2014 East Kalimantan RKPD Priority Planning

Samarinda, 3/18/13. Determination of Priority Program Planning in the Framework of the Preparation of the Provincial Regional Development Work Plan (RKPD)

Head of East Kalimantan Bappeda, Dr.Ir.H. Rusmadi.MS chaired a priority planning coordination meeting in the context of the preparation of the 2014 East Kalimantan RKPD accompanied by the Expert Staff of the Governor of East Kalimantan, from the right of Prof. Dr. Dwi Nugroho, M.Pd Social Affairs & HR, to the left of the Head of East Kalimantan Bappeda, Yudha Pranoto in the Field of Law, Politics & Government; and Dr. Ir. H. Rudy T. Koesnandar, MF Expert Staff in Agriculture, SDA and the Environment, was also attended by Expert Staff for Economics & Finance; and Expert Staff for Education and Culture.

In the presentation delivered by the Head of East Kalimantan Bappeda conveyed other strategic issues, among others: (1). 2014 is a political year where the legislative elections and presidents/vice president will be held; (2). The government has been running in North Kalimantan Province and Mahakam Ulu Regency, so it needs adjustments in planning and budgeting.

Indications of the 2014 East Kalimantan Province RKPD budget structure with an amount of income of Rp. 12 trillion and with a total expenditure of Rp. 13.7 trillion consists of indirect spending details of Rp. 6.37 trillion and direct expenditure of Rp. 7.33 trillion, with a total program structural_anggaran_rkpd_kaltim_2014

While the main problems that need attention to discuss include: (1). Economic conditions continue to increase and improve? Economic structure that is not yet strong; not yet optimal resource management; Low productivity, efficiency and competitiveness; still centered economic activity; (2). Conditions of infrastructure and facilities need acceleration? road infrastructure has not functioned effectively; limited infrastructure (ports, terminals and airports) and transportation facilities (aircraft, ships and river transportation, lakes and crossings, raw water and renewable energy); (3). Apparatus Performance Conditions? Still not visible regional bureaucratic reform; and Corruption Eradication; (4). Relatively improved conditions of order and security? It is necessary to maintain security stability, handling social conflicts, and low accessibility. Border area; (5). Social and cultural conditions need serious attention? there is still social vulnerability; The incomplete social and cultural transformation; Indications of fading social bonds and weakening social capital; (6). Natural and environmental resource conditions? Management of natural resources and LH is not yet an ongoing ecological insight; The incomplete handling of post -mining land; And the RTRW hasn't finished yet.
