East Kalimantan Bappeda Receives Working Visit of the Special Committee for the RPJMD Draft Regional Regulation of the Paser DPRD, Emphasizing the Urgency of Determining the RPJMD on Time
Samarinda, 24 June 2025 – The Regional Development Planning Agency (Bappeda) of East Kalimantan Province (Kaltim) received a working visit from a delegation from the Special Committee for Draft Regional Regulations (Raperda) for the Regional Medium Term Development Plan (RPJMD) of the DPRD of Paser Regency on Tuesday, 24 June 2025. This meeting was chaired by the Head of Economic Affairs and Natural Resources (PSDA) of the East Kalimantan Bappeda, Wahyu Gatut Purboyo, and attended by young expert planners of the East Kalimantan Bappeda, Isnainil Hude and Perdana Jati Leksono, as well as elements of the Paser Regency Bappedalitbang. This visit focused on coordination regarding the structure and substance of the Paser Regency RPJMD Draft Regional Regulation.
The young expert planner of the East Kalimantan Bappeda, Isnainil Hude, explained that the substance of the RPJMD includes the vision, mission, policy direction, programs and performance indicators which are crucial as the basis for preparing the Regional Government Work Plan (RKPD) and Revenue Budget and Regional Expenditures (APBD) for the next five years. This document must also be harmonized with the East Kalimantan Province RPJMD and the National Long Term Development Plan (RPJPN). RPJMD Paser Regency remembers the tight deadline. The East Kalimantan Province RPJMD is targeted to be established on August 15 2025. In accordance with the mandate of the Minister of Home Affairs Number 136 of 2022, Regencies/Cities are required to determine their RPJMD no later than 30 days after the determination of the Provincial RPJMD, which means no later than September 14 2025 for all regencies/cities in East Kalimantan, one of which is Paser. Delays in determination can result in serious consequences, including administrative sanctions from the Ministry of Home Affairs such as delaying or blocking Regional Financial Fund Transfers (TKDD), as well as potential legal sanctions for regional heads in accordance with Law Number 23 of the Year 2014.
Seeing the potential for large risks, the East Kalimantan Bappeda emphasized that intensive coordination between the executive (regional government) and the legislature (DPRD) is the main mitigation solution. This step is essential to maintain the stability of development planning and regional finances, as well as avoiding potential sanctions from the central government for the sake of sustainable development.
