Kominfo Holds Development Coordination Meeting in Bogor
Bogor, Thursday 16/2/2017. The Central Ministry of Communication and Information held a Technical Coordination Meeting
(Rakortek) Informatics, Statistics and Coding Communication Program in the Galuh meeting room, second floor Salak The Heritage Hotel Bogor City, West Java Province.
Rakortek, which was attended by the Heads of the Communications and Information Services and Provincial Bappeda throughout Indonesia, presented resource persons from Bappenas, Head of Sub-Directorate for State Resilience, Directorate of Defense and Security, Gunarta and from the Central Kominfo.
The implementation of this Coordination Meeting was aimed at coordinating and aligning the Central Government's Priority Programs with the proposed Regional Government priority programs, especially in the Communication and Information Sector, which will be brought to the National Coordination Meeting which will take place in the future. in Batam City from 21 February 2017 to 24 February 2017 for parts of Western Indonesia, including provinces in the regions of Sumatra, Java, Bali, NTB, NTT and in Makassar City, South Sulawesi Province for Eastern Indonesia, including provinces in the regions of Kalimantan, Sulawesi, Maluku, Papua which will be held on 28 February 2017 to 3 March 2017.
Moderator for the implementation of the National Communication and Information Development Coordination Meeting by the Head of Information Communication Sub-Directorate The Director General of Regional Development at the Ministry of Home Affairs, Obe Pasaribuan, said that this meeting was intended to synchronize, harmonize and reconcile existing programs in the regions with central priority programs in accordance with the RPJMN and "Nawa Cita" 9 priority program agendas of the Central Government.
The nine programs are called Nawa Cita. This program was initiated to demonstrate the priority path of change towards an Indonesia that is politically sovereign, economically independent and culturally distinctive.
Agenda of Nine Priority Programs of the Central Government "Nawa Cita" under the leadership of the President Ir.H. Joko Widodo and Vice President Ir.H. Jusuf Kalla, among others:
1. Bringing back the state to protect the entire nation and provide a sense of security to all citizens, through a free and active foreign policy, reliable national security and the development of an integrated Tri-Matra state defense based on national interests and strengthening its identity as a maritime state.
2. Make the government not absent by building clean, effective, democratic and trustworthy governance, by giving priority to efforts to restore public trust in democratic institutions by continuing to consolidate democracy through reform of the party system, elections and representative institutions.
3. Developing Indonesia from the periphery by strengthening regions and villages within the framework of a unitary state.
4. Rejecting weak countries by reforming the system and law enforcement that is free of corruption, dignified and trustworthy.
5. Improving the quality of life of Indonesian people through improving the quality of education and training with the "Indonesia Pintar" program; as well as improving community welfare with the "Indonesia Kerja" and "Indonesia Sejahtera" programs by encouraging land reform and a 9 hectare land ownership program, the Kampung Row house program or subsidized low-cost flats and social security for the people in 2019.
6. Increasing people's productivity and competitiveness in international markets so that the Indonesian nation can progress and rise together with other Asian nations.
7. Realizing economic independence by moving strategic sectors of the domestic economy.
8. Carrying out a national character revolution through a policy of restructuring the national education curriculum by prioritizing aspects of citizenship education, which proportionally places educational aspects, such as teaching the history of the formation of the nation, the values of patriotism and love for the Motherland, the spirit of defending the country and character in the Indonesian education curriculum.
9. Strengthening diversity and strengthening Indonesia's social restoration through policies to strengthen diversity education and creating spaces for dialogue between citizens.
Furthermore, Obe Pasaribuan hopes that each region can provide suggestions, then the results of the Coordination Meeting can be continued and communicated to the Regency/City and Provincial Musrenbang so that the agreement in the Coordination Meeting can be accommodated in the preparation of the budget in 2018.
Aims and Objectives of the Bogor Coordination Meeting
The implementation of the Communication and Information Coordination Coordination Meeting in Bogor aims to accommodate two types of proposals expected from the Central Government, namely program proposals that support Central Government Programs and Regional Priority Programs which are regional authorities or Regional Priority Programs which cannot be funded by the Regional Government, but these programs can support priority programs from the Central Government.
Basis of the Batam Coordination Meeting and Makassar
The Directorate General of Regional Development of the Ministry of Home Affairs at the end of February and early March 2017 will facilitate Technical Coordination Meetings (Rakortek) between ministries/agencies and the Regional Government which will be held in two different places, namely Batam and Makassar.
The legal basis for holding Technical Coordination Meetings includes: 1) Article 258 Paragraph 3 of Law 23 of 2014; 2) Article 259 Paragraph 1 Law 23 of 2014; 3) Article 259 Paragraph 2 of Law 23 of 2014; and 4) Article 259 Paragraph 3 of Law 23 of 2014.
Meanwhile, the types of Coordination Meetings themselves are regulated in Article 259 Paragraph 4 of Law 23 of 2014 which states that technical coordination of development as referred to in paragraph (1) is carried out in the planning, implementation and evaluation stages of regional development.
Previously, the plan for this Coordination Meeting was presented by the Acting Director General of Regional Development Development, Diah Indrajati at the 1st Quarterly Meeting between Bappenas, Bappeda, and the Directorate General of Regional Development on Friday, (13/01/2017) in the meeting room on the 2nd floor of Bappenas, Jalan Taman Suropati No 2, Menteng, Jakarta.
According to Diah, the Coordination Meeting will discuss four things together, namely 1) what must be done in preparing national planning documents from the regions to the center?; 2) how to communicate from the center and regions what should be national priorities?; 3) how is the proposed program included in matters in accordance with Law 23 of 2014?; and 4) what is the agreement in the Coordination Meeting on what programs will be brought into the Musrenbang later?
In relation to regional programs, the Directorate General of Regional Development is currently preparing a codification of affairs which will later be determined by a Minister of Home Affairs Regulation. This is done to organize affairs programs so that there is no overlap between the center (ministries/institutions) and regional governments. "The codification of affairs programs is essentially based on the definition of regional development, which means the implementation of affairs," explained Diah.
Diah hopes that at the Musrenbang the regional government will be able to provide program proposals that are national priorities or ministries/institutions priorities. Therefore, Rakortek will have strategic aspects for regional governments, including: 1) supporting the achievement of national priorities through regionally planned and budgeted programs and activities that are in line with central activities; 2) become a forum for voicing regional needs in supporting the achievement of national targets; and 3) Kortek minutes which contain the synchronization of central-regional programs and activities as input in the preparation of the 2018 RKPD (Regional Government Work Plan) and Renja (Work Plan) for regional officials.
Apart from that, the Coordination Meeting can also be used by ministries/institutions to socialize and communicate regulations related to NSPK (Norms, Standards, Procedures, Criteria) which up to now the regions are not aware of or are not aware of these regulations. "By informing each ministry/institution of regulations, regions can follow up with regional regulations, either in the form of Gubernatorial Regulations or Regional Regulations," added Diah.
Batam and Makassar Regional Coordination Meeting

For this reason, before the Rakortek day arrived, on Friday, (3/2/2017) at Swiss-Belresidences Kalibata, South Jakarta, a preparatory meeting was held for the Raktortek. On this occasion, Diah Indrajati said that the meeting was held to strengthen the preparations of the Directorate General of Regional Development in carrying out the Technical Coordination Meeting.
"Rakortek, as in the letter we have conveyed to the regions, has twice conveyed letters to the governor, that the Rakortek will be held in February. For the western region, for provinces in Sumatra, Java, Bali, NTB, NTT, it will be held in Batam from 21 February 2017 to 24 February 2017. Then, for the Eastern region, for "In the provinces of Kalimantan, Sulawesi, Maluku, Papua, it will be held in Makassar from 28 February to 3 March 2017," explained Diah.
Furthermore, Diah also mentioned again that according to articles 258 and 259, it is mandated that ministries/institutions together with the regions based on the results of affairs mapping, synchronize and harmonize to achieve national development targets.
This synchronization and harmonization sheltered in a technical coordination meeting forum. The aim of carrying out the Rakortek is to confirm national priority programs regarding locations and targets and regional readiness because later the projects will be in the regions. Second, obtain information from regional support programs on what programs the region will propose to support the achievement of national priorities. Third, what other regional priority programs might support national priorities but are considered priorities by the regions.
Meanwhile, the presentation from the Ministry of Communication and Information regarding the Ministry of Communication and Information's 2017 Priority Program as a Baseline for the Preparation of the 2018 RKP stated that the target for building telecommunications towers throughout Indonesia by 2018 is 400 towers and it is hoped that the implementation of the Communication and Information Coordination Meeting in Bogor can be used as a starting point for proposals that will be submitted at the implementation of the Coordination Meeting in Batam City and Makassar City.
