2012 East Kalimantan Data Synchronization
Malinau, 5/30/12. Malinau Regent Drs. Yansen TP, M.Si representing the Governor of East Kalimantan opened the data synchronization and consolidation event
development throughout East Kalimantan in 2012 in the meeting room of the Malinau Regency Regent's office. The Governor of East Kalimantan was unable to attend the event because at the same time he was receiving a visit from the Deputy Minister of Public Works, Hermanto Dardak in Balikpapan City.
Approximately one hundred and fifty people attended the meeting, consisting of relevant SKPD within the East Kalimantan Provincial Government and all BPS and Regency/City Bappeda throughout East Kalimantan, while participants from the Central Government were from Bappenas and Central BPS.
The implementation of the Synchronization and Consolidation of Development Data activities throughout East Kalimantan is a routine meeting held every year between elements of the Provincial and Regency/City Governments throughout East Kalimantan and the Central Statistics Agency in the regions, as a means of sharing experiences in relation to regional statistics with the aim of obtaining better and more objective data in accordance with the conditions of each region.
In order for its implementation to provide optimal results as we all hope, it is hoped that the implementation of the Synchronization and Consolidation of Development Data throughout East Kalimantan in 2012 can produce recommendations for improvement, refinement and development in the context of structuring regional statistical data, both basic statistics, sectoral statistics and special statistics.
Globalization of Information Flow
The Governor of East Kalimantan said that in accordance with the speech delivered by the Regent of Malinau, "Whoever controls information (data) will control the world". This statement is very appropriate, in the midst of the globalization of information via the internet or also known as cyberspace information today without borders.
The importance of data and information
Data and information are very important, not only for development planning, but also as a basis for decision and policy making. Based on this data, various development progress is evaluated, problem maps are reviewed, new planning concepts and development policies are formulated. The success of developed countries is largely determined by mastery of information in all fields. They know exactly what the potential of their region is, they know exactly what areas are priorities, and they know exactly how to realize their vision, mission and programs.
The province is rich in development ideas
The East Kalimantan Provincial Government is very rich in various development ideas, so they need to be supported by 'strong' data. How can we possibly develop programs in the health sector if we don't know exactly what the public health condition is? How is it possible to build schools in an area without knowing how many school-age residents there are in that area? How are we going to develop tourism if we don't know what potential is appropriate to develop? How do we make decisions to develop programs that are pro-people, if we ourselves don't know what the socio-economic conditions of the community are?
Database and information
A good and comprehensive planning process is an important point for successful development. To be able to produce ideal planning, each process must always be carried out with valid and measurable data and information bases. The data and information collected relate to regional potential and conditions and are an important part of good and comprehensive planning results.
Quality data and information must be used as a reference for determining policies and target programs to be implemented by regional governments. With this, the final result of development in the form of improving the welfare of the community/people will be achieved effectively and efficiently.
The most important use of data in the planning process is to provide development targets." The use of data and information is most clearly seen in determining indicators, such as indicators of development performance achievement. Existing indicators are then used as target achievements that can be measured. So that, when development is being and has been completed, monitoring and evaluation can be carried out with clear measurements. For this reason, the Regional Government must always have a reliable, valid and constantly updated (up to to) database. date).
Collaboration with data providers such as the Central Statistics Agency (BPS), continues to be improved. However, as implementers of development, Regional Governments should also collect and inventory all data and information needed for development. Each Regional Work Unit (SKPD) must have an updated database, so that development implementation related to technical institutions can be measured directly and achievement targets known. It is inevitable that local governments must always update data and have valid data. At the Central Level, ministries' desire to have sectoral data is often hampered in the data collection process.
So the availability of data really depends on whether the department at the provincial or district/city level makes efforts to collect data for the needs of its sector. If not, it will be very difficult for the Central Government to develop a program that really touches community problems down to the smallest/rural areas.
Availability of regional data
One of the problems with using data in the development planning process so far is the limited availability of data and information that is accurate with the current situation (updates). This will cause the development planning process itself to sometimes be carried out using data that is not up to date, in addition to the lack of timely availability of regional data, non-existent data, annual data from different sources so it cannot be analyzed, inefficient management, data that is not synchronized between SKPDs, slow flow of information from one part to another.
The problem of 'outdated' data (perhaps slightly better than no data at all) is often experienced by many parties who always use data as a basis for their work. However, it cannot be denied that there are quite a few people who don't care about data. In fact, even if the data is the latest and is presented before our eyes, the data is just left as a pile of figures or the publication becomes a decoration for the cupboard in the work room without any benefits that can be obtained.
Solutions for placing data and information as the main basis for regional planning include:
1. There is a need for a common paradigm for all Regional Government officials as development executors regarding the importance of data and information in the planning process. There needs to be integrated database management between existing institutions and forming one database as a regional data center (this role can be taken by Bappeda). Cooperation between Regional Government and BPS needs to continue to be improved;
2. Then each SKPD in the region must continuously supply its SKPD data and technical information to the regional database (Bappeda).
The Governor gave a message at the end of his speech stating that the implementation of Synchronization and Consolidated Development Data throughout East Kalimantan for 2012, it is hoped that it can be used as a reference and input in improving and refining as well as structuring regional statistics in the future.
Data and information can make a positive contribution
The implementation of synchronization meetings and consultations on development data throughout East Kalimantan for three days ending on June 1 2012 was closed by the Deputy Regent of Malinau, Topan Amrullah, S.Pd who also represented the Governor of East Kalimantan who was unable to attend. In the speech of the Governor of East Kalimantan which was read by the Deputy Regent of Malinau, he stated that "We all hope that the 2012 East Kalimantan development data synchronization and consolidation meeting can make a positive contribution to regional development in particular and national development in general and can strengthen regional economic competitiveness and the pro-people program to realize East Kalimantan Rise 2013," said the Governor of East Kalimantan.
