The 2021 East Kalimantan Province RKPD is the implementation of the third year of the 2019-2023 East Kalimantan Province RPJMD. In accordance with the mandate of Law no. 25 of 2004 concerning the National Development Planning System states that in implementing development plans, they are prepared systematically, directed, integrated, comprehensive and responsive to change. Based on the mandate of this regulation, if in the process of implementing the development plan there are changes to assumptions that affect the achievement of the performance targets that have been set, changes to the development plan can be made. This is emphasized again in the Minister of Home Affairs Regulation Number 86 of 2017 concerning Procedures for Planning, Controlling and Evaluation of Regional Development that changes to the RKPD followed by changes to the Regional Apparatus Work Plan can be carried out if the results of the implementation evaluation for the current year show that there is a discrepancy with developments in the situation.
By paying attention to the mandate of these regulations, based on the results of control and evaluation of implementation up to Semester I of the 2021 East Kalimantan Province RKPD, it is deemed necessary to carry out and prepare changes to Governor Regulation Number 42 of 2020 concerning the 2021 East Kalimantan Province RKPD.
