Bappeda East Kalimantan held the 2018 RKPD Musrenbang
Samarinda, Monday 3/4/2017. The Provincial Government of East Kalimantan through the Regional Development Planning Agency held the 2017 Development Planning Conference (Musrenbang) in the framework of preparation
Regional Government Work Plan (RKPD) of East Kalimantan Province in 2018 was opened by the Governor of East Kalimantan, Dr.H. Awang Faroek Ishak at the Plenary Hall Building Hall of the Samarinda Sempaja Madya Stadium was attended by invitations and participants of more than six hundred people consisting of regents /mayors in East Kalimantan, all regional apparatus scope of the Provincial Government of East Kalimantan and Regency /City in East Kalimantan. Musrenbang last year in accordance with the 2013-2018 East Kalimantan RPJMD so that all targets of the priority program must be completed in 2018. This was conveyed by Dr.Ir.H. Zairin Zain, M.Si Head of East Kalimantan Province Bappeda in submitting his report as Chair of the 2017 East Kalimantan Musrenbang Implementation Committee.
Furthermore, the Head of East Kalimantan Bappeda conveyed the legal basis for the implementation of the 2017 East Kalimantan Musrenbang in the context of the preparation of the 2018 East Kalimantan RKPD, among others:
1. Law Number 25 of 2004, concerning the National Development Planning System; 2. Law Number 23 of 2014 concerning Regional Government;
3. Permendagri No. 54 of 2010 concerning Implementation of Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparation, Control and Evaluation of the Implementation of Regional Development Plans.
The Stages of the Preparation of the East Kalimantan RKPD of 2018
1. 2016 Development Performance Evaluation Meeting on February 2, 2017 at the East Kalimantan Province Bappeda;
2. Provincial and Regency /City Bappeda Coordination Meeting in East Kalimantan held in Balikpapan on March 7, 2017;
3. Public consultation by inviting academics, professional institutions and non -governmental organizations (NGOs) on March 14, 2017 in Samarinda; 4. Coordination Meeting of Priority Development Programs/Activities between Provincial Bappeda and Regional Apparatuses in the East Kalimantan Provincial Government Environment which was held on March 29, 2017; 5. Regional Apparatus Forum with Regional Apparatus Participants in East Kalimantan Province, East Kalimantan Province Bappeda and Bappeda and Regency/City Regional Apparatuses in East Kalimantan were held on March 29-30, 2017; 6. Musrenbang 10 Regencies /Cities in East Kalimantan which began with the Samarinda City Musrenbang on March 14, 2017 and ended in Kutai Kartanegara Regency and Berau Regency on March 27, 2017;
The real capacity of the East Kalimantan Province 2018

The policy of using the East Kalimantan budget
In line with the policy of using the budget from the central government, the Provincial Government of East Kalimantan starting in 2017 and the following year has implemented a Money Follow Program policy. The implementation of the Money Follow Program policy by the Provincial Government of East Kalimantan is certainly aimed at increasing the priority expenditure efficiency of the 2017 fiscal year and 2018.
Principles of Money Follow Programs are carried out to secure the allocation of funds in priority programs and increase efficiency for priority program expenditure. Implimation of the approach is carried out by pursing or focusing on priority programs/priority activities, integrating various funding sources (ministries/institutions, subsidies, grants, special allocation funds, village funds and financing through SOEs), and detailed discussions for project preparation.
