Transparency of Legal Information
Balikpapan, Wednesday 12/8/15. Transparency in the management of legal information and the availability of legal information to the public is highly expected in
in order to increase legal knowledge and the public's legal awareness. This was conveyed by the Government Assistant, Drs.H. Aji Sayid Faturrahman, M.Si representing the Governor of East Kalimantan when opening the Technical Guidance event for the Legal Documentation and Information Network (JDIH) of East Kalimantan Province in the Ball Room on the 10th floor of the Grand Jatra Hotel Balikpapan.
Delivery of remarks by the Governor of East Kalimantan, represented by the East Kalimantan Provincial Secretariat Government Assistant accompanied by Kelapa Legal Bureau, H. Suroto, SH and resource persons from the Ministry of Home Affairs of the Republic of Indonesia as well as resource persons from consultants in managing the East Kalimantan Province legal information network.
JDIH Bimtek participants were attended by SKPD of East Kalimantan Province and Regencies/Cities throughout East Kalimantan as well as SKPD of North Kalimantan Province totaling approximately 200 people.
The Governor of East Kalimantan conveyed the message that legal information is public information that must be available at all times in every Public Body and can be presented without having to request.
Furthermore, he said that disseminating legal information to the wider community is in principle the obligation of public bodies as state administrators. The government is obliged to provide communication channel infrastructure so that information can be obtained by the wider community throughout the archipelago.
The 2015 JDIH Technical Guidance aims to increase the professionalism of management of the legal documentation and information network and through the operation of the legal information documentation network it can provide complete, accurate and timely legal information as well as reliable public access that is available easily and quickly.
Apart from that, JDIH is expected to increase intensive coordination between Provinces and Regencies/Cities throughout East Kalimantan in realizing JDIH that is reliable and can operate nationally.
Meanwhile, a source from the Ministry of Home Affairs said that the objectives of the National Legal Information Documentation Network (JDIHN) are in accordance with Presidential Decree Number 33 of 2012 as Article 3 confirms that:
1. Ensure the creation of unified and integrated management of legal documentation and information in various government agencies and other institutions;
2. Ensure the availability of complete and accurate legal documentation and information, and can be accessed quickly and easily;
3. Developing effective cooperation between the network center and network members as well as between fellow network members in the context of providing documentation and legal information;
4. Improving the quality of national legal development and services to the public as a form of good, transparent, effective, efficient and responsible governance.
The resource person further stated that Article 10 of Presidential Decree 33 of 2012 emphasized that:
1. JDIHN members are tasked with managing documentation and legal information published by their agency;
2. JDIHN members in carrying out the duties as intended in paragraph (1) carry out the following functions: a). Collection, processing, storage, preservation and utilization of legal document information issued by the agency; b). Development of a legal information system based on information and communication technology that can be integrated with the JDIHN central website.
