MUSRENBANG OF THE PROVINCE OF KALTIM IN THE FRAMEWORK OF PREPARING THE 2018-2023 RPJMD "COURAGE FOR SOVEREIGN KALTIM"

Samarinda, (17/1/2019). In order to realize the 2018-2023 East Kalimantan Province Development Vision, namely "Dare to be a Sovereign East Kalimantan", the Governor of East Kalimantan DR. IR. H. Isran Noor, M.Si opened the Development Planning Deliberation (Musrenbang) for the Medium Term Development Plan (RPJMD) of East Kalimantan Province for 2018-2023 on January 17 2019 at the Odah Etam hall of the East Kalimantan Province Governor's Office.

The implementation of this Musrenbang is the implementation of the mandate of the Minister of Home Affairs Regulation Number 86 of 2017 which must be implemented by the Provincial Government and is one of the activities of the stages of the RPJMD preparation process in formulating the implementation of the development of East Kalimantan for the next five years.

The five-year agenda of the East Kalimantan Provincial Bappeda was attended by all stakeholders consisting of members of the DPR RI, DPD RI from the East Kalimantan Election, Heads of Vertical Agencies/Institutions of East Kalimantan Province, SKPD within the East Kalimantan Provincial Government, Regents/Mayors and Regency/City Regional Apparatus, Regency/City DPRD, Chancellors, Universities, BUMN/BUMD, Banking, Community Figures, Youth Organizations, Persons of the Press and Social Institutions Society

The process of preparing the 2018-2023 East Kalimantan RPJMD was carried out faster than previously estimated, because the inauguration process for the Governor and Deputy Governor of East Kalimantan by the President was carried out on October 1 2018.

This event also presented three resource persons including the Ministry of National Development Planning/BAPPENAS RI, represented by the Director of Disadvantaged Regions, Transmigration and Rural Areas, Drs. Sumedi Adono Mulyo, MA, Ph.D with material "Transformation and Acceleration of Development of East Kalimantan Province", Indonesian Ministry of Home Affairs Directorate General of Regional Autonomy DR. Soni Sumarsono, MDM with the material "Synchronization of Central and Regional Policies", Head of the National Narcotics Agency for East Kalimantan Province with the material "Socialization of INPRES Number 6 of 2018 concerning the National Action Plan for the Prevention and Eradication of Abuse and Illicit Trafficking in Narcotics and Narcotics Precursors for 2018-2019".

In his report, the Head of Bappeda, East Kalimantan Province, Dr. Ir. H. Zairin Zain, M.Si said that the Musrenbang in the preparation of the 2018-2023 RPJMD for East Kalimantan was a strategic step in developing East Kalimantan in the future in accordance with the vision and mission that had been initiated by the Governor and Deputy Governor of East Kalimantan to make East Kalimantan grow into an independent region and able to prosper its people.

He further conveyed that the results of the implementation of this Musrenbang became a guideline in preparing Strategic Plan (Renstra) documents for Regional Apparatus at the Provincial level and adjusting the RPJMD documents and Amendments to the RPJMD of Regencies/Cities throughout East Kalimantan.

In his direction, the Governor of East Kalimantan said that East Kalimantan is still facing problems, including first, rural areas are still far behind urban areas. Second, East Kalimantan's economic growth is still fragile, this can be seen from the growth figures which tend to decline and fluctuate. Third, The poverty rate in East Kalimantan in 2017 was 6.19%, still higher than the poverty rate in South Kalimantan and Central Kalimantan. Fourth, Unemployment reached 6.91%, still high and above the national average. Fifth, Infrastructure conditions are not yet optimal in supporting increased regional accessibility and connectivity in East Kalimantan Province. Sixth, Environmental problems caused by increasingly widespread land clearing by natural resource exploitation activities which have the impact of increasing emissions, erosion, river shallowing and flooding. Seventh, the performance of the bureaucracy/governmental governance is not yet optimal and accountable.

The results of the Musrenbang agreement agreed on the Goals and Targets, as well as the Strategy, Policy Direction and Regional Development Program in the Draft RPJMD for East Kalimantan Province for 2018-2023 which are attached in the minutes.

The signed agreement is an official report on the regional development performance targets that the East Kalimantan Provincial Government and the Regency/City wish to achieve over the next five years, and has been technically discussed by the Provincial and Regency/City Regional Apparatus Organizations during the Pre-Musrenbang.
