning, clarifying and agreeing between the Mayor and stakeholders.

Relationship Between RPJMD and RTRW Samarinda City

Implementation of the RPJMD is based on a design Samarinda City RTRW 2014-2034, both from the policy and operational aspects and its alignment with development program plans to ensure the continuity and carrying capacity of the environment in Samarinda City. In other words, the sectoral development approach must be implemented in harmony and balance with the regional development approach. A development with a regional dimension also pays attention to the importance of development in a selected or strategic area based on planning, control and evaluation of integrated development programs that pay attention to conditions and potential as well as space utilization in accordance with the authority of the regional government. The Samarinda City regional development strategy and policy in the RPJMD is an inseparable part of the RTRW.

Relationship Between RPJMD and RPJMN

The RPJMD must also guide the RPJMN at least for synergy and synchronization of performance architecture at both the impact and outcome levels of national and regional development. At the impact level, performance indicators for RPJMD targets must pay attention to what is to be achieved in the RPJMN targets. At the outcome level, regional development priorities must pay attention to national development issues and strategies to synchronize policies. In the event that the RPJMN period ends immediately when the RPJMD is prepared, the policy direction in the next period's RPJPN becomes the reference source.
