Coordination meeting of Bakohumas throughout East Kalimantan

People's Welfare, H. Sutarnyoto chaired the East Kalimantan Public Relations Coordinating Board (BAKOHUMAS) Working Meeting in the Ruhui Rahayu Room, East Kalimantan Governor's office, Jln. Gajah Mada Number 2. Samarinda, on Tuesday, October 2 2012, there were approximately eighty-five participants consisting of all relevant SKPDs within the East Kalimantan Provincial Government and SKPDs of Regency/City Governments throughout East Kalimantan, specifically participants from the East Kalimantan Bappeda, Dra.Hj.A.H. Yone May, M.Si Head of General Subdivision and Sukandar, S.Sos Executive Staff for Public Relations Affairs.
The Deputy Governor of East Kalimantan said that the importance of the role of public relations in the government's self-image in facing the flow of globalization of information which is getting better and more transparent day by day, for the role of public relations throughout East Kalimantan has a very important task in conveying information to the public that is constructive and accountable.
H. Farid Wadjdy further said that there is a lot of information available, but not everyone can package it into information that can be useful and constructive, and the task of public relations officers throughout East Kalimantan is how to package the information so that it becomes news that can improve development and community welfare, but the news remains transparent. Said the Deputy Governor when giving a speech and opening the Bakohumas meeting throughout East Kalimantan with the theme "Building a Public Relations Network in Efforts to Disseminate Information".
Meanwhile, after the opening, presentations were delivered by three resource persons, the first by the Head of the West Java Provincial Government Communication and Information Service, Karso.S, by delivering a presentation on "Building Communication between Public Relations Apparatus in the Region".
The Head of the West Java Provincial Government's Communication and Information Department said that the importance of Bakohumas communication facilities such as the appointment of Information and Documentation Management Officers (PPID) within the West Java Provincial Government is in accordance with the Decree of the Governor of West Java Number: 489/Kep.487-Diskominfo/2010, concerning PPID in Regional Apparatus Organizations (OPD) on March 18 2010.
PPID and OPD within the West Java Provincial Government are under the Secretary at the Service/Agency, Head of Public Relations at the Regional Secretariat and Secretariat and Deputy Director at the Hospital.
Bakohumas Communication Facilities within the West Java Provincial Government include 1. Use of natural disaster frequencies; 2. Software applications; 3. Data communication network; and 4. Media including mass media, new media, traditional media, international media, outdoor media.
Meanwhile, data management applications within the West Java Provincial Government consist of unstructured data applications, namely applications used to store data from OPDs and Regencies/Cities which can be shared between OPDs and Regencies/Cities according to needs. An integrated application is an application that is a data warehouse, where data is collected from OPD and presented for consumption by regional leaders as a policy consideration body consisting of Sosbudpol, Economy and Infrastructure and the environment. The Pusdalisbang Bappeda application is an application used to present data and results of development analysis, including spatial data for West Java Province. Said the Head of the West Java Communications and Information Office, Karso.S.
Meanwhile, a resource person from the mass media from Jakarta, Kristanto Hartadi, spoke about "Why the Media Creates Frames". In delivering his presentation, Kritanto said that the mass world is a social arena, namely a stage where various parties and interests try to present their own definitions regarding social reality that suit their respective interests.
According to communication expert Prof. Dr. Deddy Nur Hidayat, in a world like this it cannot be expected that the media will act as a neutral, passive channel, or just a collection of mediums that report social reality, the media will also act as a "behavior" or defining agency to define a social reality that they consider relevant according to their respective versions in order to build public opinion.
Referring to the views of communication expert Walter Lippmann (1922), the general opinion It is nothing more than an image that exists in people's minds, as the result of the media's actions in framing the reality of various events in the world.
The media plays a big role in forming opinions and also in providing meaning or people's interpretation of the environment. Even the media can be used to create "false consciousness" as in propaganda. Medei can play a very big role in promoting nationalism, social harmony, which covers many aspects of life, including religious harmony (which can be used as an example of a social construction).
However, something that is of particular note and can be called a deficiency of social construction is that news cannot possibly broadcast a complete event or series of events, and can only convey certain fragments or parts, while observations of an event carried out by the media will provide a certain meaning depending on the frame taken, the angle and the perspective it builds. (Dennis McQuail, 2000,101).
So when the media tries to define various social realities, there are many factors that influence it. Pamela J. Shoemaker and Stephen D. Reeese in their book "Mediating the Message Theories of Influences on Mass Content" state that media content is influenced by many factors.
They put forward five hypotheses to explain the assumptions, including:
1. The content is a reflection of social reality with a slight distortion (mirror approach), namely: the media accurately conveys the reality that exists in society, but that reality is the result of a compromise between those who sell the information and the buyers of the information;
2. The content is influenced by the socialization and behavior of workers (communicator centered), namely: there are intrinsic psychological factors among media managers so that the social reality displayed is the result of agreement between various social groups and that is what becomes the norm. If there are new or deviant things in society, they will be treated as eccentric and should be ignored.
3. The content is influenced by routine in the media (organizational approach), namely: workers in the media work under the influence of systems and structures built by the organization. For example, writing news must be in an inverted pyramid structure;
4. Content is influenced by various social institutions and other forces (external factors), namely: economic and cultural forces, as well as audiences determining media content. The market power approach, for example, forces communicators to fulfill what the audience needs rather than what they want;
5. Media content is a function of ideological position and maintains the status qua (hegemony approach), namely: an approach that holds the view that media content is influenced by those in power in society. As part of an economic system controlled by economic forces, the mass media upholds an ideology that suits these interests, in order to ensure that society will remain in its current format. (Shoemaker and Reese, 1996 : 6-7).
6. Regency/City Public Relations conveys information in the form of reporting on development activities via e-mail news room: humasnews@gmail.com and then disseminates it through the Building Bumi Etam Magazine with 1 (one) page each;
7. Increasing public relations capacity through writing and photojournalism training, involving the Public Relations of 14 Districts/Cities.
Following up on the results of the East Kalimantan Bakohumas Coordination Meeting, a field orientation was held with the West Java Provincial Government on 3 to 6 October 2012, attended by approximately seventy-five participants, led directly by the Head of the Public Relations Bureau, Drs. S. Adiyat.

The results of the meeting with the Public Relations Bureau of the West Java Provincial Government and the field orientation of the participants include: 1. The West Java Provincial Government applies a persuasive approach to journalists or also known by them as a "humanist" approach to every journalist; 2. In order to reach out to journalists, the West Java government formed a special working group for communication between journalists and the West Java Provincial Government, represented by the Public Relations Bureau; 3. The West Java Government, through the Public Relations Bureau, applies open and transparent reporting to journalists or mass media, both print and electronic; 4. Establish effective communication for 24 hours between the West Java Provincial government as an information provider and journalists as disseminators of information and publications; 5. The need for a strong commitment to establishing good and transparent communication from all parties, both between information providers and information disseminators; 6. There is a need to increase the competency and quality/capacity of the public relations role to be more professional, reliable and responsible through analysis of the public relations media in accordance with the needs of both the government and the private sector.
