Focus Group Discussion Monitoring and Evaluation of the Implementation of Minimum Service Standards (SPM) in 2020 Scope of Kalimantan Island
Samarinda, (01/10/2020). In order to improve macro development indicators both Nationally and Regionally and as mandated by Law 23 of 2014 regarding Minimum Service Standards, the National Development Planning Agency held a Focus Group Discussion Monitoring and Evaluation of the Implementation of Minimum Service Standards (SPM) 2020 Scope of Kalimantan Island.
The FGD was opened by Mia Amalia as Plt. The Director of Regional Development of the Ministry of National Development Planning/Bappenas was joined by the Head of the Control and Evaluation sub-division of Bappeda, East Kalimantan Province, Muhammad Hamsani, online via Zoom Meeting.
Participants in this activity include BAPPENAS, Secretary of the Directorate General of Regional Development, Ministry of Home Affairs, Provincial Bappeda and Provincial Government Divisions throughout Kalimantan (74 Participants).
Minimum Service Standards are provisions regarding the type and quality of Basic Services which are Mandatory Government Affairs that every citizen has the right to obtain at a minimum.
SPM is the main development target in the 2020-2024 RPJMN, therefore in 2020 it is hoped that SPM indicators will be integrated in planning and budgeting documents (annually) at both the Ministry/Agency and Provincial Government levels and Regency/City.
SPM Implementation Strategy includes SPM Regulations and Institutions, SPM Planning and Budgeting, Monev and SPM Reporting.
Hamsani said that to support the effectiveness of SPM implementation, it is necessary to strengthen coordination of the Provincial SPM team in reporting the East Kalimantan SPM at least twice a year. Apart from that, there is a need to readjust the schedule and targets that have been prepared, as well as in the planning process to pay attention to SPM indicators in accordance with Minister of Home Affairs Regulation Number 100 of 2018, supported by data that can be analyzed.
