Socialization and Dissemination of Invitations for Handling Social Conflicts and Implementing Regulations for State Civil Apparatus and Community Figures
                            
                            
                                
Samarinda, 17 June 2021, 08.30 WITA. Bappeda of East Kalimantan Province attended the socialization activity for the dissemination of legislation on handling social conflict and its implementing regulations for state civil servants and community leaders which was held at the Bumi Senyiur hotel, Samarinda City. This event was opened by the Regional Secretary of East Kalimantan Province, Ir. M. Sa'bani, M.Sc and attended by around 68 participants from all Regional Government Apparatus of East Kalimantan Province and Regency/City. This event presented a number of speakers, including the Head of Sub-Directorate for Conflict Management, Directorate of Politics and General Government, Ministry of Home Affairs, Anug Kurniawan, S.ST, M.Si; ASINTEL of the East Kalimantan Province High Prosecutor's Office, M. Sumartono, SH, MH; Head of Kesbangpol East Kalimantan Province, Drs. Sufian Agus, M.Sc.
The Regional Secretary of East Kalimantan Province in his speech said that during the current pandemic, social conflict has the potential to occur. Therefore, the socialization of Conflict Management Legislation and its Implementing Regulations for State Civil Apparatus and Community Figures is appropriate for stakeholders and community leaders to understand in an effort to handle social conflicts that occur.
Meanwhile, in his presentation session, Anug Kurniawan as Head of Sub-Directorate for Conflict Handling at the Ministry of Home Affairs said that in the framework of synergy, coordination of conflict prevention, conflict termination and post-conflict recovery based on Minister of Home Affairs Regulation Number 42 of 2015 concerning the implementation of coordination in handling social conflicts, Article 4 paragraph (1 – 2) includes 3 important things, namely: implementation conflict prevention, conflict termination, and post-conflict recovery. These three things must be implemented at every level, both national, provincial and district/city levels. Emergency action to end conflict at the provincial level can be carried out according to the governor's direction by coordinating the OPD/relevant agencies to rescue and protect victims on a provincial scale. Likewise, the processes that need to be carried out at the Regency/City level. Furthermore, he reminded that it is necessary to anticipate (political aspects) during the simultaneous presidential and regional elections in 2024.
M. Sumartono as ASINTEL of the East Kalimantan Prosecutor's Office said that it is important for all stakeholders and community leaders to understand the Handling of Social Conflicts as stated in Law Number 7 of 2012 concerning Handling Social Conflicts.
Meanwhile, the Head of Kesbangpol for East Kalimantan Province said that according to Republic of Indonesia Law No. 7 of 2012, social conflict is a feud and/or physical clash with violence between two or more groups of society that takes place over a certain period of time and has a wide impact resulting in insecurity and social disintegration, thereby disrupting national stability and hampering national development. Conflicts that often occur in life can be divided into categories including personal, racial, religious, between social classes, political, social and international conflicts.
As data compiled by the East Kalimantan Kesbangpol, Conflict Prone Map of Provincial Regions. East Kalimantan, one of which is Samarinda City, the causal factors are related to drug trafficking, illegal mining, the influx of radical ideology, homemade guns, fights with mass organizations and forest and land fires. Some potential seeds of social conflict in East Kalimantan include: The murder of a woman in West Kutai, the rejection of the formation of a PBB mass organization in Balikpapan, fights between mass organizations in Kukar and Samarinda, land disputes in Kutim, Kukar, Paser, PPU, as well as religious blasphemy through social media and the existence of heretical sects. The scope of Handling Social Conflict includes Prevention, Termination and Recovery.
In order to maintain the conduciveness of the East Kalimantan region, the East Kalimantan Provincial Government has facilitated the formation of several forums which are mandated by statutory regulations, including: Religious Harmony Forum (FKUB), Community Early Awareness Forum (FKDM), National Mixture Forum (FPK), Regional Intelligence Community (KOMINDA), Coordination Forum Countering Terrorism (FKPT), and the Integrated Team for Handling Regional Security Disturbances.
By carrying out socialization on the Dissemination of Laws and Regulations on handling social conflicts and their implementing regulations, it is hoped that all stakeholders and community leaders will be able to properly understand all aspects and regulations of the Laws that regulate them, so that they can prevent, stop and recover social conflicts in the midst of the Covid 19 pandemic.
