East Kalimantan Province Musrenbang in the context of the preparation of the 2018-2023 RPJMD "Dare to Sovereign East Kalimantan"
Samarinda, (1/17/2019). In order to realize the vision of development of East Kalimantan Province 2018-2023 namely "Dare for East Kalimantan Sovereign", the Governor of East Kalimantan Dr. Ir. H. Isran Noor, M.Si opened the Development Planning Consultation (Musrenbang) of the Medium-Term Development Plan (RPJMD) of East Kalimantan Province in 2018-2023 on January 17, 2019 at the Odah Etam Pendopo Etam Office of the Governor of East Kalimantan Province.
The implementation of this Musrenbang is the mandate of the Minister of Home Affairs Regulation Number 86 of 2017 which must be carried out by the Provincial Government and is one of the activities of the stages of the process of preparing the RPJMD in formulating the implementation of the development of East Kalimantan in the next five years. >
The five -year agenda of the East Kalimantan Province Bappeda was attended by all stakeholders consisting of elements of members of the Indonesian Parliament, DPD RI from the East Kalimantan Election, the Head of the East Kalimantan Province Vertical Agency/Institution, SKPD in the East Kalimantan Provincial Government, Regent/Mayor and Devices Regency/City Areas, Regency/City DPRD, Chancellor, Higher Education, BUMN/BUMD, Banking, Community Leaders, Youth Organizations, Press People and Community Social Institutions.
The process of preparing the East Kalimantan RPJMD in 2018-2023 was carried out faster than the schedule estimated previously, due to the inauguration process of the Governor and Deputy Governor of East Kalimantan by the President was held on October 1, 2018.
This event also presented three speakers including the Indonesian Ministry of PPN/Bappenas represented by the Director of Disadvantaged Regions, Transmigration, and Rural Drs. Sumedi Adono Mulyo, MA, Ph.D with the material "Transformation and Acceleration of Development of East Kalimantan Province", Ministry of Home Affairs of the Republic of Indonesia Directorate General of Regional Autonomy Dr. Soni Sumarsono, MDM with the material "Synchronization of Central and Regional Policy", Head of the National Narcotics Agency of East Kalimantan Province with material "Inpres Socialization Number 6 Year 2018 concerning National Action Plan for Prevention and Eradication of Narcotics Abuse and Circulation of Narcotics and Narcotics Precursors in 2018-2019" .
In his report the Head of Bappeda of East Kalimantan Province Dr. Ir. H. Zairin Zain, M.Si said the Musrenbang in the preparation of the East Kalimantan RPJMD in 2018-2023 was a strategic step in building East Kalimantan in the future in accordance with the vision and mission that had been initiated by the Governor and Deputy Governor which is independent and able to prosper the community.
Furthermore, he delivered the results of the implementation of the Musrenbang to be a guideline in the preparation of the Regional Strategic Plan (Renstra) document at the provincial level and adjusting the RPJMD document and the changes to the Regency/City RPJMD in East Kalimantan.
In his direction the Governor of East Kalimantan said that East Kalimantan still faces problems including the first , rural areas are still far behind from urban areas. Second , East Kalimantan's economic growth is still fragile, this is seen from the growth rate that tends to decline and fluctuate. Third , the poverty rate in East Kalimantan in 2017 amounted to 6.19%, still higher than the poverty rate in South Kalimantan and Central Kalimantan. Fourth , unemployment reaches 6.91%, is still high and is above the national average. Fifth , infrastructure conditions that have not been optimal in supporting increasing accessibility and regional connectivity in the Province of East Kalimantan. Sixth , environmental problems caused by the increasingly widespread land clearing by the exploitation of natural resources that have an impact on increasing emissions, erosion, river siltation and flooding. Seventh , not yet optimal bureaucratic performance/governance that is excellent and accountable.
The results of the Musrenbang agreement agreed on the goals and objectives, as well as strategies, policy directions and regional development programs in the draft RPJMD of East Kalimantan Province in 2018-2023 attached to the Minutes.
The agreement was signed was the Minutes of Agreement on the Regional Development Performance Targets to be achieved by the Provincial Government of East Kalimantan together with the Regency/City for the next five years, and had been discussed technically by the Provincial and Regency/City Regional Apparatus Organizations during the Pre -Musrenbang.
