Public Consultation Forum for Draft Regional Development Plan (RPD) for East Kalimantan Province for 2024 - 2026
The East Kalimantan Provincial Government through the East Kalimantan Provincial Bappeda held a Public Consultation Forum on Regional Development Plans (RPD) for 2024-2026 at the Novotel Balikpapan Hotel, Thursday (16/02/2023).

The implementation of this public consultation forum is divided into several event sessions, namely the opening in the form of a speech and direction from the Governor of East Kalimantan delivered by the Regional Secretary of East Kalimantan Province, then continued with a material presentation session from the Regional Development Development elements of the Ministry of Home Affairs, the Ministry of National Development Planning/Bappenas, the IKN Authority Agency, and the Bappeda of East Kalimantan Province who will present a presentation on the substance of the Draft East Kalimantan Province RPD 2024-2026 and continued with discussion sessions, questions and answers, submission of suggestions, proposals and input from forum participants.

Next Plt. The Head of Bappeda for East Kalimantan Province, Mr. Yusliando, delivered a report on the implementation of activities in an activity which was attended by around 200 participants who were present on site and around 100 participants who attended online, consisting of elements of the Central Government (elements of the Ministry of Home Affairs, Bappenas, and the Archipelago Capital Authority Agency), Forkopimda, East Kalimantan DPRD, Provincial Government. East Kalimantan, Vertical agencies, Regency/City Bappeda/Bappelitbang, East Kalimantan TGUP3, Academics, Representatives of Community Figures, BUMD, Professional Associations, Development Partners, Business and Community Organizations, as well as other elements such as the East Kalimantan Province RPD Drafting Team for 2024-2026 and the East Kalimantan Province RPJMD Evaluator Team.

"This activity was held as an implementation of the mandate of the Minister of Home Affairs' instruction Number 52 of 2022 concerning the preparation of Regional Development Planning Documents for regions with the term of office of Regional Heads ending in 2023 and new autonomy, where East Kalimantan Province is one of those mandated to prepare the RPD for East Kalimantan Province for 2024-2026 as a Transitional Medium Term Development Plan Document which will serve as a guideline for governance and development in the period "3 years starting in 2024-2026 which will be implemented by the Acting Governor of East Kalimantan in 2024-2025," said Mr. Yusliando.

It was further stated that this Public Consultation Forum is a substantial stage that must be passed in the preparation of the East Kalimantan Province RPD which aims to obtain suggestions and input from all elements of regional development stakeholders whose results will become input in the process of refining the East Kalimantan Province RPD design into the final design of the East Kalimantan Province RPD for 2024-2026.

On this occasion, the Regional Secretary of East Kalimantan Province, Mrs. Dra. Sri Wahyuni, MPP opened and delivered remarks and directions from the Governor of East Kalimantan at the 2024-2026 East Kalimantan Province RPD Public Consultation Forum. In his speech and direction, he stated that the achievement of macro development indicators has been good, such as the achievement of economic growth rate, HDI, unemployment rate and economic inequality. However, East Kalimantan still needs to evaluate and pay attention to the poverty rate in East Kalimantan. East Kalimantan has the highest poverty rate compared to the provinces of South Kalimantan and Central Kalimantan. In 2022, East Kalimantan will have a poverty rate of 6.44%. In this regard, the Governor of East Kalimantan emphasized that programs related to economic access for the poor and controlling inflation should be the main priority. Apart from that, regional development targets that have been set until 2023 must be ensured that they can be achieved, especially those related to the promises of the Governor and Deputy Governor of East Kalimantan as stated in the 2019-2023 RPJMD. If it has not been achieved, it needs to be stated in the focus of the 2024-2026 RPD.

Meanwhile, several presentations from several speakers who attended this forum, including the Deputy for Green and Digital Transformation of the IKN Authority, Mr. Ali Berawi, conveyed the work plans of the IKN Authority with the Provincial Government. East Kalimantan; Director of PEIPD, Directorate General of Regional Development, Ministry of Home Affairs, Mr. Iwan Kurniawan, conveyed the synchronization of policies between the Center and the Regions which are based on development goals of increasing and equalizing people's income, increasing and equalizing employment opportunities, increasing and equalizing the business field, increasing and equalizing access and quality of public services, as well as increasing and equalizing regional competitiveness; Deputy for Regional Development of the Ministry of National Development Planning/Bappenas (Kalimantan II Coordinator), Mr. Anang Budi Gunawan conveyed strategic issues and development policy directions for the East Kalimantan region in 2024-2026 which are linked to the synergy of IKN development policies and encouraging knowledge base-based development.

Regarding the substance of the RPD draft that has been prepared this time, it was conveyed that several development problems in East Kalimantan include unequal access to education, health facility services in the 3T area, the regional economy still relying on the extractive sector, poor maintenance of water quality and land cover, low mix of new and renewable energy, and the quality of public services to the community is not yet optimal. Meanwhile, regional strategic issues in 2024-2026 include increasing the competitiveness of human resources, accelerating economic transformation and inclusive economic growth, increasing infrastructure accessibility and connectivity, improving environmental quality, as well as improving professional and accountable government governance.

Some of the development themes that have been prepared include increasing the competitiveness of human resources and reliable regional infrastructure for sustainable economic development and maintaining political stability and security; 2025 is the optimization of economic diversification supported by improving the quality of human resources and competitive regional infrastructure; and in 2026 is strengthening regional capacity as IKN partners.

Furthermore, in the discussion session, discussions were held regarding responses to the formulation of strategic issues and development problems that need to be resolved by 2026; responses to the formulation of regional development goals and targets, along with performance target indicators for 2024-2026; views on development opportunities and challenges in 2024-2026; as well as responses to the formulation of regional development themes and priorities, as well as indications of priority programs to be prepared in 2024-2026.
