Policy Cementization: National Tourism Development Index (IPKN) as a Strategy to Encourage Resilient and Sustainable Tourism Development in Regions

Samarinda, (11/10/2023). East Kalimantan Province Bappeda attended the online Policy Cementization: National Development Index (IPKN) event in order to synergize sustainable tourism development.

Currently, the tourism development index assessment is measured in the Travel and Tourism Development Index (TTDI). TTDI is a direct evolution of the Travel and Tourism Competitiveness Index measurement report. In the 2020–2024 RPJMN (National Medium Term Development Plan), Indonesia is targeted to rank 29-34 in the TTDI.

In order to increase TTDI at the global level, the Ministry of Tourism and Creative Economy (Kemenparekraf) launched the IPKN (National Tourism Development Index).

The Director of Strategic Management of the Ministry of Tourism and Creative Economy, Ika Kusuma Permana Sari, said in his speech,

"One of the efforts of the Ministry of Tourism and Creative Economy to improve Indonesia's TTDI ranking is by launching the National Tourism Development Index (IPKN). This IPKN aims to increase and develop tourism in all regions in Indonesia," he said.

The main aim of creating IPKN is to increase the importance of developing a strong and sustainable tourism ecosystem in Indonesia so that it can improve the global ranking on TTDI.

This is the basis for the Ministry of Tourism and Creative Economy to hold the Policy Cementization: National Development Index (IPKN) event at the Grand Inna Hotel, Bali as a strategy to encourage tourism development in resilient and sustainable areas. It was attended by all Bappeda agencies, the Tourism Office and Bappelitbang throughout Indonesia to take part in the series of events which were held offline and online.

In order for regional governments to commit to tourism development in the regions, the Ministry of Tourism and Creative Economy has compiled an IPKN assessment in 2022 with five sub categories, namely the enabling environment index sub category, the travel and tourism policy enabling condition index sub category, the infrastructure sub index, the travel and tourism driver sub index and the travel and tourism sustainability index.

East Kalimantan itself is ranked 10th in the 2022 IPKN assessment with a score above the national average. However, this needs to be improved by developing an integrated strategy in the national sustainable tourism development index.

The policy cementation event included presentations from three speakers, namely Prof. Dr. Phil. Janianton Damanik, Professor at the UGM tourism study center, Prof. Dr. Ir. I Gede Pitana, Professor at Udayana University and Dr. Dra. Erliani Budi Lestari as Directorate of Synchronization of Regional Government Affairs III, Directorate General of Regional Development, Ministry of Home Affairs.

It is hoped that the cementation of this policy can make tourism development a regional development priority by integrating indicators from the IPKN to create resilient and sustainable tourism.
