In the presentation of the Head of Bappeda of East Kalimantan Province the reason that underlies the change or revision of the East Kalimantan RPJMD document is by considering the following matters: 1). RI Presidential Regulation No. 2 of 2015 concerning the 2015-2019 National RPJM; 2). Perda No. 1 of 2016 concerning RTRW of East Kalimantan Province in 2016-2036; 3). In addition to the main reasons related to the laws and regulations that underwent the public consultation for the change in the East Kalimantan Province RPJMD in 2013-2018 was to harmonize development policies in the East Kalimantan Province RPJMD with National Development Policies (RPJMN 2015 Global which tends to decline and has an impact on fiscal capacity and financing development targets. Based on the results of control and evaluation shows that many performance targets are not achieved, among others, due to the achievement of regional revenue targets as planned. Another reason that is no less important and underlying the revision is because of the issuance of Law Number 23 of 2014 concerning Regional Government which mandates changes in the authority of the provincial and district/city governments in several fields of regional government administration as well as being emphasized by the issuance of Government Regulation Number 18 of 2016 concerning Regional Apparatus.
