Socialization of ASN Competency Development in the East Kalimantan Bappeda: Improving the Quality of State Civil Service Resources

BPSDM East Kalimantan (Kaltim) held a socialization regarding developing the competency of the State Civil Apparatus (ASN) through integrated learning, which was held at the East Kalimantan Bappeda.


This socialization was led by Saur Parsaoran, Secretary of the East Kalimantan Bappeda, and attended by all East Kalimantan Bappeda employees in the Regional Police room at the Bappeda Office East Kalimantan.


This socialization aims to explain the regulations governing the mechanisms and pathways for implementing ASN competency development in East Kalimantan Province, especially regarding integrated learning which will be applied to all ASN employees.


According to Saur Parsaoran, this meeting is very important because ASN competency development is part of the government's efforts to improve service quality public.


On this occasion, it was also explained that the Governor of East Kalimantan Regulation Number 29 of 2023 regulates standards and guidelines for ASN in carrying out their competency development on an ongoing basis.


This Gubernatorial Regulation is also in line with Law Number 20 of 2023 concerning ASN, which mandates every ASN employee to take part in competency development for a minimum of 20 Training Hours (JP) in a year.


There are several paths and forms of implementing competency development that ASN can follow, both through education and training.


Educational paths, ASN can take part in study assignments or study permits, while for training paths, there are two main categories: classical and non-classical.


Classical training includes various types of training such as technical, functional and structural leadership training, socio-cultural training, as well as Cadre School programs and other training.


Meanwhile, non-classical training offers a more flexible approach, such as coaching, mentoring, e-learning, learning communities, distance training, and exchanges between ASN and private employees, BUMN, or BUMD.


This socialization aims to ensure that ASN in the East Kalimantan Bappeda understand the importance of competency development to improve the quality of public services and create a professional bureaucracy.
