Technical Guidance for Doc Preparation. Pemb. Area

Balikpapan, 30/5/12. Djoko Susilo Handono when giving a speech and opening the Technical Guidance event of Minister of Home Affairs Number 54 of 2010 concerning the Implementation of Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and evaluating the Implementation of Regional Development Plans in the Blue Sapphire Meeting Room of the Grand Tiga Mustika Hotel in Balikpapan City.

The technical guidance participants are estimated to be seventy-five people, consisting of participants from all SKPDs within the East Kalimantan Provincial Government which are related or specifically have priority programs and regencies/cities throughout East Kalimantan.

The program began with the organizer's report by the Head of the Sub-Sector for Regional Development Studies, Yusliando, ST and continued with remarks and the opening of the Bimtek Permendagri 54 of 2010 by the Head of the East Kalimantan Bappeda represented by the Head of the Regional Development Studies and Financing Division, Ir.H. Djoko Susilo Handono and closed with a prayer by Said Ichsan Fuad, ST.

In the first session on Monday, 28/5/12, the resource person from the Ministry of Home Affairs of the Republic of Indonesia, Ir. For the third session or on the third day, Wednesday, 30 May 2012 technical guidance for the preparation of Regional Development Documents (Renstra and Renja SKPD, Control and Evaluation) in accordance with Minister of Home Affairs Regulation Number 54 of 2010 in the meeting room of the Blue Saphire Hotel Grand Tiga Mustika in Balikpapan starting with the delivery of a review of the results of the technical guidance for the previous two days by the Head of the Development Assessment and Financing Division Regional, East Kalimantan Bappeda Ir.H. This regional development is a kind of meeting specially designed with the Governor for echelon II officials to participate in, both within the Provincial and Regency/City Government. Said the Head of P3D Bappeda Kaltim when delivering a briefing at the last session for the closing of the technical guidance.

The socialization and technical guidance of Permendagri 54/2010 is in principle to provide a reference to Regional Governments in preparing comprehensive, harmonious and synergistic regional development plan documents, with other related documents as mandated by PP 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and evaluating the Implementation of Regional Development Plans. This was stated by a resource person from the Indonesian Ministry of Home Affairs, Ir. Prayitno, MA.

This technical guidance has a very important and strategic meaning in the context of equalizing perceptions as well as deepening the substance contained in Permendagri 54/2010. Comprehensive understanding is of course an absolute requirement for the realization of quality regional development plan documents, which in turn can encourage better implementation of regional development.

Socialization of the Minister of Home Affairs Regulation should include all material for document preparation, namely Regional Development Data and Information, RPJPD, RPJMD, Renstra-SKPD, RKPD and Renja-SKPD as well as control & evaluation. However, this time the focus is on preparing RPJMD, Renstra-SKPD, RKPD, Renja - SKPD and Control & Evaluation of Regional Development Planning. This material was chosen because it contains guidelines that are full of mandates for preparing planning documents that are comprehensive, harmonious and synergistic between other related documents and between development planning documents.

The implementation of this Technical Guidance is expected to improve the quality and performance of the preparation and implementation as well as the results of regional development plans, both RPJMD, Renstra–SKPD, RKPD and Renja, so that consistency can be achieved between regional development plan documents, and consistency between planning and budgeting as well as alignment with other planning documents, so that in turn regional development will be carried out in accordance with what is intended. desired by the community, namely development that is fair, sustainable, improves welfare & community services, and encourages regional competitiveness.

Regulation of the Minister of Home Affairs number 54 of 2010 also emphasizes that control and evaluation of plans has a very important role in the implementation of development, which oversees the plan preparer from the beginning to the results. In this case, planning is in the upstream position, while evaluation is in the downstream position. So that quality control and evaluation are the keys to the level of plan quality. For this reason, we, BAPPEDA, as representatives of the East Kalimantan Provincial Government, which carries out control and evaluation duties, urge and really hope for an active role from all SKPD. In this case, KEMENPAN-RB has carried out an evaluation of the Government Agency Accountability System in 2011. The results of this evaluation contain a mandate to make improvements to problems related to:

2. Performance Measurement;
3. Performance Reporting;
4. Performance Evaluation;
5. Performance Achievements

2. Incongruence in the budgeting contained in the RKA-SKPD with the planning outlined in the Strategic Plan;
3. Performance Determination Documents (PK) have not been monitored regularly and have not been fully utilized in various briefings, performance monitoring or policy making; The RPJMD/SKPD Strategic Plan document is not yet fully aligned with the RPJMN document/RPJMD document, does not present the KPI properly and has not been reviewed regularly;
4. The RKT/Renja SKPD document has not been fully used as a reference for preparing Performance Determinations (PK) and preparing budgets (RKT performance targets vs RKA performance targets).

There are several Regency/City Governments that have prepared regional development plan documents and have consulted with the Provincial Government by presenting bordering Regency/Cities. The purpose of involving bordering districts/cities, in this case is to align development programs and implementation of development activities and also to encourage cooperation between district/city governments which will have an impact on improving the economy of the people of each region.
