Focus Group Discussion III Agreement Amendment to the 2013-2018 East Kalimantan RPJMD

Balikpapan. Following up on the results of the previous agreement on the discussion of Focus Group Discussion (FGD) in Yogyakarta, 7-9 April 2016 with the Agenda of Discussion Chapter IV and V of the 2013-2018 East Kalimantan RPJMD and the results of the Focus Group Discussion (FGD) discussion agreement in Bogor, 27-28 May 2016 with the Discussion Agenda Chapter VI and Chapter VII Changes in the 2013-2018 Balikpapan 16-17 June 2016 with the Discussion Agenda Chapter III Amendment to the RPJMD of East Kalimantan Province in 2013-2018 led by the Secretary of Bappeda of East Kalimantan Province, Ir.H. 1. The 2018 revenue estimation was agreed upon 7,407,808 where the influencing factors were the central government policy in the form of macroeconomic assumptions at the 2016 Draft State Budget that affected the profit sharing, regional tax collection and public purchasing and purchasing power as well as other technical factors attached;
3. Enter Bosnas in income in Chapter III;
4. Indirect spending that has accommodated Law 23/2014 is predicted to be 3.7 trillion and direct expenditure of 322 billion in 2018. Total spending in 2018 amounted to 4.03 T attached;
5. For 2018, entering unaccommodated spending in Permendagri 54 of 2010, namely shopping in incentives, spending on activities with multi -year patterns and BLUD spending; 6. Enter policy strategies to obtain income and make expenditure efficiency to increase the real capacity to be implemented for priority I and the rest for other priorities;
7. There is a change in editorial in the goal 3 Increased green economic growth to increase sustainable economic growth;
8. In the first mission there is a change in the target of increasing income per capita to increase the standard living standards;
9. There is an addition to the target indicator Increasing purchasing power, namely the share of household consumption expenses on GRDP;
10. There is clarification of the 2013-2015 realization data in 19 development targets and there are changes in targets in missions 1 and 2 (see appendix);
11. 12 Development Strategies /Priorities in the Pure RPJMD Document experienced a change in strategy (see Appendix).

While the discussion on June 17, 2016 resulted in an agreement on the development priority program in 2018:
1. The education sector changes to the nomenclature in the strategy, policy direction and priority programs attached;
2. The health sector has changed changes in nomenclature in the strategy, policy direction and priority programs attached;
3. Excuse is made why 13 regional head commitments cannot be fully achieved;
4. The economic sector underwent a change in nomenclature in the strategy, policy direction and priority programs attached;
5. The PPW sector has changed changes in nomenclature in the strategy, policy direction and priority programs attached;
6. FGD IV Discussion Chapter VII and VIII Priority program agreements on mission IV and V will be held on June 28-29, 2016 at the Jatra Balikpapan Hotel.
Focus Group Discussion (FGD) agreement Discussion Chapter IV and Chapter V Changes to the RPJMD of East Kalimantan Province in 2013-2018 in Yogyakarta on 7-9 April 2016 include: 1. 2. Limitation of Changes to the RPJMD of East Kalimantan Province in 2013-2018, among others: a). Changes in the policy direction of FGD results are only for the 2018 slot; b). Changes to the formulation of the problem, the root of the problem of FGD results is carried out for the 2017 and 2018 slots; c). Changes to programs, activities, indicators and targets of FGD results are carried out for the 2018 slot, for old programs/activities stopped in 2013 to 2016; 3. Data changes in Table I, achievements and targets of 19 regional development targets that still need to be improved by the field of planning (yellow shading) to be collected to the P3D field; 4. Data changes in Table 2, policy direction, problems and roots of the problem by the planning field to be collected to the P3D field; 5. Changes to the RPJMD will focus on the results of the development of the strategic area of ​​East Kalimantan Province, including: a). Economic Strategic Areas namely Kariangau Industrial Estate - Buluminung and Industrial Estate and Maloy Port; b). Social and Cultural Strategic Areas namely the Mulawarman Museum; C). The function and carrying capacity of the environment, namely the coastal and sea area of ​​the Derawan Islands; 6. Schedule FGD III Evaluation Chapter III and VIII was agreed on July 14-15, 2016 in the Derawan Islands (tentative);
7. At the end of July the RPJMD revision draft was complete. (SKR).
