Quoting from the news issued by the East Kalimantan DPRD via the East Kalimantan DPRD media website, on 11/22/12, the multi-year contract pattern project was in the spotlight of eight factions of the East Kalimantan DPRD, namely the Golkar Fraction, PDIP Fraction, Democrat Faction, PKS Fraction, PPP Fraction, PAN Fraction, PBD Fraction, and Hanura-PDS Fraction, conveying general views related to the 2013 R-APBD East Kalimantan financial note. XXXV plenary session led by the deputy chairman of the East Kalimantan DPRD, H Aji Sofyan Alex, accompanied by the Deputy Chairman of the DPRD, Yahya Anja, last Wednesday (21/11). One of the issues being highlighted by the factions concerns the progress of the multi-year contract (MYC) pattern project.
The spokesperson for the PKS faction, Zaenal Haq, reminded that regarding multi-year contract (MYC) projects, especially the 99.2 kilometer Balikpapan-Samarinda toll road construction project, the PKS faction asked the East Kalimantan Provincial Government to carry out a comprehensive evaluation of the multi-year contract project which has been running for more than one year.
"The people of East Kalimantan must know how far the physical completion of the multi-year contract pattern project is, especially since more than 50 percent of the budget disbursed is IDR 1,250 trillion. Before the budget is disbursed again in the 2013 APBD, FPKS requested that the multi-year contract pattern package for the construction of the Balikpapan-Samarinda toll road be evaluated in detail, especially since the five toll road segments have achieved less than 50 percent of the physical progress," said Zaenal Haq, who is also the Head of the Faction PKS DPRD Kaltim.
Meanwhile, the spokesperson for the Golkar faction, H Suwandi, said that it was deemed necessary to remind the East Kalimantan Provincial Government that the 2013 APBD was the last APBD in the administration of Governor Awang Faroek Ishak to achieve the targets and objectives as outlined in the 2008-2013 RPJMD.
Therefore, the Golkar Faction hopes that the preparation of the 2013 APBD will be based on very mature thought and consideration, so that progress in achieving the targets and goals in question can be fulfilled well, during the five year period of the current governor's administration.
"The Golkar Party faction asks the East Kalimantan Provincial Government to explain what regional companies are still lacking and unable to increase regional income, considering that every year the Provincial Government allocates quite a bit of funds for capital investment to regionally owned enterprises," said Suwandi.
PDIP faction spokesperson, Hermanto Kewot, said the 2013 APBD draft was based on macroeconomic growth in East Kalimantan Province in 2012, where the government recorded positive growth in the third quarter of 2.87 percent, down from the previous growth of 5.46 percent with an inflation rate of 5.39 percent compared to the previous quarter of 4.83 percent.
"The PDIP faction sees that in economic calculations we may be happy with macroeconomic growth, but macroeconomics in real terms does not fully describe the economic capacity of the people of East Kalimantan, because it only describes the overall economic growth while as is known what dominates this is the mining and oil and gas sectors, where only a small portion of the people of East Kalimantan are absorbed in these sectors, while in other fields they are very far behind, such as the agricultural, maritime, trade, micro and small business sectors. and middle," said Hermanto.
In another part, the PDIP faction appreciated the East Kalimantan Provincial Government considering that in the financial explanation note for the 2013 APBD plan, the revenue target was IDR 11.5 trillion, an increase of IDR 2.39 trillion or 26.34 percent of the pure 2012 budget year revenue.
One of the programs and problems highlighted by the PPP faction is land conflicts which have recently become very worrying, both in plantations, mining and forestry involving the community.
There is even a politicization of outreach to involve people who actually don't know about the problem, by involving community organizations that should have a social function.
"Therefore, the PPP Fraction asks the East Kalimantan Provincial Government and related agencies to really make preventive or prevention efforts so that conflicts do not occur like in other areas, namely Mesuji, Lampung or other areas which have claimed many victims among ordinary people," said PPP Fraction spokesperson, Syaparudin.
Meanwhile, the spokesperson for the PAN faction, Zain Taufik Nurrohman, highlighted several areas that will influence the future development of East Kalimantan, including health, agricultural public works, forestry, financial assistance expenditures to districts/cities, development planning, regional research, media and broadcasting and emergency response funds.
He said that the PAN faction was of the opinion that the financial assistance expenditure from the East Kalimantan Provincial Government to districts/cities, both general and specific, was intended to support the achievements of provincial government policies and reduce the fiscal gap.
"This is intended so that the benefits of financial assistance can be felt, it is necessary to formulate a formulation of financial assistance to districts/cities, using measurable and rational variables such as equality, population, financial capacity of each region, geographical conditions, development priorities and balance," said Zain.
Spokesperson for the Democratic Party Fraction, H Ichruni Lufti Sarasakti, hopes that the 2013 APBD draft can fulfill the main national targets, the final target of the 2009-2013 East Kalimantan RPJMD, SKPD targets and most importantly, have an impact on improving people's welfare.
"Reducing the number of people below the poverty line, reducing the number of open unemployed, reducing corruption rates, increasing the quality of government governance, increasing the quality of human resources through NER for primary, secondary and upper education as well as the quality of skills and mastery of science and technology, the quality of public health, a sustainable and well-maintained environment, are very important for East Kalimantan in the future," said Ichruni.
