East Kalimantan Money Follow Program Policy

Based on the opinion of the Coordinating Minister (Coordinating Minister) for the Economy Darmin Nasution, the ministers must 'dare' to regulate their subordinates such as echelon I and II officials related to the preparation of priority programs. Because, whether or not the budget that will be provided in the 2017 RKP depends on the priority program, he said. "That is why his orders descended to his ministers. Darmin explained, what President Jokowi meant was the budget for projects and goods used according to priority programs that had been neatly prepared. Jokowi did not want a budget request in advance, but there was no priority program.
"That President wants so that we have the policy first in the ministry. Only after there is a policy, there is a program, then may be lowered to the project. Do not every year if the state budget rises 12 percent, all rise 12 percent. Yes it can't be like that," said Darmin.
According to Jokowi, if the budget for each ministry of institution is only in accordance with the function of the position without being followed by a priority program, the results that will be given by the government to the community will not be felt.
Policy of Using East Kalimantan Budget
In line with the policy of using the budget from the central government, the Provincial Government of East Kalimantan starting in 2017 and the following year has implemented the Money Follow Program policy. The implementation of the Money Follow Program policy by the Provincial Government of East Kalimantan certainly aims to increase the efficiency of priority spending on the 2017 fiscal year and 2018.
The Money Follow Program Principle is carried out to secure the allocation of funds in priority programs and increase efficiency for priority program expenditure. Implimation of the approach is carried out by pursing or focusing on priority programs/priority activities, integrating various funding sources (ministries/institutions, subsidies, grants, special allocation funds, village funds and financing through SOEs), as well as detailed discussions for project preparation.
Based on the 2013-2018 East Kalimantan RPJMD in the 2018 fiscal year the development priorities were 12 programs and then focused on the 2018 RKPD to 6 development priority sectors among:
1. Education and health; 2. Acceleration of poverty alleviation; 3. Expanding employment opportunities; 4. Populist economic development; 5. Agribusiness development and
6. Improving the quality of basic infrastructure.
while the priority program was originally 119 according to the East Kalimantan RPJMD in 2013-2018 then focused on the East Kalimantan RKPD in 2018 to 29 priority programs. (Public Relations Bappeda Kaltim/Sukandar, S. Sos).
