Musrenbang City of Samarinda 2017
Samarinda, 3/14/2017. Head of Bappeda Province of East Kalimantan, Dr.Ir.H. Zairin Zain, M.Si delivered a presentation at the 2017 Samarinda City Development Planning Consultation (Musrenbang) in the context of preparing a Government Work Plan
Region (RKPD) in 2018 in the 6th floor meeting room of the Bank Kaltim Building, Samarinda 14/3/2017. In his remarks, H. Zairin Zain, who is a former Head of the East Kalimantan Provincial Transportation Office and the Head of the East Kalimantan Province Setwilda Public Relations Bureau, said that one of the in overcoming the budget problem that experienced a decrease every year, the most appropriate program and in accordance with the policies of the central government, namely the policy in budget management is the money folloy policy that focuses more on financial management only in the development priority program that brings direct impact on the welfare of the people. Previous policy Money follow function. The Money Folloy Program policy approach is holistic, automatic, integrated, and partial and securing it on more priority things.
Principles of Money Follow Programs are carried out to secure the allocation of funds in priority programs and increase efficiency for priority program expenditure. Implimation of the approach is carried out by pursing or focusing on priority programs/priority activities, integrating various funding sources (ministries/institutions, subsidies, grants, special allocation funds, village funds and financing through SOEs), as well as detailed discussions for project preparation. Development priorities between:
1. Education and health; 2. Acceleration of poverty alleviation; 3. Expanding employment opportunities; 4. Populist economic development; 5. Agribusiness development and
6. Improvement of the quality of basic infrastructure. Function. The implementation of the Money Follow Program policy by the Provincial Government of East Kalimantan certainly aims to increase the efficiency of priority spending on the 2017 fiscal year and 2018.
