Reducing Greenhouse Gas Emissions

Samarinda, Thursday 20/9/12. Secretary of East Kalimantan Bappeda, Ir.H. Nazrin, M.Si opened the working meeting regarding discussion and seeking input on 1._Rapat_penurunan_emisi_rmh_kaca_20_sep_12_-_websitedesign of an incentive mechanism for financing the implementation of the Regional Action Plan for Reducing Greenhouse Gases (RAD GRK) as mandated by Presidential Regulation Number 61 of 2011.

The Secretary of the East Kalimantan Bappeda who represented the Head of the East Kalimantan Bappeda when chairing the meeting was accompanied by GIZ from East Kalimantan Province and GIZ from the Center, and attended by the Ministry of Finance of the Republic of Indonesia, Consultants from Jakarta, related SKPD within the East Kalimantan Provincial Government, totaling approximately fifteen people.

H. Nazrin hopes that the discussion at the meeting can produce decisions that can lead to a better direction for the East Kalimantan Province region. The Indonesian government has actively participated in the climate change agenda, especially when Indonesia hosted the 13th COP in Bali in December 2007.

Since then, Indonesia has also established several institutions to handle climate change issues and has also issued several related policy documents and regulations. Pada tahun 2009, Pemerintah sudah mengarusutamakan kegiatan perubahan iklim ke dalam RPJMN 2009-2014.

This was followed by a statement of Indonesia's voluntary commitment and the preparation of a draft Perper RAN-GRK which was then signed in September 2011. Apart from that, the process of signing a cooperation agreement with the Norwegian Government was also underway, which was followed by the preparation of the National REDD+ Strategy and the issuance of Presidential Instruction No. 10/2011 tentang moratorium hutan dan lahan gambut.

RAK-GRK is a policy document which is a reference for central and regional governments, communities and business actors in planning and implementing GHG emission reductions to achieve the 41% target. The implementation and monitoring of RAN-GRK is under the coordination of the Coordinating Ministry for Economic Affairs, while the implementation and monitoring of REDD is coordinated by the REDD Task Force which is assisted by the secretariat under the presidential assistant unit office.

Even though these two processes are running in parallel with the coordination of different institutions, it is hoped that both can run harmoniously, so that they can be effective and also efficient in terms of funding.

The policies and regulations that have been issued by the President and various related ministries/institutions as a whole still need synchronization in implementation, funding, as well as MRV and monitoring, especially to see Indonesia's progress in achieving the target of 26% / 41%.

As a national priority, GHG emission reduction programs should be funded using fiscal instruments in the State Revenue and Expenditure Budget mechanism, as stated in Law Number 17/2003 concerning State Finance. For this reason, all revenues originating from domestic and foreign sources, such as tax, non-tax, domestic loans and foreign loans, enter the state treasury and are channeled to fund programs that have been prepared in the Work Plans of relevant Ministries/Institutions in accordance with statutory regulations.

Meanwhile, international commitments in the form of Hiba (including Representative Funds) related to funding for GHG emission reduction program activities of a Ministry/Institution, are still carried out using the APBN mechanism in accordance with applicable laws and regulations.

Based on Presidential Regulation of the Republic of Indonesia Number 61/2011 concerning the National Action Plan for Reducing Greenhouse Gas Emissions (RAN-GRK), Ministries/Institutions propose activities related to reducing GHG emissions, which are divided into several levels of government according to their respective authorities.

The distribution of funds for activities in accordance with Central authority will use the DIPA mechanism of Ministries/Agencies, both to fund Central Expenditures at the Center and Central Expenditures in the Regions. If to carry out this authority the Government requires assistance from the Regions, it can use the Deconcentration Fund and Assistance Task Fund mechanisms.

Apart from Ministries/Agencies, Regional Governments can also propose activities to support the reduction of GHG emissions, both those listed in RAD-GRK and Regional Government initiatives according to their respective conditions and needs. After the Secretary of the East Kalimantan Bappeda finished opening the event, it was immediately continued by resource persons from GIZ Central Jakarta, Novi on the right of the Secretary with a moderator from GIZ East Kalimantan, Wiwid on the left of the Secretary and the meeting finished at 13.00 WITA.
