Control and evaluation of Renja SKPD and Regency/City in East Kalimantan 2016
Samarinda, Wednesday 28/9/2016. Head of Bappeda Province of East Kalimantan, Dr.Ir.H. Zairin Zain, M.Si opened the event Control and Evaluation of Work Plan for Regional Work Units of the Provincial Government of East Kalimantan and Regency /City in East Kalimantan accompanied By the Head of the Regional Development Assessment and Financing Division, Ir.Hj. Farida Hydro Foilyani, M.Si was accompanied by experts in the Ministry of Home Affairs of the Republic of Indonesia, Haris Muda Nasution in the Meeting Room of Polda I Bappeda Floor, East Kalimantan Province, Jl. Kusuma Bangsa Number 2 Samarinda attended by participants of approximately seventy people came from all SKPD scope of the Provincial Government of East Kalimantan and Regency/City Bappeda in East Kalimantan.

Zairin Zain said that the control and evaluation of Renja SKPD of the Provincial Government of East Kalimantan and Regency/City Bappeda in East Kalimantan was very important in frame to improve regional development and to be able to be able Calculate the reasonable value of development expenditure in each region. Furthermore, the Head of East Kalimantan Bappeda advised that each SKPD of the Provincial Government of East Kalimantan and Regency/City Bappeda in East Kalimantan could seriously follow this Renja Evaluation event, "If there is something that still needs to be questioned, it can be consulted with experts, especially to experts from the Ministry of Home Affairs of the Republic Indonesia is present today ". Before conducting an evaluation of Renja SKDP and Regency/City Bappeda in East Kalimantan experts from the Ministry of Internal Affairs of the Republic of Indonesia, Haris Muda Nasution made a presentation in advance by delivering the legal basis for the implementation of the SKPD Renja evaluation evaluation and Regency / City Bappeda in East Kalimantan using Law Number 23 of 2014 concerning Regional Government.
The focus of control and evaluation consists of policy control and implementation control. The focus of policy control includes: 1). The evaluation results are the basis for planning; 2). Measurable indicators (all fields of affairs); 3. Alignment with other documents. While the focus of controlling implementation includes: 1). Describe consistency between documents; 2). Realization of performance targets and budget ( output ); 3). Systematics of quarterly and annual reports; Integration of planning and budgeting; 4). Management of development problems. While the evaluation of the results of the implementation must be able to answer, among others: 1). Realization of priority outcome programs à field research; 2). Can the final target of the period still achieved or not?; 3). Are the strategies and policies that have been implemented right or not?; 4). Are strategies and policies in the future still relevant to achieve the target?; 5). Are the programs and activities that have been carried out right or not to answer the problems, issues, and so on?
General Problems on the Implementation of Regional Development Evaluation including: 1). There is still a lack of commitment of the leadership (regional and PD) to do good P&E; 2). Lack of quantity and capacity of Bappeda HR, and PD less understanding of how to fill in the format; 3). Less optimal implementation of policy control so that indicators are difficult to measure; 4). Less optimal implementation of implementation control so that between plan documents and with the budget documents are not consistent; 5). Data difficulties as a result of evaluation have not become a necessity.

in accordance with the mandate of Law Number 23 of 2014 concerning Regional Government that the central government obligations to provide guidance on the implementation of provincial government in the form of facilitation include providing guidelines and standards for implementing government affairs (Article 374).
while the mandate for the regional government in accordance with its authority to prepare a regional development plan as a unit in the national development plan system, and every year compiling RKPD which is a translation of the RPJMD which contains the draft regional economic framework , regional development priorities, as well as work plans and funding for a period of 1 year compiled based on the RKP and Mational Strategic Program (Article 260 paragraph (1) and Article 263 paragraph (4).

Based on the mandate contained in Permendagri Number 54 of 2010 concerning Stages, Procedures for the Preparation, Control and Evaluation of the Implementation of Regional Development Plans including: 1). The Minister of Home Affairs carries out binwas on the planning, control and evaluation of regional development including providing guidelines, guidance, consultation, education and training (Article 291 and Article 292); 2). Governor carries out guidance and supervision of planning, controlling and evaluating regional development in the scope of provincial and district/city (Article 294); 3). The Regent/Mayor conducts control and evaluation of the Regency/City scope development planning. Article 156 paragraph (3).
The purpose of Permendagri Number 18 of 2016 concerning RKPD 2017 includes: 1). Synergize annual development planning between centers & regions and between regions; 2). The consistency of the description of the RPJMD program into the 2017 RKPD; 3). The harmony of the preparation of the Regional Government Renja with the Regional Government Strategic Plan & RKPD in 2017; 4). Guidelines for Changes in RKPD & Changes in Regional Government Renja; 5). Increasing control & evaluation of the results of RKPD & Renja Regional Government in 2017; 6). Achievement of priority and targets of district/city regional development, province in order to support the priorities and targets of national development stipulated in the 2017 RKP.
RKPD (Article 3 of Permendagri Number 18/2016), among others: 1). The Regional Government Work Plan, hereinafter abbreviated as RKPD, is a regional planning document for a period of 1 (one) year or called the Regional Annual Government Plan; 2). RKPD is a description of the RPJMD; 3). The RKPD contains a draft regional economic framework, regional development priority programs, and work plans, funding and forecasts for advanced; 4). The preparation of the RKPD must be in harmony with priorities, targets, and programs that have been set by the Year in 2017 in the RPJMD, RKP and the National Strategic Program which is killed by the central government; 5. The preparation of RKPD pays attention to the authority as an attachment to Law 23/2014 and the results of P3D.
Determination of 2017 RKPD (Article 5 Permendagri 18/2016), among others: 1). RKPD 2017 is determined by KDH regulations; 2). The determination of the Provincial RKPD was carried out no later than the third week of May 2016; 3). Determination of Regency/City RKPD no later than the fourth week of May 2016; 4).
