Public Consultation on Changes to the East Kalimantan RPJMD 2013-2018

Samarinda, Monday 24/10/2016. East Kalimantan Province Bappeda held a Public Consultation on Changes RPJMD East Kalimantan Province 2013-2018 in the Strategic Plan meeting room on the floor 3 Bappeda of East Kalimantan Province Jalan Kusuma Bangsa Number 2 Samarinda was opened by the Assistant for Economics and Development of the East Kalimantan Provincial Secretariat, Ir.H.Ichwansyah, M.M representing the Regional Secretary of East Kalimantan Province and attended by approximately 150 participants from SKPD within the East Kalimantan Provincial Government.

Meanwhile, Head of Bappeda for East Kalimantan Province, DR.Ir.H. Zairin Zain, M.Si delivered a presentation with the title "Policy Framework for Changes to the Medium Term Regional Development Plan for East Kalimantan Province for 2013-2018".

In the explanation of the Head of the East Kalimantan Province Bappeda, the reasons underlying changes or revisions to the East Kalimantan RPJMD document were to consider the following matters: 1). RI Presidential Regulation No. 2 of 2015 concerning the 2015-2019 National RPJM; 2). Regional Regulation No. 1 of 2016 concerning the RTRW of East Kalimantan Province for 2016-2036; 3). Minister of Home Affairs Regulation Number 54 of 2010 concerning Implementation of Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and Evaluation of the Implementation of Regional Development Plans; 4). Law no. 23 of 2014 concerning Regional Government; 5). Instruction of the Minister of Home Affairs Number 061/2911/SJ Tahun 2016 concerning Follow-up to PP No. 18 of 2016 concerning Regional Apparatus; 6). Government Regulation Number 18 of 2016 concerning Regional Apparatus; 7). The global economic trend is declining, having an impact on regional fiscal capacity.

Apart from the main reason related to Laws and Government Regulations which are the basis for the Public Consultation on Amendments to the 2013-2018 East Kalimantan Province RPJMD, this is to align development policies in the East Kalimantan Province RPJMD with national development policies (2015-2019 RPJMN), the issuance of Regional Regulation Number 1 of 2016 concerning the East Kalimantan Province Regional Spatial Plan 2016-2036, economic performance global trend which tends to decline and has an impact on fiscal capacity and financing of development targets.

Based on the results of control and evaluation, it shows that many performance targets were not achieved, which was partly due to regional income targets not being achieved as planned. Another reason that is no less important and is the basis for the revision is the issuance of Law Number 23 of 2014 concerning Regional Government which mandates changes to the authority of provincial and district/city governments in several areas of regional government administration affairs as, among other things, confirmed by the issuance of Government Regulation Number 18 of 2016 concerning Regional Apparatus.

Implementation of Public Consultation as a stage for changes to the 2013-2018 East Kalimantan Province RPJMD which must be implemented by the East Kalimantan Provincial Government in order to capture the aspirations of the community/stakeholders

Alignment of the East Kalimantan RTRWP for 2016-2036

Alignment of the East Kalimantan Province Regional Spatial Plan for 2016-2036, which originally still contained regional data from the East Kalimantan Provincial Government, so currently it needs alignment, including those related to the strategic areas of East Kalimantan Province, namely: 1). Kariangau Industrial Area; 2). Service & Trade Industrial Area; 3). Petrochemical Industrial Area/Gas and Condensate Industrial Area; 4). Maloy Industrial Area and International Port; 5). Border Industrial Zone; 6). Food Plant Industrial Area; 7. Regional Agropolitan Areas.

Meanwhile, Social and Cultural Areas include: 1). Mulawarman Museum; 2). Pampang Cultural Village; 3). Mahakam River Corridor (Tanjung Isuy, Mancong Village, Lamin Eheng in Barong Tongkok, West Kutai).

Meanwhile, Strategic Areas for Environmental Functions and Carrying Capacity include: 1). 3 Lakes Area (Lake Semayang, Lake Jempang, Lake Melintang in Barong Tongkok, West Kutai); 2). Balikpapan Bay Area (Sepaku-Penajam-Balikpapan); 3). Mahakam Delta area; 4). Coastal and Marine Areas of the Derawan Islands, Berau Regency).

Strategic Areas of East Kalimantan Province based on the proposed Public Consultation on Amendments to the 2013-2018 East Kalimantan RPJMD include: 1). Kariangau – Buluminung Industrial Area in the Balikpapan Bay Area and North Penajam Paser Regency; 2). Industrial Services and Trade Zone in Samarinda City; 3). Oil and Gas and Condensate Based Petrochemical Industrial Area in Bontang City - Marangkayu Kutai Kartanegara; 4). Maloy Oleochemical Industrial Area in East Kutai Regency; 5). Agricultural Industrial Zone in Paser Regency and North Penajam Paser Regency; 6). Food Crop Industrial Area in Kutai Kartanegara Regency and West Kutai Regency; 7). Food Plant Industrial Area in Mahakam Ulu; 8). Regional Agropolitan Area in East Kutai Regency. (Public Relations of the East Kalimantan Bappeda/Sukandar, S.Sos).
